SAN DIEGO (KGTV) – Many restaurants around San Diego are making preparations to reopen Thursday nearly 24 hours after a judge ruled the state of California, and San Diego County, can’t enforce a stay-at-home order regarding restaurants and strip clubs.San Diego Superior Court Judge Joel R. Wohlfeil on Wednesday ruled strip clubs and "San Diego County businesses with restaurant service” cannot get a cease-and-desist order. At a Thursday hearing, the judge reinforced that his ruling encompasses all restaurants, not just strip clubs. The ruling had local restaurant owners such as Rudford’s owner Jeff Kasha clamoring to open their doors again."As soon as we’re asked to close in five minutes, we’ll open in five minutes,” Kasha told ABC 10News.Kasha said his eatery on El Cajon Boulevard in North Park went from 45 to 17 employees due to the constantly changing rules. Unfortunately, that means she and co-owner/chef Shannon Beckwith haven't been paid since March.Thursday could mean they make a small profit for once, with Romano adding, "You know, it's exciting and frustrating at the same time."The frustration due to the thousands of dollars spent each time they comply with new regulations, funding an outdoor dining space and cleaning supplies.Everyone is waiting to see what the county says in response.Coronavirus cases are sky high and hospitalizations are breaking records, bringing capacity down to 0.5% in Southern California.County officials said they're worried reopening right now will undermine the efforts of the state to bend the curve until this point."It's scary, but if you are vulnerable, stay home. In 2018, Kazakhstan native Satbay Kydyrali, 31, made his way to a local border crossing "He crossed border, turned himself in and asked for asylum," said Almas Irgebayev, Kydyrali's brother.Irgebayev says the asylum claim was denied and is now under appeal, a decision that could be years away. Meanwhile his brother continues to being held at Otay Mesa Detention Center. "Last three days, I was just crying when I think about him," said Irgebayev.Irgebayev says his brother is coughing, and in a cell with 7 other men. They are less than two feet apart, and most of the other men are also coughing. His brother told him none of the staff is wearing masks, and the detainees clean their own cell twice a day. The two brothers talk on the phone every day."He says that he wants to get out. I was crying on the phone. I heard him crying as well," said Irgebayev.Irgebayev is fearful because his brother is at-risk. He contracted tuberculosis as a child and has developed chronic breathing issues."I'm in a panic. I am feeling very bad, because I'm helpless," said Irgebayev. Similar sentiments were on display at a socially distant, vehicle protest near the federal courthouse downtown. Immigrant advocates were asking for at-risk detainees to be released. On the same day, members of the Congressional Hispanic Caucus called on Homeland Security officials to release low-priority detainees.In a statement, a DHS spokesperson says they're following CDC guidelines for disease monitoring and management protocols.' Irgabayev believes that statement doesn't reflect reality."I'm just afraid he is going to die in there," said Irgebayev.Irgabayev says his brother is in day three of a hunger strike protesting the conditions. The number of detainees on the hunger strike has shrunk from 90 to eight since the first day.An employee at the Otay Mesa Detention Center has tested positive, the first employee so far, according to prison company CivicCore. SAN DIEGO (KGTV) -- In the wake of this summer's protests over racial inequality, a high school athletic director from San Diego is trying to change a system he says doesn't have enough minority representation.Francis Parker AD Anthony Thomas started NOMAD, the National Organization of Minority Athletic Directors."We have to get comfortable being uncomfortable," says Thomas. "And we have to have difficult conversations within our community."Thomas began the organization with three other AD's from Oakland, Minneapolis, and Richmond, Virginia.They say NOMAD will guide and mentor minority coaches, athletes, and administrators who want to further their careers.Thomas says seeing the racial unrest in the wake of George Floyd's death was a turning point."I saw myself under that knee. I saw my student-athletes under that knee. I saw my nephew under that knee. So it was really a call to action," says Thomas.Thomas' school plays in the Coastal Conference. He noticed that only two of its 18 schools have black athletic directors. Thomas saw similar numbers across the state and country but couldn't find any specific data because no one had been tracking it yet on the high school level."You have to lead by example," says Thomas. "That's what we decided to do as Nomad is to get out ahead of it, and no longer wait, no longer be complicit."In its first five months, NOMAD has grown to more than 200 members. They've already held a handful of virtual webinars teaching people how to advance their careers in athletics. Thomas wants to make sure everyone has representation and opportunity."The data tells a story," says Thomas. "There's not a lot of opportunities for underrepresented people to become athletic directors, and we would like to see that change in the best way possible. And we want to facilitate hoping in that shift."Thomas thinks this can also help students by giving minority athletes people they can look up to who also look like them.He says NOMAD can also help guide conversations between players and coaches of different ethnic and racial groups that intersect in sports."This job is not about color. It's not about ethnicity. It's about passion. It's about loving kids. And that's what we want to do," he says. SAN DIEGO (KGTV) -- Large churches throughout San Diego are scaling down services in an effort to control the spread of the novel coronavirus. Miles McPherson, Senior Pastor of The Rock Church, says they normally get 12 to 13 thousand people who attend services at their seven campuses. Now, attendees who show up for worship won’t be allowed inside. A message sent out to members let them know about the change. RELATED: What's the difference? However, we are still going to have church and it’s going to be awesome,” McPherson said. “Here’s what’s going to happen. On Sunday at our normal times – 8, 10, 12, and 6, we will be broadcasting all of our services online on all of our platforms,” he added. McPherson also said church staff are taking precautions for those inside by sanitizing surfaces and not shaking hands. The Rock Church isn’t the only religious organization making changes amid COVID-19. The Diocese adds that churches will remain open for parishioners who want to pray and seek spiritual assistance. It’s unclear how long Mass will be cancelled.
