ESCONDIDO, Calif. (KGTV) - Felicita County Park is just south of Escondido and is one of the largest and oldest parks in San Diego County. It’s named after a Native American woman who helped preserve history more than a century ago.Dove Toler is a San Pasqual Tribal Council member and has studied the rich Native American history of his own tribe, writing a book about his family’s past, and the history of the surrounding San Diego area. He said one of the most unique factors about Felicita LaChappa was the information she possessed.Toler said it’s estimated that LaChappa was born around 1820 during the Mexican era. He said during this era, Native people were dealing with the invasions of many different other cultures in addition to battling disease, so it’s incredible that she survived this period. This gave a window into a time period that many did not remember or live through.“She was able to survive, she didn’t get the diseases, she was able to marry, she was able to prosper in a sense that she survived,” he said, adding that, “Felicita survived during that turbulent time, those that were here were able to photograph her, interview her and now in honor of her, name this beautiful park after Felicita.”The park’s property was bought by San Diego County in 1929 and was named after LaChappa to honor her. To this day, there are still holes in some large rocks, evidence of the Native American people who once lived there. FALLBROOK, Calif. (KGTV) — An 8-year-old child was killed Friday after being hit by a vehicle while walking with family in Fallbrook.The child was walking across the entrance to a parking lot on Heald Lane at about 6:30 p.m., when a vehicle turned into the parking lot and struck the child, according to California Highway Patrol.Paramedics arrived rushed the child to Rady Children's Hospital, however, the 8-year-old died on the way to the hospital.Two family members were with the child when the crash occurred. The driver of the vehicle, identified as a 58-year-old woman, remained at the scene.Drugs and alcohol are not suspected to be a factor, CHP said.The child and driver were not immediately identified. 746

ENCINITAS (KGTV)-- An Encinitas man is warning other pet parents of the dangers hidden at dog parks, one almost killing his fur baby Kelly.They were at Power Lines Dog Park Thursday evening, as usual, and something caught Kelly's sniffer."She would not stop searching through there," her owner James McDonald said. She was digging in the bushes, then stopped, craddling her foot.He thought, being an active dog as she is, she strained herself."I picked her up and carried her to the car... When I got her home she couldn't even walk," he said, "So I put her in our bed and just sacrificed the duvet, she can puke all over my duvet that's okay."He said it was extreme, and violent. He was terrified she would choke on her own vomit, so he compressed her chest each time to ensure she could breathe in air.He said she was completely limp. An hour of this goes by, then she started coming around, sort of."She would come to conscious with fear in her eyes, not knowing where she was, who she was or what was happening?" McDonald said.James knew she was poisoned but didn't want to take her to the vet."I wanted her to die comfortably, I'm sorry," he said choking back tears, "I wanted her to die comfortably in my arms, not in a cage with a needle stuck in her arm."That night his son found a bit of brownie on her paw, leading them to believe she found and ate a pot brownie.His sons had an idea of how it got there, "one son said he actually has hidden them in the park, another son said he's found them in the park."The whole incident drove McDonald to post on the Nextdoor app, to warn neighbors. He swore to never come back to that dog park, and only returned to tell his story of warning.The VCA said they've seen many more accidental poisonings since the legalization of pot in California. Even though Jacob Walter Anderson was indicted on four counts of sexual assault, the ex-fraternity president won't spend a single day in prison.Instead, a plea agreement allowed the former Baylor University student to plead no contest to a lesser charge of unlawful restraint.If the 24-year-old successfully completes three years of deferred probation and pays a 0 fine, his criminal record will be wiped clean of the charge, and he won't have to register as a sex offender, CNN affiliate KWKT said.The plea agreement between Anderson's defense team and the McLennan County, Texas, district attorney's office infuriated the victim and her attorney."The evidence is incredible," Vic Feazell, the woman's attorney, told KWKT. "He nearly choked her to death. He raped her violently. He left her passed out in her own vomit -- the rape exam confirmed rape."The incident happened February 21, 2016, the woman said, according her victim impact statement posted on KWKT's website.She lambasted the court for accepting the plea agreement."I am devastated by your decision to let my rapist Jacob Walter Anderson go free without any punishment," the woman said."He is now free to roam society, stalk women and no one will know he is a sex offender. Jacob Anderson and all rapists who get away with their crimes will never be cured, never change. If anything they will be emboldened by their power over women and their ability to escape justice and punishment."Details of the alleged sexual assault were redacted from an arrest warrant affidavit. Patrick Swanton said, according to a March 2016 story in the Waco Tribune-Herald."She said shortly after that she became very disoriented, was taken outside by our suspect, who is Jacob Walter Anderson, and she said when they got outside, Anderson forcibly sexually assaulted her."In her victim impact statement, the woman said Anderson "repeatedly raped me orally and (vaginally).""When he forcefully picked me up and shoved me into a wall to rape me vaginally from behind he calmly and coldly said, 'It's fine. You're fine.' When I tried to pull up my pants or sit he shoved me to the ground and shoved his penis back down my throat and continued to choke me," the woman said."When he forced me up again and started to rape me vaginally again I blacked out permanently. When I was completely unconscious he dumped me face down in the dirt and left me there to die. He had taken what he wanted, had proven his power over my body. He then walked home and went to bed without a second thought to the ravaged, half dead woman he had left behind."As he walked out of the courtroom Monday, Anderson declined to comment to the media.CNN reached out to Anderson's defense team and the victim's attorney Tuesday, but has not received responses.The McLennan County District Attorney's Office said the person handling all media inquiries, Rebecca Akins, is out sick Tuesday.
