(KGTV) -- A mother of three shown in a video being detained by Customs and Border Protection agents was released Tuesday on her own recognizance.Shortly after 9 p.m. Perla Morales-Luna and her daughters shared a tearful reunion. A judge said that Morales-Luna, 36, isn’t a danger to society or a flight risk. During the family's reunion, she did say "Thank you" to the press but had no further comment. The video showing Luna’s detention made rounds on social media earlier in March. NATIONAL CITY, Calif. (KGTV) - Elementary school teachers in National City voted Monday to approve a strike. The teachers are frustrated with the way contract negotiations with the National School District for the 2017-2018 school year have gone.They say the biggest issues of contention are workload and teachers pay. "The District's behavior has been reprehensible from the very beginning of negotiations. The NSD's bargaining team has not tried to reach a settlement with the teachers for months,” said National City Elementary Teachers Association (NCETA) Bargaining Chair Irma Sanchez.A spokesperson for the National School District told 10News they are in mediation and cannot comment at this time.The NCETA will announce the decision at the NSD Governing Board meeting Wednesday.Although the teachers approved the strike, they say it could be months before anything happens.   926

Monday morning, the CDC removed what it calls was a “draft version of proposed changes” to their website that seemed to indicate they were embracing mounting evidence that COVID-19 is airborne and is transmitted through tiny droplets that can linger in the air and spread farther than six feet.“A draft version of proposed changes to these recommendations was posted in error to the agency’s official website. CDC is currently updating its recommendations regarding airborne transmission of SARS-CoV-2 (the virus that causes COVID-19). Once this process has been completed, the update language will be posted,” the CDC website now reads.The website was changed over the weekend, according to multiple media reports, to reflect several updates to their guidance about how COVID-19 spreads and preventative measures to take.The “draft” changes included stating COVID-19 transmits through the air and warned about poorly ventilated situations, saying that is “thought to be the main way the virus spreads.”On the Centers for Disease Control and Prevention’s website about coronavirus, under how it spreads, they listed the main way as: “Through respiratory droplets or small particles, such as those in aerosols, produced when an infected person coughs, sneezes, sings, talks, or breathes. These particles can be inhaled into the nose, mouth, airways, and lungs and cause infection.”They also had updated the guidance that particles can remain in the air longer and travel farther than originally thought.“There is growing evidence that droplets and airborne particles can remain suspended in the air and be breathed in by others, and travel distances beyond 6 feet (for example, during choir practice, in restaurants, or in fitness classes). In general, indoor environments without good ventilation increase this risk,” the CDC website read over the weekend.The website has been changed back to their previous guidance which states COVID-19 is believed to be transferred through larger droplets through close contact, closer than six feet, with a person who coughs, sings, or otherwise expels these larger droplets carrying the virus.The updated draft passages and comments on smaller particles and ventilation appeared to embrace recent studies from the CDC.Including one released by the CDC earlier this month showing Americans with positive COVID-19 test results were twice as likely to eat at a restaurant or cafe than those who tested negative.“Reports of exposures in restaurants have been linked to air circulation. Direction, ventilation, and intensity of airflow might affect virus transmission, even if social distancing measures and mask use are implemented according to current guidance. Masks cannot be effectively worn while eating and drinking, whereas shopping and numerous other indoor activities do not preclude mask use,” that report stated.In the “draft” changes to the CDC website, they included a preventative measure about ventilation, stating “Airborne viruses, including COVID-19, are among the most contagious and easily spread.” That passage is no longer on the website.The draft changes on the air transmission of COVID-19 also came on the heels of the CDC’s director, Dr. Robert Redfield, saying masks could be even more helpful in combating the coronavirus than a vaccine. President Donald Trump said later Redfield was confused by the question and misspoke.The World Health Organization changed their guidance and noted the prevalence of air transmission, and those particles lingering in the air, earlier this summer in July. More than 20 fire departments are working to burn down a Beaver Dam, Wisconsin apartment building where a deadly explosion happened last week. City officials said dangerous chemicals inside of the structure made it too dangerous for residents to re-enter, and that burning the building to the ground is the safest way to prevent any injuries."We have carefully reviewed this, and we firmly believe this is the action that needs to be taken, unfortunately," said Beaver Dam Fire Chief Alan Mannel at a Wednesday evening news conference. The five, neighboring buildings in the apartment complex were evacuated ahead of Thursday's controlled burn. Streets in the area were shut down at 9 a.m.Around 10 o'clock, firefighters lit both ends of the apartment building at 109 Knaup Dr. on fire and allowed it to burn towards the middle. Large shipping containers were placed around building 109 to help contain the heat and flames. Mannel said staffing of the fire trucks surrounding the building is minimal, and that firefighters only plan to step in and control the flames if they threatened any of the nearby structures. Police on Wednesday identified 28-year old Benjamin Morrow as the man killed in last Monday's blast. According to authorities, Morrow lived in one of the units.Beaver Dam Police Chief John Kreuziger said investigators continue to suspect that Morrow was building a bomb inside of the apartment. According to his obituary, Morrow worked in the quality department at Richelieu Foods in Beaver Dam for almost a year. His obituary describes him as "a hard worker" who "had a good rapport with all those around him."Police and the FBI continue to investigate why Morrow was in possession of the volatile chemicals that required them to eventually burn the building down.Kreuziger on Wednesday declined to comment on what the chemicals inside of the apartment were. City officials said the plan is for evacuated residents to be allowed back into their homes this evening. That's also when they plan to re-open nearby streets. The EPA has placed air monitoring devices in the area. Mannel said the EPA can also test the air in individual apartments within the evacuation zone at the request of residents. 2336
