SAN DIEGO (KGTV) - A San Diego man has been sentenced to more than six years in prison after pleading guilty to multiple gun charges in a Tucson, Arizona federal court.Joshua Pratchard came to the FBI's attention after a short-lived attempt to join what prosecutors call a border militia group in Arizona in January 2018. The group kicked Pratchard out after just a few days, saying he did not want to follow their rules, including repeatedly asking to get physical with detainees and demanding to put a silencer on his weapon. He was also deemed eager for confrontations with criminal bandits known as "rip crews" who seek to steal drug loads in the desert.Pratchard continued to be involved in activity in Arizona, leading to contact with a member of the group who was a FBI informant. Pratchard revealed that he manufactured and sold weapons. The informant reported this to the FBI, which led to an investigation. Eventually, Pratchard was arrested after selling firearms to the informant. A search of Pratchard's apartment in Pacific Beach led to the discovery of a "gun factory." Along with the machinery to build firearms and bullets, agents found four homemade guns and enough gunpowder for 9,000 rounds of ammunition.The FBI investigation also discovered Pratchard's criminal history, which includes a conviction for having ecstasy when he was serving in the Marine Corps, and a 2007 felony assault conviction.Although he has been sentenced on the gun charges, Pratchard's legal trouble may not be over. During the sentencing hearing, prosecutors made multiple references to a non-profit organization Pratchard ran in San Diego which could see fraud charges filed in the future. 10News uncovered Pratchard's involvement leading a charity known as "Second Chance Fields," which is dedicated to rebuilding or refurbishing athletic fields at San Diego schools. His website touts to significant projects, including renovation of the baseball field at Mission Bay High School and a large-scale renovation of football and lacrosse facilities at Del Norte High School. For the latter project, Pratchard recruited former San Diego Padres star Adrian Gonzalez, who appeared at a press conference with Pratchard at the school and whose foundation donated ,000, according to the Second Chance Fields website.10News asked the FBI if there was an investigation underway into Pratchard and Second Chance Fields. SAN DIEGO (KGTV) -- A local group called the San Diego Rapid Response Network is calling on the community to help asylum-seekers being released throughout San Diego County. On Monday, the group held a press conference explaining how they have been helping the migrants as they are released by ICE, awaiting their asylum hearing. The network is made up of several local churches, the local ACLU, and Casa Cornelia. Volunteers say they have been helping migrants by providing shelter, food, and medical services. They say they've also made travel arrangements to help the migrants get to their final destination. Volunteers tell 10News the migrants are released with no resources and sometimes late at night. The group says they felt the need to help after ICE ended their policy of connecting the migrants with a family member or a sponsor before their release. ICE tells 10News they always plan for releases during the daylight hours but say sometimes things can get delayed since it is a multi-agency effort. They told us of only one instance where the group was released after sundown. The rapid response network is hoping the community will help with monetary donations so they can continue providing their services. SAN DIEGO (KGTV) - A man was arrested after the mother of a three-year-old girl called the San Diego Police and said her daughter was kidnapped and inappropriately touched by her neighbor.Police say the ordeal happened just before 10 a.m. Saturday, on Maple Street near Oak Park Elementary School.Two uncles spoke with 10News off camera, saying they heard their cousin "making a fuss" about her window being broken into, the same bedroom where their niece was taking a nap."He snatched her from the window... Three minutes to ten minutes that she was in there," one uncle said.When the girl was back home, the uncles said she seemed upset and reserved. Once she started talking, and the family had an idea of what may have happened, emotions boiled over."My cousin just went in for the shine like the first shot he made him bleed like I think he cracked his nose," he said his sister pulled them apart, and the man ran off.Blood stains were visible on the concrete outside. "Something had to be wrong with him, for him to balls up and come through a window with like ten people in the house," he said. The family knew the neighbor was mentally ill but did not think to this extent.The toddler and her parents then went to the hospital to get "a rape kit, just make sure everything’s fine, and we don’t exactly know what happened to her she saying that she was touched."The incident happened right across the street from Oak Park Elementary School, where students will come back to class August 28th. The San Diego Police Sex Crimes Unit is investigating the incident. 1635

SAN DIEGO (KGTV) - A local musician is facing a painful COVID-19 toll, losing three family members and five friends to the virus.David Whitman's first loss to COVID-19 came in late April with the passing of Jeanne Fisher, his great-aunt."Went downhill fairly quickly and passed away at a nursing home in the Chicago area," said Whitman.In early June, his grandmother Beverly Whitman, 92, became sick at a nursing home in Wisconsin. She died June 13."I know the morphine they gave her. She really needed it. It was not an easy way to go," said Whitman.A few days before she passed, she was able to share a room with her husband of 69 years, Robert Whitman, 93, also diagnosed with coronavirus. He died three days after her death."His condition deteriorated pretty quickly I think after my grandmother passed away," said Whitman.Whitman's emotions are still raw."It's really tough not to be with family, not being able to get together to mourn," said Whitman.Whitman, a professional musician, is also grieving the death of five friends from the world of music. A few days ago, he released a recording of his award-winning song "I Have A Friend," which was inspired by his grandmother. It's a recording that helped him grieve."There is a healing aspect to sharing your humanity. San Diego (KGTV) -- A local enterprise center for at-risk teens in City Heights is doing what they can to help those struggling during the pandemic. Their weekly food distribution is serving hundreds of people.The Union of Pan Asian Communities, also known as UPAC, works with at-risk teens in the City Heights community. The organization strives to lead the teens on a successful path.“We provide all the mentorship and guidance that we can for these kids to follow the right tracks but employment is such a critical feature,” says Director Dante Dauz.In 2018, the Enterprise Center was created to help the teens gain employment and entrepreneurial skills. The center consists of the “Neighborhood Cafe,” a commercial kitchen, print shop and technology center.“They are prepared to open up their own business,” says Dauz. “They’ve been instructed from top to bottom about what licenses they need, business formation, marketing plan.”When the pandemic hit, Dauz says many people in the City Heights area were in need of food.“This community was already experiencing challenges and barriers before COVID-19 hit.”UPAC distributes 6,000 pounds of food through care boxes every Friday.“In addition to the distribution boxes our cafe also pumps out roughly 1,000 hot meals for the families.”Dauz says the teens serving the families not only get a chance to better their professional skills but also give back to the City Heights community they love.“Food for the next few days isn’t going to solve all their problems but, its definitely going to help,” says Dauz. “We take a lot of pride in being able to do that.”The organization says to ensure there is enough for everyone, they encourage people to call and reserve a donation box ahead of time. 1750
