EL CAJON, Calif. (KGTV) -- An El Cajon police officer responding to a traffic-related call was hospitalized Monday morning after being dragged by an SUV and then struck by another vehicle. Police have identified the suspect as 41-year-old David Francis Cepeda Pangilinan. He is a 5'6" Guamanian male with short brown hair and brown eyes. El Cajon police said officers were called to the 100 block of Washington Avenue at around 8:30 a.m. in response to a vehicle blocking the street with the driver “asleep or unresponsive behind the wheel.”Officers arrived to find the driver and a female passenger asleep inside a black 2019 Volkswagen SUV with California license plate 8LCE117.According to El Cajon police: “When officers woke the occupants, the driver provided identification for someone other than himself and officers began to investigate.During this contact, the driver suddenly started the vehicle and began to put it into gear. One of the officers attempted to detain the driver and keep him from fleeing the scene.In doing so, the officer was trapped in the vehicle and dragged for a distance as the driver fled.As the driver fled with the officer still partially inside the vehicle, the officer was struck by another vehicle that was traveling in the roadway.The officer was ejected from the vehicle and sustained significant injuries.”According to police, the injured officer was taken to the hospital and is in critical but stable condition. No other injuries were reported.A neighbor was doing yard work when the incident happened and watched it unfold."I heard my son scream and crying so I turn around and I see officer down. I run to the officer but the other police man came. The guy was out, completely out. Blood was coming out of his nose, his mouth and his head. And his eyes were rolled in the back of his head. The other officer came and put his hand on his head. I start praying for the guy, the next thing we know we see him move. (KGTV) -- A woman was arrested Sunday after an El Cajon officer was seriously injured after being dragged by a vehicle earlier in December.According to police, Keani Flores, 28, was a passenger in the vehicle involved in the assault on the officer, Nick Cirello.The driver of the vehicle, David Pangilinan was seen in the Oakhurst area by officers,When police tried to conduct a traffic stop, Pangilinan fled the scene and “evaded apprehension,” police said. Flores was reportedly located at a motel nearby. Authorities are still searching for Pangilinan.Officer Cirello was hit by the vehicle on December 14 on the 100 block of West Washington Street after officers responded to a call regarding a vehicle blocking the roadway with the driver and passenger asleep inside the vehicle.When officers tried to wake the pair up, the driver provided identification for someone else before starting the vehicle.When Cirello tried to stop him, he was dragged before being struck by another vehicle traveling past the scene.Cirello was taken to the hospital before being released on December 18. (KGTV) — Firefighters battled a vegetation fire near the U.S.-Mexico border, a day after crews pretreated the area for a fire burning south of the border.The fire was reported along Marron Valley Rd. near Dulzura Thursday, according to Cal Fire San Diego. By 6:30 p.m. the fire was estimated to have grown to about 80 acres and was 10 percent contained. No structures were immediately threatened, Cal Fire said.Air and group fire resources were attacking the flames, Cal Fire added.Wednesday night, Cal Fire made air drops near Tecate after flames from a brush fire crept up to the border from the Mexico side of the border. EL CAJON, CA (KGTV) - Students at a private school in El Cajon are scheduled to return to class next month.Parents of children at Foothills Christian Middle School got a letter from the school over the weekend outlining their re-opening plan.According to the letter, the school will re-open September 8th.A local mom contacted 10News concerned about the plan. She didn't give her name because she doesn't want retaliation against her daughter. She was surprised at the September return date."If schools could be open, I would send her to school, if the county said we could do that, I would do that, but they're saying we can't go to school and we should be wearing masks," said the mom.According to the letter, there is a five step plan for reopening:*Regular COVID-19 self-check screening questions*Temperature readings prior to entering campus*Hand hygiene*Environmental Cleaning/Sanitization and Refillable Water Bottle Stations*Face masks/coveringsThe letter states that face coverings will not be required, but will be optional on campus.
