SAN DIEGO (KGTV) - New bathrooms are in place downtown as San Diego deals with a hepatitis A outbreak that's affecting the homeless.Four new portable restrooms are located at the intersection of First Ave. and C St. near City Hall.  Crews will clean them at least twice per day and they will be monitored with full-time security, according to a City spokesperson. A hand washing station is also in the area."The installation of more public restrooms is important to stop the spread of hepatitis A," said Jonathan Herrera, the City's Senior Advisor on Homeless Coordination. SAN DIEGO (KGTV) — More than half of the San Diego-based breweries that participated in a fundraiser to help Camp Fire victims say they've completed their donation on time, according to research by the 10News team.In December, Sierra Nevada brewing asked breweries across the nation to brew "Resilience IPA" as a way to make money for the Butte Strong Fund.Sierra Nevada offered to provide the recipe and work with suppliers to get the ingredients donated. All the local brewers had to do was brew and sell the beer, and donate 100% of the proceeds to the fund.According to Sierra Nevada's Resilience IPA website, more than 1,400 breweries across the country signed up. That includes 43 in San Diego County.Sierra Nevada asked the brewers to finish selling Resilience IPA by April 30 and complete their donation by May 14.In an email sent to brewers on May 21, Sierra Nevada said that nearly half of the breweries still hadn't completed their donation.10News reached out to all 43 breweries in San Diego that took part in the effort to see if they're living up to their end of the fundraiser. We also asked how much money they were able to donate.Of the 43 San Diego breweries we called or emailed, 29 told us they had finished their donation and sent in a check. Those breweries sent more than 7,000 combined. Three breweries told us they haven't been able to finalize their donation. Eleven breweries have yet to respond to our questions.For Societe Brewery CEO Doug Constantiner, helping Camp Fire victims was personal."One of my really good friends lost his house in the fire," Constantiner says. "When we saw the email come through, there was no question about it. We knew we were on board and signed up right away."Societe brewed 20 barrels and raised ,000."I think people really got the message what the Resilience IPA was brewed for and were willing to put their dollars behind it, knowing it was going to a good cause," says Constantiner.San Diego-based AleSmith Brewing made a smaller, two-keg batch, but still raised ,400. " And I hope they would donate the money from that beer. SAN DIEGO (KGTV) — Navy Region Southwest has a brand new, state of the art headquarters on land that was recently a barren lot, and they didn’t have to pay for it.The 15-acre plot sits on Pacific Highway near the USS Midway and has been owned by the Navy for about a hundred years. Navy Region Southwest Executive Director Joe Stuyvesant said it was once a hub for ships.“Ships would come in and refuel, replenish, resupply so it was mostly supply warehousing and things that were here,” he said.RELATED: Massive biotech hub planned for San Diego's waterfrontEventually, ships stopped coming to the area and instead stopped at other nearby bases. The warehouses that were built remained, and the Navy turned those into office buildings. Now, just one warehouse stands. This is the old building for Navy offices and will soon be torn down now that the new headquarters opened in October.Stuyvesant estimated the cost of their new building at around 5,000,000, explaining the deal they made so the Navy did not have to pay for the facility.“In return for leasing that land to the developer, they would build the Navy a new headquarters building,” he said.Manchester Financial Group signed a lease on the land in 2006, agreeing to fund the 17-story, 373,000-square-foot building. The inside of the building features historic Navy photos, offices, conference space, a gym for employees, and the oceanfront view. A restaurant for the public will also be added to the first floor.Construction on the new Navy facility started in 2018 and ended in 2020. Now, the last remaining warehouse that once housed the Navy offices is set to be torn down.“It really as underutilized and frankly not an attractive parcel to be really on the front doorstep of San Diego,” said Stuyvesant.Earlier in 2020, Manchester sold part of the lot to IQHQ, which is currently building a science hub. Manchester still holds part of the property and plans to build a hotel and plaza on that space.Stuyvesant said this deal is a win-win because the Navy got a new facility that they would not otherwise be able to fund, and the city will benefit from a nicer view and the taxes that come from the property.“The money that we have for facilities really needs to be focused on building piers, building electrical infrastructure, building hangars for the aircrafts, repairing runways,” said Stuyvesant. 2377
