LA JOLLA, Calif. (KGTV) — La Jolla's Children's Pool has closed for the season to make way for seal pupping season on the beach's shore.The annual closure went into effect Sunday and will extend until May 15, 2020. During the closure, visitors will not be permitted to use the sheltered beach and, much like the rest of the year, be discouraged from getting too close to the seals.The closure is meant to give harbor seals a safe area to birth and wean their young for the season. For years afterward, the city was tied up in litigation over the beach and ability to close it to the public. Critics argued the closures violated the state Coastal Act and the federal Marine Mammal Protection Act.In June 2018, a state appeals court ruled in favor of the city and the ability to close the beach for the season. A year later, the California Coastal Commission renewed a 10-year permit to close the Children's Pool to human access during pupping season.Critics have threatened to take the matter to the state Supreme Court, but the matter hasn't moved that far as of yet.The Children's Pool was opened in 1932 as a space for inexperienced swimmers to enjoy the water safely behind a seawall. Seals started convening on the beach in the 1990s and have since used it for pupping season.The California Coastal Commission has said they believe the water is unsafe due to bacteria levels from the seals and their excrement and encourage visitors to find somewhere else to swim.Officials have also been forced to post signs warning visitors to keep their distance from seals year-round, as the animals could feel threatened if humans come to close to them or their young. 2122

New cases in prisons this week reached their highest level since testing began in the spring, far outstripping previous peaks in April and August.“That number is a vast undercount,” said Homer Venters, the former chief medical officer at New York’s Rikers Island jail complex.Venters has conducted more than a dozen court-ordered COVID-19 prison inspections around the country. “I still encounter prisons and jails where, when people get sick, not only are they not tested but they don’t receive care. LAKESIDE, Calif. (KGTV) — When parents dropped off their kids during Lakeside Union School District's in-person summer school, the teachers noticed some of the youngest students were uneasy. The district includes some 5,200 students from transitional kindergarten up to 8th grade."Kids would say, 'I'm nervous. I'm anxious.' They weren't able to put language to it. Just knew something was wrong," said Dr. Kim Reed, an assistant superintendent for the district.Reed believes many other students also have those feelings, amid the isolation and other stressors hitting families during the pandemic. In response, the district will build a "social-emotional" component into the curriculum this fall."What we mean by "social-emotional" is really the kids' well-being, connectivity to peers and teachers, feelings of safety," said Reed.After training with counseling staff, teachers will — for about 20 to 30 minutes a day — leading virtual discussions with their students."Every student has a chance to have their voice heard ... every day, a group coming together for lessons on how to talk about, how to manage those worries and fears," said Reed.Reed says separately, teachers can include social-emotional learning in the lesson plan, if, for example, the topic of the pandemic will be coming up."Kids can't learn when they're afraid ... Our strategy is to address the social-emotional needs as a foundation and address their academic needs. We feel we'll then be meeting the needs of the whole child," said Reed.Reed says their social-emotional learning will be a mainstay, even when in-person classes resume,"We're hoping to do give students the skills to meet the challenge of our more complicated world," said Reed.The teachers union will be voting on some aspects of the social-emotional plan. (KGTV) -- Police have released video after a 59-year-old woman was shot in the face with a bean bag round during a protest outside the La Mesa Police Department in late May.Police Wednesday also identified the officer involved in the incident as Eric Knudson, a 12-year veteran of the department. He is currently on paid leave.“Rest assured, the men and women of the La Mesa Police Department are committed to providing quality and professional police service to our community. LANATANA, Florida — A man jumped out of bushes and randomly attacked a woman with a chainsaw around 7:15 a.m. Tuesday, Lantana police said.The woman, who is in her 60s, was walking along Hypoluxo Road near Seacrest Boulevard when the man attacked her, according to police.The woman was taken to a local hospital for with serious injuries to the chest and hands but is expected to survive.Lantana police have the attacker in custody. They identified him as 20-year-old Juan Cabrera Jr."He actually made a comment that he woke up this morning, went and got something to eat. We can't confirm or deny if he's got any kind of mental illness or not. But he did make a comment to the investigator that he saw the lady in the area and he quote stated, 'I'm going to end this woman's life,' " Lantana Police Chief Sean Scheller said.The incident occurred near the Super 8 Motel at 1200 Hypoluxo Blvd., where the suspect was staying.The woman said she did not know the man and thought he was a landscaper, police said. He's facing a charge of attempted first-degree murder.He will be booked into the Palm Beach County Jail.  Lantana Police Chief tells us the suspect confessed to the chainsaw attack.
