(AP) — The U.S. government says California must change how it issues identification cards that comply with stricter federal requirements.The so-called Real ID cards will be needed to board airplanes or enter federal buildings by October 2020 under security enhancements following 9/11. California already has issued 2.3 million cards.Department of Motor Vehicles spokesman Marty Greenstein said Friday that those IDs will remain valid and changes will apply going forward.The DMV had required one document proving residency and counted on delivery by the post office as secondary proof of someone's address.Emails show the Department of Homeland Security approved that process last year. RICHMOND HEIGHTS, Mo. – Authorities are searching for a person of interest following a shooting at a St. Louis area mall that left one person dead and another injured Wednesday.The St. Louis County Police Department said on Twitter that the two people were shot at the St. Louis Galleria Mall in Richmond Heights shortly before 12:34 p.m. CT.When officers arrived at the scene, police say they located the adult male victims. One victim, a man in his early 20s, was pronounced deceased at the scene and the other was transported to an area hospital for life-saving treatment.The department said it does not consider the shooting an active shooter incident.Police believe two groups of people got into some sort of dispute inside the mall and the altercation escalated into a shooting. SACRAMENTO, Calif. (AP) — The 737 inmates on California's largest-in-the-nation death row are getting a reprieve.Gov. Gavin Newsom plans to sign an executive order Wednesday placing a moratorium on executions.He's also withdrawing the lethal injection regulations that death penalty opponents already have tied up in court. And he's shuttering the execution chamber at San Quentin State Prison that has never been used since it was modernized following the last execution in 2006.Newsom says the order won't alter any convictions or allow any condemned inmate a chance at an early release.A prosecutor says Newsom is usurping voters' will.California voters have supported the death penalty, most recently in 2016 when they narrowly voted to speed up the process. SACRAMENTO, Calif. (AP) — California has become the first state to offer taxpayer-funded health benefits to young adults living in the country illegally.Democratic Gov. Gavin Newsom signed a bill into law on Tuesday that makes low-income adults age 25 and younger eligible for the state's Medicaid program regardless of their immigration status.State officials expect the plan to cover about 90,000 people and cost taxpayers million. California already covers children ages 18 and younger regardless of immigration status.The law will not give health insurance benefits to everyone 25 and younger, but only those whose income is low enough to qualify.Newsom and Democratic legislative leaders say they plan to further expand coverage to more adults in the years to come. Republican President Donald Trump has called the move "crazy ."Advocates of the measure say it's a way to improve the health of immigrants in the state by providing them with access to the medical care they need.Many immigrants who are in the country illegally are already enrolled for some government-funded programs, but they only cover emergencies and pregnancies.Democrats had pushed to expand the coverage to even more adults, but Newsom rejected the proposals, saying it would cost about .4 billion to provide coverage to all California adults living in the country illegally. But he has vowed to keep expanding coverage in future years. 1428
