SACRAMENTO, Calif. (KGTV) -- Republican California State Senator Brian Jones is behind a new bill that, if passed, would change the way military retirement pay is taxed. The bill, titled SB 1071, would exempt military retirement pay from the state’s income tax. According to Jones, California is one of only seven states that fully taxes military retirement pay. Other states include Montana, New Mexico, Rhode Island, Utah, Vermont, and Virginia. RELATED: 50th District candidates debate housing, job growth, taxes"Our state should be encouraging military retirees to make California their home rather than driving them to other states," Jones said."The men and women who served our country earned every dollar of their retirement pay and states should not be trying to tax it. This measure is the right thing to do and will help keep veterans and their families in California."Jones coauthored the bill with Senators Scott Wilk (R-Santa Clarita), Bob Archuleta (D-Pico Rivera) and Pat Bates (R-Laguna Niguel). The bill comes as Jones makes a bid for the 50th Congressional District. 1092

SAN DIEGO (CNS) - A 58-year-old man was killed this morning when his SUV crashed into a tree in Mira Mesa and he was thrown from the vehicle. The man was driving his white Cadillac SUV westbound in the No. 2 lane of Mira Mesa Boulevard at 1:10 a.m. After passing through the intersection at Camino Ruiz, he made an unsafe movement to the left, causing the SUV to jump the center island and strike a large pine tree, ejecting the driver, who died at the scene, according to Officer Robert Heims of the San Diego Police Department. It was unknown whether alcohol or drugs were factors in the crash, Heims said. The name of the victim was not disclosed. 655

SAN DIEGO — Corinne Lam was in the middle of cutting a client's hair when her phone started blowing up.Governor Newsom had just announced that several businesses - including salons - had to cease indoor operations.“We're going back to square one. Do not pass go. Do not collect 0,” she said.Lam was especially frustrated because her client at the time had COPD, making her high risk for Covid-19. Yet she trusted Lam enough to still come to Rancho Bernardo’s Salotto Salon, which was reserved entirely for her.“And knowing that she feels as safe as she does here, it was otherwise maddening,” Lam said.Newsom announced the new round of shutdowns Monday - forcing gyms, salons, and malls to cease indoor operations in 30 counties - including San Diego. The order came after an increase in covid related hospitalizations, ICU beds, and positivity testing rates. It will last until the state’s Public Health Officer deems it safe to reopen.“It's incumbent upon all of us to recognize soberly that Covid-19 is not going away anytime soon,” Newsom said. The decision leaves Lam and other business owners wondering how they'll survive. Like her, many have already exhausted their Paycheck Protection Program funds that helped get them through the first shutdown.“It's like we're jumping into a pool with no water,” she said. “So who is going to supply the water? I don't know.”Lam may be able to move her haircuts outside, but it's complicated. Plus, the concrete's sweltering, especially with masks and gloves. 1514

SAN CLEMENTE, Calif. (AP) — An investigation has confirmed students were subjected to a racist taunt and other verbal abuse during a high school football game in Southern California. The Orange County Register reports Sunday that San Clemente High officials say a racial slur was directed at a student from visiting Lincoln High of San Diego on Sept. 13. The slur was made inside a restroom. The school's investigation also found offensive comments were made in the San Clemente stands toward visiting fans and students.San Clemente Principal Chris Carter sent a letter Friday apologizing to both school communities. The letter did not say if any students would be disciplined. The letter said students from San Clemente and Lincoln will participate in a workshop facilitated by the Anti-Defamation League. 811

SAN DIEGO (CNS) - A Baja California resident pleaded guilty today in San Diego to operating an unlicensed money transmitting business in connection with the sale of hundreds of thousands of dollars in Bitcoin to more than 1,000 customers throughout the United States from January 2015 to April 2016.According to his plea agreement, Jacob Burrell-Campos, 21, admitted to operating a Bitcoin exchange without registering with the Financial Crimes Enforcement Network of the U.S. Treasury Department, and without implementing the required anti-money laundering safeguards.Burrell advertised his business on Localbitcoins.com, and communicated with his customers through email and text messages, often using encrypted applications, according to the plea agreement.Burrell negotiated a commission of 5 percent above the prevailing exchange rate, and accepted cash in person, through nationwide ATMs, and through MoneyGram. Burrell admitted that he had no anti-money laundering or "know your customer" program, and performed no due diligence on the source of his customers' money, according to the U.S. Attorney's Office. The defendant initially purchased his supply of Bitcoin through a U.S.-based, regulated exchange, but his account was soon closed because of a large number of suspicious transactions. He then resorted to a cryptocurrency exchange in Hong Kong, where he purchased a total of .29 million in Bitcoin, in hundreds of separate transactions, between March 2015 and April 2017, according to federal prosecutors. Burrell also admitted that he exchanged his U.S. currency, which he kept in Mexico, with Joseph Castillo, a San Diego-based precious metals dealer.Between late 2016 and early 2018, Burrell and others imported more than million in U.S. currency on almost a daily basis. Burrell admitted that they did this in amounts slightly below the ,000 reporting requirement.Castillo pleaded guilty to making a false statement on his federal tax returns and will be sentenced in December.According to his plea agreement, Burrell agreed to forfeit more than 3,000 to the United States. He will be sentenced in February. 2154
