SAN DIEGO (KGTV) - San Diego workers are now checking the more than 250,000 water meters across the city to make sure families are billed accurately.The city announced earlier this month that it overcharged hundreds of families in four neighborhoods - Rancho Bernardo, Mira Mesa, Rancho Penasqutios and Carmel Valley. There's now a full city audit of the water billing department, and the department itself is checking the meters independently.RELATED: San Diego to expand audit of water billing overchargesSan Diegans have complained to 10News for months about spiking water bills, with little to no help or explanation from the city. Some have even questioned whether their meter is read - given that it's often covered in dirt. Terri Mitchell, who lives near Oak Park, said she raised concerns to one meter reader recently over his workload."He says i'm going to have to dig here, I've got like 400 more meters," she said.RELATED: Dozens of San Diegans come forward with high water billsThe city invited 10News to join one of its meter readers as he checked meters in Rancho Bernardo on Friday. The city wanted to show that there is a system in place to read the meters, since people were questioning the validity of their water bills and whether their meters are even read. "A lot of customers sometimes feel that since they can't see the meter, that we're not reading it," said Steven Broyles, who has read water meters for the city for 18 years.Armed with a pick and a handheld computer, Broyles opened a handful of meter caps along Madrigal Road in Rancho Bernardo, as part of his day to read 500 meters.RELATED: City of San Diego finds 343 water customers were overchargedSome weren't easy to see. Broyles used the pick to scrape dirt off of one meter, and also looked closely at another that had scratches over where the numbers are visible. He recorded the numbers onto his handheld computer.The city auditor is currently doing a top-down review of the public utilities department. Results are expected in June. The city terminated the employee responsible for the human error.  2171

SAN DIEGO (KGTV) -- Saturday was a picturesque day in San Diego with many people enjoying outdoor dining, but the opportunity is slipping away due to Governor Gavin Newsom’s new stay-at-home orders.“We have a really close community of workers here, and to see it shut down again is really sad,” Abby Pekary said.Pekary has been welcoming guests into Little Italy’s Nonna for more than two years. By Monday, she could be out of a job due to Newsom’s new orders.Pekary is a full-time student at San Diego State University, hostessing to save up to eventually move out of her parent’s house.Her latest obstacle from the state is Newsom’s regional shutdown order, limiting restaurants to takeout or delivery only. The order also forces bars and wineries to close amid COVID-19.“I had a couple people who during the first shutdown they actually moved back to Bay Area because they were living here and just because they were out of a job they had to live with their families,” Pekary added.Unlike the first shutdown in March of 2020, there is no federal stimulus to cushion the fall. Restaurants and employees are left to fend for themselves under the new order. “Of course we're still open for takeout, so if you want to do that, that's always an option for ya.”Restaurants say there likely aren’t enough takers to keep jobs, or at least hours, from being cut. 1364

  

SAN DIEGO (KGTV) — San Diego's Broadway Pier will host special holiday performances and art installations starting Thanksgiving Week.The North Embarcadero will welcome the seasonal spirit with oversize sculptural words spelling "JOY" that list up at night, snowflake graphics along the pier, and a series of pop-up shows by local groups from Dec. 1 to 15. SAN DIEGO (KGTV) - Students at the University of California San Diego are still reeling from Wednesday's storm that flooded more than a dozen apartments.Students told 10News they were shocked when water poured in around 11 p.m. during the storm. One young man, who didn't want to be identified, said the water seeped in under the door and poured in through a floor-length window in their bedroom."So every angle yeah, it instantly started soaking everything under my bed," he said, adding the water was freezing cold.RELATED: Rain floods buildings on the campus of UC San DiegoHe took videos documenting the two inches of water that seeped in."If I wasn't here, then every bit of electronics we had out here would've been completely ruined, hundreds of dollars worth of stuff," the man told 10News.Another student shared her experience, saying she was walking back to her dorm after studying and found "about a 4-foot deep puddle leading up to my door." She said once she opened the door mud and water flowed in.She said the timing was terrible."I have a midterm Monday, I'm actually getting tutoring right after this, it's a bit crazy."Students scrambled, trying to get help from the university and relocate. One student told 10News she never got help from the university, despite calling multiple times Wednesday night and getting a case number.Thursday morning cleaning companies went to work, installing fans in the rooms and peeling off baseboards.Some students said the university is doing a great job."Is there something we can brainstorm to fix this so it doesn't happen in the future, because I can only imagine what's going to happen next week when it rains harder and I'd hate to come back from break and see, 'oh everything's damaged." a student said.The university said four students were relocated to temporary housing. A University official said the drains in the area were examined before the storm and the torrential downpour was the cause of the flooding. 1981
