BEIJING, Nov. 5 (Xinhua) -- The quota shift, or the voting power redistribution of the International Monetary Fund (IMF), is just the start of IMF reform, a senior Chinese foreign affairs official said here Friday."G-20 leaders have pleged that progress should be made in terms of IMF quota reform prior to the Seoul summit, and now we will honor the commitment," said Chinese Vice Foreign Minister Cui Tiankai at a news briefing on China's outlook for the G20 summit in Seoul next week.At a G-20 finance ministers' meeting held last month, participants agreed to shift six percent of the IMF quota to emerging or under-represented countries such as China, India and Brazil, from developed economies."This is obvious progress," Cui commented on the proposal forged at the minister-level meeting, adding that the Chinese side hoped the IMF's board would agree on the quota transfer."China is one of the under-represented countries and it's rational and sensible to give China more quota," said the vice foreign minister.China would not try to maximize its own interests, but seek an all-win situation with other emerging economies and other IMF members, Cui added.Cui said the quota shift was far from the end of the IMF reform and he looked forward to more changes to the financial institution."This is not the end, not even the beginning of the end, but the end of the beginning," Cui said.Many countries have said that the way to calculate the quota itself needs to be reformed, as well as the IMF governance structure.

HEFEI, Sep. 4 (Xinhua) -- Innovation in Chinese enterprises is steadily increasing with more patents filed and more funds invested in research and development (R&D), the China Enterprise Confederation (CEC) said Saturday.The top 500 Chinese enterprises possessed 169,000 patents in 2010, up 13.3 percent from last year, according to a report released by the CEC.Among the top 500 companies, 41 had more than 1,000 patents, while 36 companies owned more than 200 patents for innovations, the report said.Chinese enterprises were also investing a larger share of their revenues into R&D.Each of the top 500 firms allocated, on average, 775 million yuan (113.93 million U.S. dollars) into R&D, an increase of 14.4 percent from 2009 and accounting for 1.4 percent of their total revenues, the CEC said.Of the 500 firms, 17 spent more than five percent of their revenues on R&D, while another 60 enterprises invested from five to 10 percent of their revenues into R&D, according to the report.In 2009, China filed 7,946 international patents, up 29.7 percent from 2008 and ranking fifth in the world, according to the World Intellectual Property Organization (WIPO).

  

BRUSSELS, Oct. 6 (Xinhua) -- Chinese Premier Wen Jiabao said Wednesday that China and Belgium should enhance communication and cooperation in a variety of areas to deepen their bilateral relations.Based on the principle of equality and mutual benefit, China wishes to encourage mutual investment and broaden cooperation with Belgium in high-end manufacturing, biological technology, new material and agricultural products processing, Wen told Belgian Prime Minister Yves Leterme during a meeting.China attaches great importance to its friendly cooperative relations with Belgium, Wen said.Seizing the opportunity of the 40th anniversary of the establishment of diplomatic ties in 2011, China wishes to make a joint effort with Belgium to inject new energy into their bilateral ties by enhancing all-level exchanges and make plans for cooperation, the premier said.Despite the global financial crisis, trade between China and Belgium has witnessed growing momentum with rocketing Belgian exports to China, Wen said.The two countries have made progress in cooperating on finance, nuclear energy, and communications, he said.Wen said both countries should oppose trade protectionism, counter global challenges and strengthen coordination and cooperation in the United Nations and the World Trade Organization.
