SANA DIEGO, Calif. (KGTV) - NOAA has issued a La Nina Watch, which means a dry winter and longer fire season are possible this year for Southern California. This stems from colder water along the equator in the Pacific which has a domino effect on other parts of the world, including an increased risk of hurricanes in the Atlantic Ocean due to weaker winds and also higher chances for a dry winter over Southern California because of a lack of moisture. A lack of winter rain means the fire season could be longer than usual.“So that means we enter the fall critically dry and then when you add a La Nina on top of that, it adds concern because we could likely go longer into the winter without seeing significant or beneficial rain,” said meteorologist Alex Tardy from the National Weather Service’s San Diego office. He said it’s not quite black and white though. According to the NOAA, there's about a 50% to 55% chance of a La Nina occurring this year, which will be monitored as the winter season approaches. Also, in the past 10-15 years, La Nina years and El Nino years have proven to be not as extreme as previously thought. He said while the watch has been issues and a dry winter is possible, it’s still being monitored.“It’s not time to panic but it is time to think and bring it back on your radar that fire weather is a major concern in Southern California,” he said. 1387

Seattle police have moved in to break up the Capitol Hill Occupied Protest (CHOP) after Mayor Jenny Durkan issued an executive order early Wednesday morning declaring the gathering illegal.According to the Seattle Times and KOMO-TV, about a dozen protesters were arrested Wednesday morning as police ordered those present to leave the area.Demonstrators have occupied the Capitol Hill neighborhood of Seattle for about three weeks. The protesters moved in earlier this month after police abandoned the department's East Precinct — which is located in the neighborhood — over fears of riots. While the occupation was largely peaceful for several weeks, the area has seen four shootings since June 20, some of them deadly. The protests began in the wake of the death of George Floyd, and were part of a nationwide protest movement against systemic racism and police brutality.Last month, CHOP leadership released a list of demands calling for the abolishment of the Seattle Police Department, a retrial for all people of color serving prison sentences for violent crime and the de-gentrification of the city, among other demands. 1138

SAN MARCOS, Calif. (KGTV) - Months after the massive Equifax data breach, a North County couple got some heart-dropping news from the Internal Revenue Service (IRS).    Jennifer, who asked 10News not to identify her full name, says her accountant was just about to e-file her taxes when she got the letter from the IRS."It said we needed to verify that we filed, and if we had not filed, we had to call them immediately to tell them we hadn't filed," said Jennifer.RELATED: Equifax finds additional 2.4 million impacted by 2017 breachIn short, someone had already filed in her name, raising the suspicions of IRS employees.    "You feel violated. It's scary," said Jennifer.Jennifer spent an hour on the phone with IRS caseworkers, who told her the red flags were immediate."The numbers for the deductions were off, but also the final number on the refund, which must have been way off," said Jennifer.RELATED: San Diego City Attorney announces lawsuit against Experian over massive data breachThe fraudulent tax filing comes almost seven months after the wide-ranging breach at the credit reporting company Equifax."We immediately and proactively froze our credit and then got letters saying both me and my husband had both been compromised," said Jennifer. While they have credit monitoring and froze their credit, that doesn't protect them from fraud, which is a form of identity theft. Jennifer's accountant told her she wasn't the only one getting these letters from the IRS.RELATED: It's tax scam season. Here's when to call shenanigans"He's seeing a huge uptick in these letters, this year," said Jennifer.Jennifer says her fraud was caught early enough that everything can be cleared up within two months. SAN MARCOS, Calif. (KGTV) — Palomar College announced Friday that the school's police academy will no longer train cadets on how to perform a carotid restraint hold. The restraint will not be taught or used in the academy setting, according to Palomar's Director of Public Safety Programs Michael Andrews.“Effective last week, the tactic is no longer being employed or used in the academy setting, period,” Andrews said. “We won’t even use it as an example. It will just simply be erased from training.”RELATED: San Diego County law enforcement agencies that have stopped using carotid restraintPalomar's decision comes after several agencies through San Diego County ended the use of the restraint technique amid demonstrations against police violence. On June 18, the California Commission on Peace Officer Standards and Training approved changes to its "Arrest and Control" learning unit to remove the training and use of the hold.Andrews adds that the school is in the process of changing its academy curriculum to align with the learning unit's changes.“Palomar took a stance, and we were successful,” Andrews said. “There are many other policing tactics which, when employed properly, can be productive. There is no need for this particular tactic.”He added that originally the restraint was to be a last resort tactic, but has gradually become a common move during arrests.Palomar Community College District Interim Superintendent and President Dr. Jack Kahn applauded the move, saying, "Palomar College is committed to training professionals, including police officers, who will serve and build up the community. We applaud the Commission, and our Police Academy leaders, for taking meaningful action on this issue." 1730

SAN JUAN, Puerto Rico — Isaias snapped trees and knocked out power while blowing through the Bahamas on Saturday. The storm made landfall over Grand Bahama Island on Saturday. The Bahamas are still attempting to rebuild from Hurricane Dorian in 2019, a storm that killed dozens and caused heavy damage to the island chain. The storm will then head toward the Florida coast, where officials have closed beaches, parks and coronavirus testing sites. As of the 11 a.m. Sunday advisory from the National Hurricane Center, Isaias was packing maximum sustained winds of 65 mph and was moving north-northwest at 8 mph.Florida authorities say they've prepared shelters, but so far don't expect to have to evacuate people. Gov. Ron DeSantis says the most important thing now is to "remain vigilant.” The U.S. National Hurricane Center says the maximum sustained winds weakened slightly to 80 miles per hour Saturday morning as it moved toward the Florida coast.Current NOAA forecasts show that Isaias could make landfall near Florida's east coast on Sunday. Current models show the storm traveling up the Eastern Seaboard, brining heavy rains and winds to coastal areas of Georgia, South Carolina and North Carolina by early next week. 1232
