LA POSTA RESERVATION, Calif. (KGTV) - A local Native American tribe is considering its legal options after one of their sacred sites was vandalized. At least 5 rocks in an area used by the La Posta Band of Mission Indians’ ancestors were spray painted over the weekend.“A lot people don’t understand they’re on the reservation here,” said Victor Estrada, Vice Chairmen of the La Posta Band of Mission Indians. La Posta Reservation is about 50 miles east of San Diego and was blanketed by snow last week prompting visitors to make the trek out to the high elevation to see it. “You can come out here and play in our snow, but don’t destroy our stuff,” said Estrada, “don’t spray paint your name and your family and say 'hey you were here.' We understand you were here, we know you were here.” Estrada says they found out who may have vandalized it through social media and that the tribe may prosecute, but would be open to the offenders cleaning it up themselves. Those claiming responsibility wrote a statement to 10News saying in part: “We are truly sorry as we were not aware that we were on sacred or tribal lands. My husband will be going up this weekend to clean up the writing on the rocks.” 1206

La Mesa (KGTV)- It’s being called one of the most progressive marijuana ordinances in the county. The city of La Mesa plans to unveil its proposed rules this week. City leaders believe lifting limits is the key to defeating illegal pot shops. If passed, the City of La Mesa would be the first in the county to put forth an ordinance without a hard cap on the number of dispensaries within city limits. “We didn’t play that game,” says La Mesa City Council Member Bill Baber. “We’re basically saying they’re in our commercial areas, they have to be regulated, and the market itself will flush out how many get to exist.” Councilmember Bill Baber says the proposed ordinance would weed out illegal pot shops by operating a path to run a legitimate business. It’s a different approach than the one in Chula Vista. City leaders hope a limited number of legal dispensaries will drive customers away from illegal pot shops. Currently, there is only one legally operating dispensary within La Mesa city limits. “We’re proposing our dispensaries that have legally been selling medicinal marijuana to also move one step forward and to sell recreational. It’s the same product.”Under the new laws, the dispensaries will be taxed. The money will go to the city’s general fund. It will help with putting more officers on the street and shutting down illegal operations. Councilman Baber says the city estimates the new ordinance will bring in nearly million a year in city taxes. The funds will also be used to clean up old run-down buildings that once housed illegal dispensaries. “In 4 years our city attorney and our police have shut down 26 of these,” says Baber. West La Mesa Resident, Erik Egelko, says the boarded-up businesses are now bringing in squatters. Behind an old, illegal pot shop on El Cajon Boulevard sits old furniture, trash and the rancid smell of urine. “It just really turned into a slum,” says Egelko. “I see west la Mesa as having this incredible potential.” The La Mesa City Council will be reviewing the ordinance during tomorrow’s city council meeting. LA MESA, Calif. (CNS) - Three people armed with handguns shot at a business and a vehicle in La Mesa, but no one was struck by the gunfire, police said Wednesday.The shooting happened shortly after 8 p.m. Tuesday on El Cajon Boulevard just west of Parks Avenue, La Mesa police Lt. Brian Stoney said.The target of the shooting was an occupied business in a strip mall, Stoney said. The business' front window was shattered by the gunfire. The lieutenant did not disclose the name of the business."This appears to be an isolated incident," Stoney said Tuesday. "And although the suspects should be considered armed and dangerous, we do not believe there is any further threat in this immediate area right now."At least four men were inside the business when officer arrived, but were uninjured, the lieutenant said, adding that the men were detained for questioning.Officers spotted a vehicle driving away from the business with several bullet holes in its windshield, he said. Officers stopped the vehicle and also detained its two occupants, both men, for questioning.Witnesses told police they saw three people armed with handguns open fire on the business and the vehicle before fleeing in a vehicle, described only as a dark SUV, Stoney said. But according to one credit expert, there are some simple financial moves that parents can make right now to set up their kids for future financial success.Building credit isn't priority number one for kids, but it could open or close a lot of doors down the road."Good credit can make things easier for you in the future, whether it's securing loans, credit cards with better terms and rates. It might even help your ability to land a job or a desirable apartment," said Nathan Grant, a senior credit industry analyst at CreditCardInsider.com.Grant says that even though kids can't open their own bank account until their 18, parents can start teaching kids about credit long before that, perhaps with a prepaid card."Many of those allow for monthly direct deposits. So, you could have their allowance loaded directly on their card, and that could, at an early age, give them a way to understand budgeting and using a card that has a limit on it to teach them better spending habits," Grant said.Then, as children approach adulthood, Grant says that parents should consider making them an authorized user on a family credit card. Even if parents are not ready to let kids make purchases and payments on the card, Grant says just making them an authorized user will help them build credit."Many credit card issuers offer this, and most issuers report the account's activity in the authorized user's name, whether or not they are actually using the account. So, you can add them as a user and not give them access. It will hopefully build their credit up right out of the gate," Grant said.When kids are ready for their own cards, parents shouldn't just pick the shiniest piece of plastic. Grant says a secured credit card could be a safer option for someone with little or no credit."It uses a refundable security deposit that you fund yourself to fund the account's credit limit, upon approval," Grant said. "So, there's less risk on the issuer's part. So, for somebody who is new to credit or doesn't have any credit history, that could get your foot in the door.Grant said he couldn't offer advice either way on whether grads should pay for college with credit. But he said that anyone that decides to take a "gap year" should try to pay off any existing debts and save for the future.For those that do decide to go attend college, Grant has some general advice."The best rule of thumb, on top of just general responsible use, is just try not to use your credit card for purchases you know you won't be able to pay off before that monthly due date," he said. LEHIGH ACRES, Fla. - A Lee County, Florida woman is fed up with her delivered packages being roughed up.Nora Martin has discovered her stuff in some weird places. "They've ended up all over the front of my house," Martin said. "Even in the flower bed."Martin and her husband set up a surveillance camera to see how their postal carrier delivered packages.They couldn't believe their eyes as they watched their son's box tossed from the delivery car's window with zero care.  "10 feet from my door, and the best she could do was hurl my package out the window," Martin said.Martin said she was upset because her son was the one who ordered collectibles. She was the one who saw his disappointment when he saw the damaged box."He works very hard for his money.
