PARIS, March 8 (Xinhua) -- Nuclear power should be developed with due regulations and in an orderly way thanks to its strict requirement for human resources, technology, security and quality, a Chinese official said Monday here at the international conference on civilian use of nuclear energy.Nuclear power, a clean, safe and economic energy, "plays an important role in energy conservation, environment protection and the strive to cope with climate change," Deputy Director of China' s National Energy Administration Wu Yin said, adding it has became "a major choice to develop economy and optimize energy structure" for many developing countries.Speaking to representatives from about 60 countries at the headquarters of the Organization of Economic Cooperation and Development, Wu said that changing the mode of energy development, optimizing the energy mix and reducing carbon emission is now a shared aspiration of the world.According to him, China has accelerated the construction of nuclear power stations in recent years. Besides 11 nuclear power units that are already in operation, there are 21 many units under construction with a combined installed capacity of 23 gigawatts.Taking the nuclear security as the top priority, Wu presented some suggestions addressing the increasing global demand of nuclear access."The security of nuclear energy is beyond borders, we should strive to shape a culture on safe use of nuclear power. Developed countries in terms of nuclear use have the responsibility to help the less developed ones to establish laws and regulations, supervision and management systems on nuclear security," Wu said.On proper use of nuclear power, Wu said countries must take national conditions into consideration, enhance international cooperation to make nuclear power safer and cheaper.China would make "responsible efforts to develop nuclear energy in order to protect the environment, to cope with climate change and to promote sustainable development," Wu said.Hundreds of ministers, government officials and business leaders convened in Paris for the two-day conference on access to nuclear energy, which is initiated by France and co-organized by the International Atomic Energy Agency and OECD.

BEIJING, Jan. 24 (Xinhua) -- China's regulation on the Internet industry is in line with the laws and should be free from unjustifiable interferences, a Chinese government official said here Sunday.A spokesperson with China's State Council Information Office told Xinhua in an exclusive interview, that China is regulating the Internet legally to build a more reliable, helpful information network that is beneficial to economic and social development.Such regulation, the spokesperson said, are based on laws and regulations such as the Constitution, the Law on the Protection of Minors, and the Decision on Internet Safety pass by the National People's Congress Standing Committee.Online information which incites subversion of state power, violence and terrorism or includes pornographic contents are explicitly prohibited in the laws and regulations, the spokesperson said.China has full justification to deal with these illegal and harmful online contents, the spokesperson said.This has nothing to do with the claims of "restrictions on Internet freedom", the spokesperson stressed.Different countries have different conditions and realities, thus they are regulating the Internet in different ways, the spokesperson said.China's regulation on the Internet industry is proved to be suitable for China's national conditions and in line with common practices in most countries as well, the spokesperson said.China is willing to cooperate and exchange opinions on issues about Internet development and management wit other countries, but opposes firmly to any defiance of Chinese laws, or intervening Chinese domestic affairs under the pretence of "Internet management" regardless of the truth, the spokesperson said.According to the spokesperson, as of the end of 2009, the number of netizens in China reached 384 million, and websites topped 3.68 million.China has millions of online forums and more than 200 million blogs, and every day, there are more than four million new blog entries posted online, the spokesperson said.Chinese netizens' right to express opinions within the law is well protected, and their opinions are given full consideration by the government in policy making process, the spokesperson said.

  

BEIJING, March 1 (Xinhua) -- China's central government has allocated 28.6 billion yuan (4.2 billion U.S. dollars) to support farmers, the Ministry of Finance said in a statement Monday.The bulk of the funding -- 18.6 billion yuan -- would be used to subsidize farmers in growing improved varieties of crops such as rice, corn, and cotton.The other 10 billion yuan would subsidize purchases of farm machinery such as sowers and reapers, said the statement issued to Xinhua.The funding aimed to improve motivation in agricultural production, and stabilize the country's grain production, according to the statement.Farmers across the country would be eligible for the subsidies.The funding was on top of 86.7 billion yuan of subsidy funding to grain-growing farmers nationwide in February.The financial support for agriculture came as severe drought continued in the nation's west and south.The National Meteorological Center (NMC) issued a drought alert on Sunday warning the severe drought would continue over the next three days.The State Flood Control and Drought Relief Headquarters said Saturday the drought, which started at the beginning of February, had affected 69.6 million mu (4.64 million hectares) of arable land and left 12.7 million people and 8.4 million heads of livestock short of drinking water.
