It's regarded as a critical shortage and the reason why is because if you have an outbreak, you can start chewing through your existing supplies like that,” said Teresa Murray, a consumer watchdog at the U.S. Public Interest Research Group (U.S. PIRG).The group looked at data from facilities sent to the Centers for Medicare and Medicaid. They found one in five were dangerously low on one or more items, like gloves and hand sanitizer. Almost half didn't have a one-week supply of at least one type of PPE.“And they say that it's not unusual at all for nurses to use masks for like five days,” said Murray. “If they even have gowns, they're reusing them.”U.S. PIRG says these facilities couldn't compete with demand for supply.The Medical Supply Transparency and Delivery Act, which is sitting in Congress, would help stabilize prices. OTAY MESA, Calif (KGTV) - A peace gathering was held Saturday night for the family of Maribel Ibanez, the woman shot and killed at an Otay Mesa Church's Chicken.About 100 people lent support at the gathering, telling Maribel's mother, Emma Carla Merino, she wasn't alone.Maribel Ibanez and two male employees were shot Nov. 6 by a man who has yet to be found. The two male victims survived.At Saturday's gathering, a mural was painted of a flying candle with the name Maribel in script underneath. People spoke of love conquering violence. Musicians played, flowers and candles were passed out, and there were prayers."I feel hurt but I feel peace because she is already resting," Merino said. NOVATO, Calif. (AP) — One woman in her 80s tripped over another resident who had fallen on the landing in a steep stairwell. Others got disoriented, even in their own apartments, and cried out for help.At least 20 seniors with wheelchairs and walkers were essentially trapped, in the dark, in a low-income apartment complex in Northern California during a two-day power shut-off aimed at warding off wildfires.Residents of the Villas at Hamilton in Novato, north of San Francisco, say they were without guidance from their property management company or the utility behind the blackout as they faced pitch-black stairwells and hallways and elevators that shut down."We were surprised by how dark it was," said Pamela Zuzak, 70, who uses a walker to get around. "There was nothing, nothing lit. It was like going into a darkroom closet, pitch black, you couldn't see in front of you."Pacific Gas & Electric Co. shut off power to more than 2 million people over the weekend to prevent its equipment from sparking fires amid hot, dry gusts. OCEAN BEACH (KGTV) - People in Ocean Beach have hatched a (not-so) secret plan to bring a popular mermaid statue back to town."We’re go-getters. We’re not going to give in. This is going to be a mission," says Claudia Jack, the self-proclaimed leader of Team Mermaid.For three weeks in May and June, a mermaid statue sat atop Ross Rock near Sunset Cliffs. Nicknamed 'Marina', the statue brought tourists and locals to the area to take pictures.For some, it was a nuisance, bringing more traffic and trash. Jack says that's one reason they don't plan to put the mermaid back on the rock."It's my goal to get her repaired and put her somewhere that she'll be appreciated," she says.The mermaid was secretly removed in June by a group calling themselves the Cliffs Crew. For a while, no one knew what had happened to it. Jack says she knows where Marina is located but won't reveal her location."I have not revealed any names or whatever," she says. "It's very hush-hush. But it will come out in the end. In a happy way."Jack has enlisted the help of a few friends and artists to repair some minor damage to Marina. She's also trying to get the entire community involved. Earlier this month, she sent out 300 postcards with a picture of the mermaid on the front. The back simply read "Save the OB Mermaid" and had an email address.She says the response has been overwhelming."What little girl doesn't want to be a mermaid?" she asks.Jack plans to unveil Marina as a statue at the Ocean Beach Holiday Parade in December. After that, she plans to let local businesses bid for the rights to host the statue for a few months at a time. She says the money raised would be used for upkeep.Jack says she already has two local businesses who have expressed interest. After that, she wants to commission a bronze replica that can be a permanent statue near the Ocean Beach Pier.The hope is that Marina can become a local icon like the Cardiff Kook or the Lemon Grove Lemon."She's alive," says Jack.
