SAN FRANCISCO (AP) -- California voters have rejected a ballot measure to require a doctor or highly trained nurse at each of California's 600 dialysis clinics.With more than 10 million votes tallied Tuesday, Proposition 23 had just 36% of votes.It drew more than 0 million in spending.Opponents, financed by dialysis clinic companies, say it would mandate that between two and three doctors at every facility, creating a financial burden that could lead some clinics to close.Proposition 23 was the second attempt by unions representing health care workers to increase regulation of dialysis clinics in California. 626

San Diego County handles approximately 9,000 cases of elder and dependent adult abuse every year. Elder abuse is defined by the Centers for Disease Control as "an intentional act, or failure to act, by a caregiver or another person in a relationship involving an expectation of trust that causes or creates a risk of harm to an older adult." Types of elder abuse include: physical abuse, sexual abuse, emotional/psychological abuse, neglect, or financial abuse. The county sees about 450 cases a year of criminal elder abuse cases, according to Paul Greenwood with the Elder Abuse Prosecution Unit of the District Attorney’s Office.  The District Attorney’s Elder Abuse Unit prosecutes crimes against seniors, as well as addresses the special needs of elderly victims. They meet with seniors to teach them how to protect themselves, train bank and credit union employees on protecting financial assets of elderly customers, and train first responders to be aware of issues involving elders.  The National Council on Aging? said approximately 1 in 10 Americans over the age of 60 have experienced some type of elder abuse. However, knowledge about elder abuse lags behind the fields of child abuse and domestic violence. SAN DIEGO, Calif. (KGTV) - A large San Diego Church is continuing to hold in person, indoor services despite orders from San Diego County to hold services in outdoor settings only. Awaken Church has gotten three cease and desist orders at different locations and also had an outbreak at one of those locations, according to San Diego County.County Supervisor Nathan Fletcher said the church is not cooperating with the county in regards to the outbreak at their Balboa location, so the county had to publicly announce the community outbreak and ask anyone impacted to quarantine. SAN DIEGO, Calif (KGTV) - A series of problems at a handful of California gas refineries have caused prices to surge over the last month.According to the Automobile Club of Southern California, the average cost of gas in California is .955 per gallon. That's more than a dollar more than the national average of .811. Alabama has the lowest gas prices in the country at .499 per gallon.Because of strict environmental regulations, most of the gas in California has to be made in state. So when local refineries go off-line, it directly impacts prices.AAA says at least 6 of the 12 gas producing plants in the state have had problems in the last month, leading to shut-downs.On March 15, a fire shut down the Wilmington Phillips 66 refinery.Ten days later, the Valero refinery in the Bay Area shut down when a scrubber malfunctioned, sending black smoke into the air.Flaring issues caused outages at two plans in Southern California, the Chevron plant in El Segundo and the Valero in Wilmington.Meanwhile, PBF Energy in Torrance had routine maintenance scheduled, which decreased production."We don't have pipelines that can pipe relatively cheap gasoline to use from other states," says Marie Montgomery with the Automobile Club of Southern California. "We have to rely on shipping of gasoline when our refineries have problems."According to the California Energy Commission, refineries in Washington and the US Gulf Coast can produce gas for California, as can refineries in Eastern Canada, Finland, Germany, the US Virgin Islands, the Middle East and Asia. But it takes time for those shipments to arrive.In the first week of April, the state didn't receive a single drop of imported gasoline.As we wait, local refineries have dipped into their reserves to meet demand, taking two million barrels out of reserves."The imported gas is going to be coming here, there's no doubt about that," says Montgomery. "We've got the highest prices in the country by far right now. SAN DIEGO, Calif. (KGTV) -- A fishing shop in Kearny Mesa was burglarized early Sunday morning. The break-in was caught on the San Diego Tackle Traders' surveillance cameras just before 4:30 a.m. The video shows two suspects, wearing masks and gloves, getting into the shop using a crowbar. The two people can be seen walking into the business, on Convoy Court, with a cooler and some type of container, heading towards the back of the shop. The owners of San Diego Tackle Traders say the suspects got away with several fishing reels and rods, a total value of ,000 to 0,00. The owners tell 10News this is a big blow to their small business. They say they work by appointment only and don't advertise their address online because of the value of the items they sell. The owners are now hoping people will keep an eye out for anyone trying to sell brand new fishing equipment. Anyone with information is asked to call the San Diego Police Department. 964
