SAN DIEGO (KGTV) - US Coast Guard officers will be out in full force over the holiday weekend. They've launched Operation Dry Water to help cut down on the number of arrests for people boating under the influence of drugs or alcohol."We want everybody to have a great time and do it in a safe manner," says Lt. Commander Ellen Motoi, the Chief of Enforcement for the San Diego Sector of the Coast Guard."We're going to have a lot more boats out there from the local side, as well as Harbor Police. They'll be promoting safety and looking for boaters under the influence," says Motoi.Alcohol is the leading cause of boating accidents, according to the Coast Guard. They look for erratic speed, dangerous course headings and boats coming too close to other vessels as warning signs that someone may be drunk while operating a boat.Operation Dry Water is a nationwide program. In 2018, they made 494 BUI arrests and issued 7,305 other citations.Like driving, the legal limit for alcohol while operating a boat is .08. Anyone arrested for BUI could face jail time, a loss of their license/credentials and a hefty fine.Aside from BUI, Motoi says the emphasis of Operation Dry Water focuses on safety."It's not worth it," says Motoi. "We encourage everyone to think twice before you get on a boat."Motoi says the most common mistake people make is not to wear a life jacket. The Coast Guard says 80% of all drownings happen because people aren't wearing one.The Coast Guard also wants boaters to know they shouldn't shoot off flares or fireworks from their boats. SAN DIEGO (KGTV)- A plan to permanently remove the traffic along Normal Street in Hillcrest and replace it with a promenade will be voted on Tuesday. If approved, the westside traffic lanes would become a pedestrian walkway with dedicated bike lanes. It would also make room for the weekly Hillcrest farmers market and other events. “They call it a promenade but where are people promenading to,” says Linda Hanna, owner of Salon Antoine. Hanna has owned the business near the corner of Normal Street and University Avenue for almost 20 years. “We are in favor of something like this, but we need to think it through.”Other business owners are worried because the project would eliminate a driveway to a nearby shopping center.“If you don’t close that driveway, you have a driveway going right to the park, and that’s a real problem,” says Benjamin Nicholls, Executive Director of the Hillcrest Business Association. To add space to the east side lanes, some parking spaces will be moved. The Hillcrest Business Association says there are plans to add dozens of parking spaces near Lincoln Avenue. The Uptown Planners will vote on the project Tuesday at 6 p.m. The Hillcrest Business Association will be holding an event before the vote to update members of the community on the project. 1296

SAN DIEGO (KGTV) --  On Monday a settlement was reached in two cases against San Diego Sheriff's Deputy Richard Fischer. Those settlements come to a total of more than 0,000. 10News has been covering the story since November when a victim shared her story with Reporter Steve Fiorina. The Sheriff's Department opened an investigation into Fischer last fall after a woman claimed he groped her while responding to a service call.The investigation then expanded to more than a dozen incidents against Fischer dating back to 2015.RELATED: San Diego County sheriff's deputy accused of sexual misconduct pleads not guiltyThe 32-year-old deputy is on unpaid leave and out on bail pending criminal court cases. At his February arraignment in a Vista courtroom, Fischer pleaded not guilty to all charges. SAN DIEGO (KGTV) -- Underwater robots showcased difficult tasks and the teams in charge of the technology are hoping to take the crown for the 21st International Robosub Competition in Point Loma.A total of 47 teams from 10 different countries came together with one mission, navigate their robots through a tricky underwater course."We have mechanical, electrical, and computer science, and it's all coming together to make one cohesive vehicle,” said David Garcia, one of the team members from Cal State.Students were able to check out each other’s models to learn what sinks and what swims. For those who think the competition is all fun and games, meet Chinoros Nakthewan from Kasetsart University in Bangkok.His team was part of the Thai cave rescue effort. At the time, they determined that his robot wouldn’t be able to reach the survivors, so they resorted to using their other equipment."We made a decision to bring sonar and drone to observe the high level of the cave,” said Nakthewan.
