SAN DIEGO (KGTV) -- A Marine was killed in a hit-and-run accident in the Midway District just after 7:00 p.m. on Saturday night, according to San Diego Police.The victim, who was in his early 20's, was visiting an establishment with his friends earlier that night.At some point, his friends could not find him. Police said he walked or fell into the street in the 2700 block of Midway Drive.Police said a car hit him and took off toward Rosecrans Street. There was no description of the driver or vehicle available. Police were checking surveillance video and his phone to find out more information. SAN DIEGO (KGTV) -- A man was arrested after deputies say he intentionally drove onto a sidewalk outside an Encinitas bar, seriously injuring several people. According to the San Diego County Sheriff’s Department, the incident happened on the 500 block of South Coast Highway 101 around 1:20 a.m. Deputies say the man, later identified as Christian Davis, 28, was asked to leave The Saloon Bar because he was too intoxicated. RELATED: Man dies following attack in Vista; suspects at-largeAfter leaving the bar, deputies say Davis got into his rental U-Haul van and intentionally drove it onto the sidewalk, hitting three people. One of the victims was taken to Palomar Medical Center while two others were taken to Scripps La Jolla Hospital all with serious injuries. Davis was detained by witnesses at the bar before being taken into custody by deputies. Two of the witnesses were injured while detaining Davis and were taken to Scripps Encinitas hospital with minor injuries. The suspect is facing four felony charges including three of attempted first-degree murder and one of attempted escape with force. Davis is scheduled to be arraigned Tuesday. Anyone with information is asked to call the San Diego County Sheriff’s Department. 1245

SAN DIEGO (KGTV) — A San Diego company says they have the solution to make people recycle more and get back the money they spend on redemption fees. One Earth Recycling wants to put the redemption centers in high-traffic areas like malls and grocery stores, rather than their usual spots in industrial areas of the city."Our goal is not to try to exceed people's expectations of recycling, we're trying to develop a whole new category of recycling," says One Earth CEO Josh Turchin.RELATED: California considers overhaul of bottle and can recycling programEvery year, Californians leave hundreds of millions of dollars on the table because of unredeemed cans and bottles. Turchin says the biggest problem is that it's not easy to find redemption centers, and they're not always the most welcoming of places."This program has been hijacked by opportunistic operators who have just strip-mined the model and operate it as inexpensively as possible," he says.To counter that, Turchin plans to open 100 small-scale redemption centers at malls and grocery stores across California. Putting them where people already shop will make it easier for them to bring back redemption bottles and cans."We focus on marketing to the soccer mom set, kids and across demographics to make recycling something everybody has access to," says Turchin.RELATED: Residents voice concern over North San Diego County recycling center projectThe first One Earth Recycling center is already set up at the Westfield Mission Valley parking lot. The refurbished shipping container takes up just five parking spaces and lets people bring back bottles, cans, electronics, wiring, glass, and many other items that can be recycled.Turchin says the stores can benefit from the extra customers that will come for the recycling and stay to shop."We're trying to make recycling as pleasant and user-friendly as any other kind of shopping," says Turchin "Let's take the stigma out of it and make it part of what you think about shopping."RELATED: RePlanet, California's largest recycling business, shuts down all redemption centersTurchin's small redemption centers come as the State Senate debates a bill to change the way California's redemption program works. The new rule would make it the responsibility of the manufacturers and distributors to collect the cans and bottles and pay back customers. SAN DIEGO (KGTV) — A San Diego family is living in an empty home and says nearly everything they own is being held hostage by a moving company.They’re part of a growing group of people around the country who say they’re victims of a deceptive bait-and-switch operation. 10News has spoken to a representative of the moving company who denies wrongdoing.Over FaceTime, Brad and Vanessa Angle gave 10News a tour of their house in North Carolina. They recently moved there from their home in Poway. The family is sleeping on mattresses on the floor since their furniture and household items never arrived. The goal of relocating was to live a stress-free life, but the feeling of emptiness is driving them to tears.“It affects a lot it. It affects my daily life. I have to keep going, you know. I try to stand up every day for my kids. I have three kids that I have to be there for,” Vanessa said.What hurts the most is losing the memories. Her husband, Brad, says Titan Moving and Storage has the family’s irreplaceable belongings, like the photos and videos of their kids, and Vanessa’s wedding dress.On Titan Moving and Storage’s paperwork to the Angle family, it shows the company’s address is in Chantilly, Va.The Angles say the company had originally given them a binding estimate of ,300 with ,205 down. Yet after movers loaded everything up during the family’s moving day in July, the Angles say the movers claimed that the family had more items than what they were originally quoted for. The movers doubled the estimate.The Angles say the movers demanded a partial payment.“I think it was ,700-something dollars that we had to write a check for,” says Brad. He says his family was assured that any issues could be worked out with a company associate come Monday.Monday came and went. “[An associate] answered the phone on my first call and then immediately hung up and then wouldn't answer after that,” says Brad of his attempt to resolve the dispute with the company.The Angles stopped payment on the check and the situation went from bad to worse.The Federal Motor Carrier Safety Administration, or FMCSA, is the government agency that oversees interstate moving trucks. The agency reports that the carrier has never been authorized to move household goods. The FMCSA is currently investigating the carrier.This year alone, the FMCSA reports there have been 98 complaints filed against the carrier. Complaints have come in from customers like Chris Baumann in Florida. He says the company pulled a bait-and-switch operation on him.“If I didn't have a headset on, you'd hear this house echoing. It's empty,” he said over video chat about not receiving his belongings from the moving company.He and others say they had checked reviews before hiring the company. Titan Moving and Storage only has one star on Yelp, but there are other companies listed on Yelp with similar names and better reviews, causing confusion for customers. The Angles recently got what they call "hostage” photos from the carrier. They were sent pictures of their items that are being held at an undisclosed storage facility in California. The company tells us it won’t release anything until receiving a storage payment from the family.“They're trying to charge us over a thousand dollars a month for storage which is insane,” says Brad.Titan Moving and Storage’s website has been down for several days. A manager with the company told us they're not taking new customers. He declined a taped interview but acknowledged that the company does not have a license to move household goods.He claimed it was due to a “filing issue” and said the company works with licensed third-party movers. The FMCSA tells 10News that the company is still not authorized to use third-party movers for household goods. The manager also told us that the company tried to resolve the matter with the Angles last month by offering them a reduced moving fee.The Angles call that a lie.“I see it as a crime. They don't have a license,” adds Vanessa.According to the FMCSA, the FMCSA does not have the authority to resolve claims against a moving company. State law enforcement, transportation and consumer affairs agencies are responsible for pursuing suspected incidents of moving fraud and regulating the operations of intrastate moves.According to the California Department of Consumer Affairs, moving companies that operate within California are required to be licensed by the Bureau of Electronic and Appliance Repair, Home Furnishings and Thermal Insulation (BEARHFTI), part of the Department of Consumer Affairs.The BEARHFTI became the new licensing and regulatory home for household movers on July 1, 2018. The BEARHFTI is aware of the consumer complaints against Titan Moving and Storage but cannot comment specifically during the open investigation.A spokesperson tells 10News that the company is not licensed with the BEARHFTI.A sergeant with the San Diego County Sheriff’s Department tells 10News that its detectives are looking into the matter. 5031

  

SAN DIEGO (KGTV) -- A new report found that San Diego is one of the worst cities to buy a home, but a nearby city may give San Diegans hope. The report by GOBankRates lists San Diego as one of the 15 worst placed to buy a home in the country. The site says home prices in San Diego have increased by 1.8 percent over the last year. In the last five years, home values have grown by a little more than 33 percent. “The populous city of San Diego may be home to over 1.3 million people, but home values grow slower than some of the smaller, neighboring cities. San Diego only saw home values increase at a rate of 1.8% over the past year,” the site says. A better option, the website says, is National City, where home values have increased over the last five years by more than 49 percent. “National City offers a smaller footprint for a better value. The median home value is an impressive 5,500, which is almost 0,000 cheaper than San Diego.”If you are considering buying in San Diego, there are options. A new housing development is going up in Otay Mesa geared toward first-time buyers. There's also hope for teachers. School districts around San Diego could begin building affordable housing for employees and teachers struggling to make ends meet. 1267
