SAN DIEGO (KGTV) - A man accused of causing a flood which some tenants confused for a terrorist attack faced a judge Wednesday to enter his not guilty plea.A Deputy District Attorney argued that Francisco Morales is a danger to the community."He poses a great threat to the community as there are over 200 individuals, citizens in the community of Little Italy who cannot go home; they have essentially lost everything," she said.The judge agreed, and raised Morales' bail from 0,000 to ,000,000. Morales faces 45 counts of felony vandalism and 5 counts of assault intended to cause great bodily injury.Several residents were forced to flee from their Little Italy apartment complex Monday morning after police said Morales opened pipes and used a fire hose to flood all eight floors of the building.Water from the hose and pipes made its way down to all floors, including the basement, according to authorities. Multiple witnesses said some residents were waist- or shoulder-deep in water as they tried to leave."It was like a waterfall coming down on you of water," tenant Ryan Lange said. "When I came down to the bottom floor there were people crying, we're trapped, we're trapped we can't get out!"Some residents said Morales sprayed them with fire hoses as they evacuated the building.Officers located Morales in the lobby and arrested him on suspicion of vandalism."It seemed like somebody was trying to kill everybody in there," Lange said the pain hasn't lessened over the past two days. "I feel like it's unlive-able; it smells like musty and moldy, looks like they're going to have to redo all the carpets and the drywall."Lange lives in one of the 45 units destroyed by the flood. He said he estimates his losses around ,000, not including his car.10News learned more than 200 people and their pets were displaced from the 100-unit complex.The building was being evaluated for any potential structure damage. SAN DIEGO (KGTV) - A San Diego insurance agent who cheated 15 victims out of nearly .5 million was sentenced Wednesday to nine years in prison.Shawn Heffernan, 43, pleaded guilty in February to 29 felony counts of fraud and other charges, according to the San Diego County District Attorney’s Office.Heffernan would often convince clients to surrender existing life insurance policies and purchase new ones. The practice, known as “churning” or “twisting”, led to hefty commissions for Heffernan and steep penalties for clients, prosecutors said. Heffernan also collected investment funds and spent them on personal items including a Maserati, jewelry, and a lavish wedding, according to the District Attorney. Eight of Heffernan’s victims were senior citizens.“Stealing money from investors, and defrauding them out of their hard-earned savings, especially when some of the victims are senior citizens, is disgraceful and will not be tolerated,” District Attorney Summer Stephan said.  1011

SAN DIEGO (KGTV) - A San Carlos resident is sharing video of what he believes is a large mountain lion running across a busy street in his neighborhood.Mike Johanning was driving home from dinner at 11 p.m. when his dash cam captured the animal.The incident happened on Navajo Road near the Mission Trails Golf Course and Cowles Mountain trailhead.The possible mountain lion was as wide as his car, Johanning told 10News.Johanning has lived or worked in San Carlos since 1997 and said he had never seen a mountain lion in the area.Wildlife Research Institute researcher David Bittner saw Johanning’s video and confirmed it was likely a mountain lion.  Bittner is leading a project that has set up cameras throughout the county looking for mountain lions.  He says a sighting in San Carlos is rare.Bittner says he may be a juvenile striking out on his own hunting for deer. "Usually they go back home after a few days," said Bittner.  966

SAN DIEGO (KGTV) -- A man suffered serious injuries after a scooter crash on the Mission Beach boardwalk late Tuesday afternoon. According to police, the crash happened around 4:30 p.m. near Ocean Front Walk and San Luis Obispo Place. Authorities say a 55-year-old man on a bicycle and a 27-year-old man on a scooter collided on the boardwalk."His bike was upside and he was just laying there," said Nicole Ryujin, who saw the aftermath. "He wasn’t moving and at first I was like, 'is this guy okay?'" Police say the 55-year-old was taken to the hospital with serious injuries, but not life threatening. According to police, the 27-year-old didn't suffer any injuries. Investigators say the scooter rider was headed north on the boardwalk, and the biker was headed south, when they collided. At this time, it's unclear exactly what led to the crash. Traffic investigators questioned the scooter rider on scene. Investigators say there is no criminal investigation at this time. 987
