EL CAJON, Calif. (KGTV) -- An El Cajon police officer responding to a traffic-related call was hospitalized Monday morning after being dragged by an SUV and then struck by another vehicle. Police have identified the suspect as 41-year-old David Francis Cepeda Pangilinan. He is a 5'6" Guamanian male with short brown hair and brown eyes. El Cajon police said officers were called to the 100 block of Washington Avenue at around 8:30 a.m. in response to a vehicle blocking the street with the driver “asleep or unresponsive behind the wheel.”Officers arrived to find the driver and a female passenger asleep inside a black 2019 Volkswagen SUV with California license plate 8LCE117.According to El Cajon police: “When officers woke the occupants, the driver provided identification for someone other than himself and officers began to investigate.During this contact, the driver suddenly started the vehicle and began to put it into gear. One of the officers attempted to detain the driver and keep him from fleeing the scene.In doing so, the officer was trapped in the vehicle and dragged for a distance as the driver fled.As the driver fled with the officer still partially inside the vehicle, the officer was struck by another vehicle that was traveling in the roadway.The officer was ejected from the vehicle and sustained significant injuries.”According to police, the injured officer was taken to the hospital and is in critical but stable condition. No other injuries were reported.A neighbor was doing yard work when the incident happened and watched it unfold."I heard my son scream and crying so I turn around and I see officer down. I run to the officer but the other police man came. The guy was out, completely out. Blood was coming out of his nose, his mouth and his head. And his eyes were rolled in the back of his head. The other officer came and put his hand on his head. I start praying for the guy, the next thing we know we see him move. EL CAJON, Calif. (KGTV) - The owner of a bike shop came upon a heartbreaking scene: glass everywhere and pricey, custom bikes stolen. "You just feel violated right away," said Jason Guthrie, owner of Chainline Bikes on Pioneer Way.On Sunday morning, he went to his shop to fetch a bike for a ride. "Came around and saw the cable had been pulled through the window. All the glass was here. My heart dropped. It was on the floor with the glass," said Guthrie.The intruder had tossed a large rock, smashing a side glass door. The alarm didn't go off. Once inside, the intruder sliced the security cable."There were four empty slots in the rack," said Guthrie.Four mountain bikes - three of them custom made - were missing, worth about ,000."For a small shop, a couple thousand dollars worth makes a huge difference ... keeps our lights on for the next month," said Guthrie.Among the bikes that vanished is "Mary." "Everybody knew the bike by name," said Guthrie.Painted by the shop, the bike became well known in the mountain biking community and the shop's mascot."Whenever I would go to bike parks from here up to Whistler, Canada, they would know my bike and not necessarily me," said Guthrie.Guthrie says one of the bikes had actually sold online the night it was stolen. EL CAJON, Calif. (KGTV) - Unforeseen problems at the East County Performing Arts Center will delay a renovation project and plans to turn the venue into a rock concert hall. They will also cost the city about million more to complete the project.The City Council approved the extra cost at their meeting on December 11th.The ECPAC has been closed since 2010, a casualty of the Great Recession.Over the years it fell into disrepair. But in 2017, city leaders put together a plan to reopen it. They signed a contract with concert promoter Live Nation to bring about 70 acts per year to the venue.Part of the deal called for nearly .3 million of renovations to make it more like a concert venue than a performance hall.RELATED: Renovations underway as Live Nation takes over East County Performing Arts CenterAs that work went on, other problems surfaced. Engineers found the heating, ventilation and air conditioning system needed to be replaced. They also found parts of the roof that needed repairs.The extra cost for those two combined is about .7 million.To prepare for any further problems that the city also agreed to add 2,000 to the budget as "contingency" money.The new money will come from the city's general fund, which had a surplus last year. They'll also use about 0,000 from the original budget for renovations that hasn't been spent yet.Speaking at the Council Meeting on the 11th, Mayor Bill Wells voiced support for the extra cost, saying the project shouldn't be done with "half measures.""Since we're investing so much in this and Live Nation doesn't want it to be a hot summer day in August and have the air conditioning go out, we collectively made the decision it was prudent to spend the extra money," Wells said.With the extra work, the venue will now open in the fall of 2019. Dozens of goats invaded a suburb of Boise, Idaho, on Friday after walking off the job.The goats are workers for a rent-a-goat business called -- what else -- We Rent Goats that hires the herd out as an eco-friendly way to clear weeds.The goats were munching at an Ada County Highway District retention pond when they broke through a fence and escaped, briefly overtaking a street in the West Valley area of Boise around 7 a.m., CNN affiliate KBOI reported.Their arrival created a social media sensation, with goat-themed puns invading Twitter. The Columbus Dispatch, for instance, tweeted, "This looks like a baaaaaaaaaaaaaaad situation." #Boise was still trending as of Friday afternoon.Boise resident Kyle Bryant told CNN he went to see the goats after his granddaughter told him what was happening."It was was the best thing I have seen since we moved to Boise three years ago," Bryant said. "I knew back in Oregon that there were companies that rented out goats, so I thought that this was the same situation."Bryant took videos and shared them on Facebook.
