ROME, Nov. 16 (Xinhua) -- Chinese Vice Premier Hui Liangyu on Monday proposed a four-point action plan aimed at eradicating world hunger in his address to a world summit on food security.     Stressing the fact that the financial crisis has worsened the plight of the poor and the hungry, the Chinese vice premier said the summit, hosted at the UN Food and Agriculture Organization (FAO) headquarters here, was "of special significance to world food security, global economic recovery and sustainable development."     In order to overcome the "dual pressure of an international financial crisis and a global food crisis," the first suggestion of the Chinese government was to increase input and raise food production by investing more in agriculture, build up the capability to resist natural disasters and strive for greater self-sufficiency. On behalf of the Chinese Government, Hui Liangyu attended the United Nations Food and Agriculture Organization (FAO) Summit which opened Monday    Both industrialized and developing countries should in the long run forge their own "blood-generating" capacity, Hui said.     He called on developed countries and international organizations to provide developing countries with financial, technological, market and capacity-building assistance.     The second Chinese suggestion presented to world leaders at the FAO summit was to "create a sound market environment for mutual benefit and win-win progress," obtainable through the elimination of all sorts of protectionism, the re-launch of the Doha Round negotiations and the reform of global financial governance.     "All countries should jointly oppose trade protectionism in all its forms and manifestations and push for a positive outcome of the Doha Round negotiations," he said, urging developed countries to slash agricultural subsidies, remove trade barriers and give greater market access to developing countries.     Thirdly, Hui proposed to push forward with the reform of the UN food and agriculture agencies and improve the global governance mechanism in order to rapidly react to crises.     "China supports the creation of a food security safeguard system encompassing early warning, emergency relief and regulation functions," he said.     Lastly, the Chinese government called for a coordinated and global approach in order to ensure a balanced growth.     "Food security is closely related to economic growth, social progress, climate change and energy security," Hui said, adding that global cooperation must be intensified in all sectors because challenges are multiple and interconnected.     This is why all countries "should strive for a positive outcome of the upcoming Copenhagen summit on global warming," the Chinese vice premier said.     The world summit on food security opened in Rome on Monday. During the three-day event more than 60 heads of state and government will gather to discuss measures to eradicate hunger and ensure food security.

NAIROBI, Jan. 6 (Xinhua) -- Chinese Foreign Minister Yang Jiechi, who was visiting Nairobi, capital of Kenya, said Wednesday China-Africa relations are enjoying broad popular support and a solid political foundation and the two sides should forge a new type of strategic partnership to increase the vitality and creativity of cooperation in the new era.     "In fact, with the joint efforts and cultivation of the two sides, China-Africa relations have made much progress in recent years as evidenced by deeper political mutual trust, closer cooperation for mutual benefits, and stronger people-to people ties," said Yang at a joint press conference with Kenyan Foreign Minister Moses Wetang'ula.     The top Chinese diplomat said in the haze of the international financial crisis, both China and Africa have met the difficulties head-on and accelerated cooperation, which has become a highlight in the international cooperation for development.     "This is the success of China and Africa. This is also the success of South-South cooperation. It showcases the strong vitality and great promise that will be released when the largest developing country and the largest developing continent in the world join hands and move forward," he added.     Yang, who earlier on Wednesday paid courtesy calls on Kenyan President Mwai Kibaki and Prime Minister Raila Odinga before meeting his Kenyan counterpart, said the Fourth Ministerial Conference of the Forum on China-Africa Cooperation (FOCAC) in November last year spelled out China's commitment to cement friendship, deepen cooperation, face challenges together and seek common development.     During the meeting held in the Egyptian Red Sea resort of Sharmel-Sheikh, Chinese Premier Wen Jiabao, on behalf of the Chinese government, announced eight new measures to promote practical cooperation with Africa, including tackling climate change, strengthening scientific and technological cooperation, enhancing Africa's financing ability and increasing market access for African products.     "China has always honored its commitments with real actions. SHANGHAI, Nov. 15 (Xinhua) -- U.S. President Barack Obama will start his four-day China visit Sunday in Shanghai, and the highlight of his visit in the eastern city will be broadcast live by Xinhuanet, the online news service of the Xinhua News Agency.     This is Obama's first visit to China since he took office in the White House more than a year ago.     Obama is scheduled to meet with Chinese youth on Monday in Shanghai, during which he will pick up a number of questions out of more than 3,200 put forward by China's Internet users over the past two days.     The whole event will be broadcast live online, according to the Xinhuanet.     Obama will arrive in Beijing on Monday afternoon.

BEIJING, Dec. 25 (Xinhua) -- A senior leader of the Communist Party of China (CPC) on Friday stressed the vital role of science and technology as the country's reform and development was standing at a new starting point.     He Guoqiang, member of the Standing Committee of the CPC Central Committee Political Bureau and head of the CPC Central Commission for Discipline Inspection, made the remarks during a visit to the exhibition marking the 60th founding anniversary of the Chinese Academy of Sciences (CAS).     "It can't work without science and technology as the first productive force to make further progress in building a moderately prosperous society in all aspects and create new prospects for the cause of socialism with Chinese characteristics," He said.     The CAS has made remarkable contributions to the country's economic development, social progress and state security over the past 60 years, he said.     As a leading academic institution in China, the CAS was founded in Beijing on Nov. 1, 1949, on the basis of former Central Academy of Sciences and Peiping Academy of Sciences.
