SAN DIEGO (CNS) - A stabbing at a College Area bus stop left a man badly injured Friday, authorities reported.The 50-year-old victim was waiting for a bus in the 6900 block of El Cajon Boulevard when the assailant approached and began arguing with him shortly before 11:30 a.m., according to San Diego police.The quarrel ended when the stranger pulled a knife and stabbed the other man in the arm, then fled on foot, Officer Tony Martinez said.Patrol personnel applied a tourniquet to the victim's bleeding arm and performed CPR on him prior to the arrival of paramedics, who took him to a hospital for treatment of serious but apparently non-life-threatening trauma.Witnesses reported that the assailant -- described as a heavyset, heavily tattooed man in his 20s or 30s, wearing a red shirt and black bandana- style mask -- left the area eastbound and appeared to enter a nearby motel, police said. SAN DIEGO (CNS) - An El Cajon man was sentenced Friday to 14 years in prison for distributing fentanyl, some of which caused the fatal overdose of a former player for the San Diego Old Aztecs Rugby Football Club.Christopher Glenn Emison, 33, pleaded guilty earlier this year to a distribution of fentanyl count for selling more than 40 grams of the drug, some of which led to the death of 45-year-old Derrick Hotchkiss in his San Diego home on April 11, 2019.A co-defendant, 34-year-old San Diego resident Jeffrey Alden Blair, pleaded guilty in February and is due to be sentenced next month.Prosecutors say Hotchkiss had text messages on his phone indicating Emison sold him fentanyl the night before his death.Shortly after Hotchkiss' death, investigators searched Emison's home and vehicle and seized fentanyl, heroin residue, firearms, ammunition and other items indicating drug sales.Prosecutors say Emison admitted to knowing the fentanyl was dangerous and apparently sent text messages to Hotchkiss to warn him of the drug's strength but never received a response."Selling drugs is not a victimless crime. Selling drugs is a root cause of crime, cartel violence, the destruction of families and in this case, death," said DEA Special Agent in Charge John W. SAN DIEGO (CNS) - Federal agents with the Drug Enforcement Administration's San Diego Field Division made scores of arrests and seized thousands of pounds of methamphetamine during a recently concluded six-month crackdown on Mexican cartels that distribute the drug in the United States, the federal agency reported Thursday.Personnel with the local DEA unit, whose jurisdiction comprises San Diego and Imperial counties, conducted 29 investigations, captured 81 suspects, and impounded 4,462 pounds of methamphetamine and 9,000 in drug proceeds during the enforcement effort, dubbed Operation Crystal Shield."Although (the region has) been locked down since March due to COVID, DEA has been working hard to stop ruthless cartels from bringing methamphetamine into our communities," said John Callery, special agent in charge of the agency's San Diego-area division.Nationwide, agents completed more than 750 investigations, resulting in nearly 1,840 arrests and the seizure of more than 28,560 pounds of methamphetamine, .3 million in drug proceeds, and 284 firearms during the operation."In the months leading up to the launch of Operation Crystal Shield, communities across the United States experienced a surge of methamphetamine," DEA Acting Administrator Timothy Shea said. "The COVID pandemic locked down many communities and impacted legitimate businesses, but the drug trade continued."The crackdown was launched on Feb. 20, after investigators identified major methamphetamine trafficking hubs in Atlanta, Dallas, El Paso, Houston, Los Angeles, New Orleans, Phoenix, San Diego and St. Louis. SAN DIEGO (CNS) - County health officials reported 253 new COVID-19 cases and three new deaths Sunday, raising the region's totals to 38,300 cases and 682 deaths, as some local businesses prepared to re-open indoor operations Monday.Three men in their 80s died. All three had underlying medical conditions.Of the 5,360 tests reported, 5% returned positive. This is one of the two criteria now being used by the state to loosen or tighten restrictions on activities.The 14-day rolling average of positive tests is 3.7%, well below the state's 8% guideline. The seven-day average number of tests performed in the county is 6,775.Of the total positive cases, 3,099 -- or 8.1% -- have required hospitalization since the pandemic began, and 750 -- or 2% -- were admitted to an intensive care unit.County health officials reported two new community outbreaks as of Saturday, bringing the number of outbreaks in the past week to 19. One outbreak was in a health care setting and one in a business setting.The number of community outbreaks remains well above the county's goal of fewer than seven in a seven-day span. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households in the past 14 daysGov. Gavin Newsom released a new state system Friday that sorts counties into one of four tiers based on the extent of the area's COVID-19 outbreak,Restaurants, places of worship, movie theaters and museums will be allowed starting Monday to maintain up to 25% occupancy or 100 people -- whichever is less. Gyms may operate with 10% occupancy. Hair salons, barbershops and nail salons may operate indoors with normal capacity.Dr. Wilma Wooten, the county's public health officer, said the county would follow state guidelines that indicate retail businesses are to be restricted to 50% occupancy.All indoor businesses must still abide by social distancing- and face-covering mandates, as well as having a detailed safe reopening plan on file with the county.Wooten said San Diego County had made it to "tier 2," the only county in Southern California to earn that designation. The county still has a "substantial" COVID-19 presence, but unlike Orange, Riverside, Los Angeles and Imperial counties it is not considered "widespread."The two metrics the state was monitoring in that tier list include an old one -- the percentage of positive tests -- and a new one -- the number of daily new cases per 100,000 people. San Diego County is at 3.8% and 5.8 per 100,000 respectively. To make it to the next tier, the county must show rates of between 2% and 4.9% positive tests and between 1 and 3.9 new daily cases per 100,000 population.Because the county currently exceeds one of those numbers, it cannot start its path to the next tier.County Supervisor Nathan Fletcher said he felt the county was moving too quickly to reopen and should take a more measured response."My concerns are with the size, scope and speed of what is being reopened on Monday," he said. "While there are some lower risk entities that could safely reopen at this point, what we are doing is very similar to what we did in June with a large segment of indoor operations all opening at the same time. This led to a large increase in cases and required new restrictions."But even though I prefer a different path, the decision has been made and I will continue to work tirelessly to help us find a way to slow the spread, support our schools, and continue to help our community through this difficult time," Fletcher said.According to Wooten, there is a 21-day mandatory wait time before any county can move between tiers, and a county must meet the metrics for the next tier for two straight weeks. SAN DIEGO (CNS) - A regional stay-at-home order in effect in San Diego County and across Southern California due to surging COVID-19 hospitalizations is expected to be formally extended Tuesday, continuing a ban on all gatherings of people from different households and strict capacity limits at many businesses.The order, which covers an 11-county Southern California area, took effect at 11:59 p.m. Dec. 6 and was set to expire Monday. But with the region's intensive-care unit capacity at hospitals still effectively listed at 0%, Gov. Gavin Newsom said the order is all but certain to be extended."It is clear and understandable that it's likely those stay-at-home orders will be extended," Newsom said.A formal announcement had been expected Monday, but Newsom said the state was still compiling hospital and case data, and completing hospital-demand projections for the next four weeks."When we conceived of this framework, we are looking at projections four weeks out," he said. `We are looking at current case rates, positivity rates, looking at the community surveillance that we're doing and anticipating abased upon our modeling where that growth will be over a four-week period.He noted, however, that based upon large number of people who appeared to have ignored warnings against travel over the Christmas holiday -- and those who will likely so do over the upcoming New Year's holiday, the state is bracing for a "surge on top of a surge, arguably on top of, again, another surge."He said the official announcement on extending the order will be made Tuesday by Dr. Mark Ghaly, the state's Health and Human Services secretary.Newsom noted that COVID hospital admissions have begun to plateau across much of the state -- with the exception of Southern California, with Los Angeles, Riverside and San Bernardino counties continuing to be the hardest hit.Los Angeles County has rapidly become the epicenter of the pandemic in the state, with the state reporting more than 7,100 COVID-19 patients in hospitals, including more than 1,400 in intensive-care unit beds. Newsom said 96% of Los Angeles County hospitals diverted ambulances to other facilities at some point over the weekend due to overcrowding in emergency rooms -- up from a normal average of 33% of hospitals going on diversion.According to the governor, Los Angeles County hospitals on average spent 16 hours on diversion over the weekend, unable to find space for emergency patients.The Southern California region covers Los Angeles, Orange, Riverside, San Diego, Imperial, Inyo, Mono, San Bernardino, San Luis Obispo, Santa Barbara and Ventura counties. Restaurants are restricted to takeout and delivery service only. Hotels are allowed to open "for critical infrastructure support only," while churches would be restricted to outdoor only services. Entertainment production -- including professional sports -- would be allowed to continue without live audiences.Four of the five regions carved out by the state are under stay-at-home orders, covering 98% of the state's population. Only far northern California is not under a stay-at-home order.The order was triggered in each area when the region's ICU bed availability dropped below 15%. In some counties, the official ICU bed availability of 0%. That percentage does not mean that there aren't any ICU beds available, since the state adjusts the number based on the ratio of COVID- 19 patients being housed in the units.Newsom again had harsh words for counties and county officials who continue to "thumb your nose" at health orders. He singled out Riverside County, where Sheriff Chad Bianco has publicly criticized Newsom and said his agency would not be "blackmailed" into becoming an enforcement arm of state health officials.Newsom has said repeatedly that counties that don't adhere to health restrictions would lose state funding."We're in the midst of a pandemic," Newsom said. "I don't know what more evidence you need, particularly, as highlighted, Riverside County is experiencing what they're experiencing in ICUs and hospitals and lives lost. I mean, what more evidence do you need that trying to enforce good behavior will actually save lives? It's a noble and right thing to do. To dismiss as many have in the past and some of the same folks ... some still holding onto this as a hoax or face coverings don't matter. ... They're not helping. They're not advancing that cause, and so we will be assertive as we have been, we will be aggressive, as we have been."Bianco, in a video message posted online earlier this month, called state health mandates "flat-out ridiculous," while calling Newsom's stances hypocritical in light of his criticism of the federal government for withholding funds from states, and following Newsom's well-publicized attendance at a dinner party in spite of his own regulations against such gatherings.Bianco told residents in his message to wear a mask and practice social distancing, but said, "While the governor's office and the state has threatened action against violators, the Riverside County Sheriff's Department will not be blackmailed, bullied or used as muscle against Riverside County residents in the enforcement of the governor's orders." 5843
