LA JOLLA, Calif. (KGTV) -- A group of San Diego conservationists is testing a high-tech approach to catch poachers illegally fishing in marine protected areas.The Imperial Beach-based non-profit Wildcoast is in the midst of a pilot study with the Scripps Institution of Oceanography to examine the effectiveness of land-based radar as a real-time monitoring tool for law enforcement.A single radar station can send a signal up to three miles and detect vessels as small as a kayak, said Wildcoast conservationist Cory Pukini."Enforcement officers will be able to open up a laptop or look at their cell phone to see if people are in compliance without actually deploying resources to come out here," Pukini said while boating through one of the marine protected areas (MPAs).There are 11 MPAs in San Diego County which have restrictions on fishing, including one near Crystal Pier in Pacific Beach and another near the La Jolla Children's Pool. The areas are designed to help fish populations rebound, provide a buffer zone for the effects of climate change, and preserve other resources.A new law that took effect this year allows wardens to issue heftier fines to people caught fishing for profit in an MPA. The penalty for a first offense now ranges from ,000 to ,000, up from 0 to ,000. Although wardens have issued more fines and warnings in recent years, enforcement remains elusive. The California Department of Fish and Wildlife has just one boat and five wardens to patrol 18 MPAs in San Diego and Orange Counties. That's where the land-based radar and app could make an impact, according to Pukini."It'll help them more efficiently deploy resources to the field," he said.Together with ocean temperatures and weather data, information gathered by the radar could be used to forecast the times and locations where poaching is most likely, Pukini said. The Marine Monitor Radar Project study is in its second year. If it's shown to be effective, the approach could help protect marine preserves around the world, Pukini said. 2050

(KGTV) — Coast Boulevard in La Jolla was shut down Thursday, and will remain temporarily closed, as city crews began emergency construction to stabilize a nearby cave.The city closed Coast Blvd. late Thursday to begin an emergency project to stabilize Cook's Crack after geology experts discovered a zone of weakness in the cave, which is located underneath the street.During a press conference, crews said the concern is an outright collapse of the section of road over the cave. Currently, the weakness "is not a slow settlement" and could fail if erosion happens underneath the street. Much of the dense rock had eroded, and now sand and roots were showing through from underneath.As part of the project, sections of Cave St. and Coast Blvd. will be temporarily closed to traffic for about six weeks. The city said it will make accommodations for nearby residents and business affected by the closure.Officials said the discovery came as the city assessed repairs to Coast Blvd."They said there's been some shift in the road itself," David Heine, owner of nearby Brockton Villa Restaurant, said. "The busiest two weeks of summer, literally ... Obviously safety's the number one concern for any city, and we respect that." Heine said crews are allowing pedestrians to continue to walk through the area.The city called in crews from Texas, who drove in overnight to take over the project. Friday, the crews began drilling into the street above to locate some of the weakest points. Eco-friendly polyurethane will be used to shore up those weak points, crews say.Cook's Crack is located in the area between La Jolla Cove and the popular Cave Store. The section of coastline is populated by several small caves that tourists can explore through an entrance in The Cave Store or kayaking nearby.The section of Coast Blvd. over the cave is a popular route to visit the cove and coastline, as well as restaurants that dot the street. 1954

  

KANSAS CITY, Mo. — Plaza Academy teacher Justin Gillespie is bringing hip hop production to his classroom.The class is called ‘The Beat Academy of KC’ and is the 5th and 6th hour at school for students.“It's the only program in Kansas City that teaches kids how to make hip hop production,” Gillespie said.Gillespie launched the program back in August.“It's been something I've done in my personal life,” Gillespie said. “I've been a professional musician for 15 years and it's been super rewarding.”From beats to rhythms, students take their creativity to a whole new level.“I'm excited to go here everyday,” freshman Thom Van Til said. “I get joyful when I come here, like it helps me calm down,” 8th grader K’ron Lyons said.The class is producing more than just quality hip hop, it’s also producing higher grades and more engagement from students.“Justin would probably say you cannot perform because your grades is bad, so he encourages me to like make sure I do my work,” Lyons said.Students plan to perform what they’ve been working on at the Beat Academy Block Party alongside Kansas City hip hop artists like Ces Cru, JL & Info Gates, Adrian Truth and Suli4Q. The school is raising funds to build a recording studio this summer, to make more courses available to students next year.  1328
