The Royal Oak Police Department has completed our internal investigation into the August 13 incident involving an African American man and the Royal Oak police.On behalf of the police department, I would like to apologize to Mr. Myers for how he was treated. What should have been a very short encounter was extended when the officer involved insisted on getting Mr. Myers' identification. The officer had no legal right to demand the identification and should have simply advised Mr. Myers why we were there and allowed him to go on his way. The officer involved is a new, probationary officer and he made a mistake. This officer will be provided with remedial training to address this issue.Early in this encounter, Mr. Myers requested a supervisor make the scene. Although the first officer did not call for a supervisor, the second officer on scene did.The responding supervisor did not handle this situation in a manner I expect Royal Oak supervisors to conduct themselves. He did quickly advise Mr. Myers that he was free to go; however, he did not effectively look into the situation or allow those present the opportunity to express their concerns.This is not the practice of the Royal Oak Police Department and it is not acceptable. The supervisor has been disciplined and every Royal Oak police supervisor has received additional training in procedural justice.This incident stemmed from a 911 call in which the caller reported she was uncomfortable because a male subject was circling her vehicle, staring at her from across the street, and was possibly taking pictures of her and her son. In total, Mr. Myers was verbally detained for approximately 19 minutes. A supervisor was called to the scene, per Mr. Myers request, about 6 minutes into the encounter and the supervisor arrived approximately 11 minutes later (17 minutes into the encounter). Mr. Myers was advised he was free to go 2 minutes after that.This is an unfortunate incident where the ROPD did not live up to our own standards.Corrective action has been taken and we will continue to hold all members of the ROPD to the highest standards. 2124

The United States could see an increase in immigrants coming to the country after Hurricanes Irma and Harvey, according to new research from the University of Michigan.According to the study, migrants may find it easier to start over in the United States rather than rebuild from the destruction in their own country.Another reason, according to U-M economists Dean Yang and Parag Mahajan, is that hurricane refugees able to secure green cards or legal permanent residency through their families already established in the country."When there's a bigger stock of previous migrants to the U.S., when someone in their home country is more likely to have a connection to some sort of migrant in the U.S., then the effect of hurricanes on migration is larger," Yang said.The researchers first studied the severity of a hurricane in a given country, using data from meteorological reports to estimate actual damage.Yang and Mahajan then analyzed restricted U.S. Census data from 159 counties over 25 years to see if America saw a rise in immigration following large storms in other countries.The largest effect came from Central America and the Caribbean."These regions get hit a lot by hurricanes that cause severe damage, and there are a lot of Central American and Caribbean immigrants in the U.S. If you're looking for somoene to sponsor you, you actually have that opportunity," Mahajan said.The study cites Hurricane Cesar, which made landfall in Nicaragua in 1996. The hurricane killed 42 people, caused food shortages, .5 million in damage, left 100,000 people homeless. Yang and Mahajan found that in 1996 and 1997, there was a 50 percent increase in legal permanent residencies for Nicaraguans than in 1995."Much of this increase came from immediate relatives of U.S. citizens — parents, spouses and children," Mahajan added. "Repeated, similar responses like this in the data helped us conclude that networks of U.S. citizens from sending countries provide opportunities for family members to escape severe weather events." 2080

  

The US Justice Department announced Friday an award of nearly million to help survivors of the 2017 mass shooting at Las Vegas' Route 91 Harvest music festival.Funding from the department's Office for Victims of Crime will help cover the costs of counseling, therapy, rehabilitation, trauma recovery and legal assistance for victims of the deadliest mass shooting in US history. Survivors covered by this award include ticket holders, concert staff, vendors, witnesses, law enforcement and other first responders, according to a DOJ statement.The .7 million award will also support close family members, medical personnel, coroner's staff, taxi drivers and others who helped concert goers on the October 2017 night in which 58 people were killed and hundreds of others wounded, according to the statement."While we cannot undo the harm that has been done, this Department of Justice is doing what we can to help Las Vegas heal," Acting Attorney General Matthew Whitaker said in the statement.On October 1, 2017, a reclusive high-stakes gambler named Stephen Paddock opened fire on the popular outdoor music festival from the 32nd floor of the Mandalay Bay Resort and Casino.
