BEIJING, Feb. 28 (Xinhua) -- The 11th Panchen Lama Bainqen Erdini Qoigyijabu was among 13 people who on Sunday became new members of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), the country's top advisory body.Their memberships were approved by a meeting of the Standing Committee of the CPPCC National Committee, which closed on Sunday.The three-day meeting also appointed Qian Yunlu as secretary-general for the third session of the 11th CPPCC National Committee and 21 others as vice secretary-generals.  The 11th Panchen Lama Bainqen Erdini Qoigyijabu (front R) attends the 8th National Congress of the China Buddhism Association in Beijing, capital of China, on Feb. 1, 2010.The annual session will begin on March 3.

BEIJING, March 21 (Xinhua) -- Chinese leaders have urged police chiefs across the country to step up their efforts in capability building to do good work in solving social conflicts and safeguarding stability.In his written instruction to a training session for city-level public security bureau heads, Zhou Yongkang, Standing Committee member of the Political Bureau of the Communist Party of China Central Committee, told the police chiefs to strengthen their studies and exchanges, and continuously enhance their management capabilities to push forward the solving of social conflicts.Zhou also called for a harmonious relationship between the police and the people.State Councilor Meng Jianzhu, who is also minister of public security, said at the opening ceremony of the training course on Saturday that public security authorities should explore new measures to enhance their capability in safeguarding national security and social stability.About 470 police bureau chiefs attended the training session which will last for 10 days.

BEIJING, Jan. 27 (Xinhua) -- The government and enterprises should continue to step up efforts in pollution and emission control to ensure targets set previously are met, according to a meeting of the State Council.The government should "slack no efforts" to cut pollutants and emissions to meet the targets as the situation remains "grave", according to a statement issued Wednesday after the councils' executive meeting chaired by Premier Wen Jiabao.The government set the goal to cut emissions of major pollutants, sulfur dioxide and chemical oxygen demand (COD) by 10 percent from 2006 to 2010, the 11th Five-Year Plan period.According to the meeting, the central task at present is to ensure pollution treatment facilities run normally.Vigorous efforts should be made to cut pollution from sectors including thermal power, iron and steel, non-ferrous metal, cement, paper making making, chemical, brewing and printing and dyeing, it said.The statement said the toughest standards should be applied in the management of water resources to ensure safe drinking water for people.Emissions of sulfur dioxide in China dropped 10.4 percent last year compared with that of 2008, Minister of Environmental Protection Zhou Shengxian said Monday.Zhou said the country's COD and emissions of sulfur dioxide fell for four consecutive years after the targets were set at the beginning of 2006.

  

BEIJING, March 19 (Xinhua) -- Severe drought has affected 51 million Chinese and left more than 16 million people and 11 million livestock with drinking water shortages, China's State Commission of Disaster Relief said Friday.About 4.348 million hectares of farmland were affected and 940,200hectares would yield no harvest, the commission said in a statement.Since autumn last year, southwest China, including Yunnan, Sichuan and Guizhou provinces, Guangxi Zhuang Autonomous Region and Chongqing Municipality, has received only half its annual average rainfall and water stores are depleted. Photo taken on March 17, 2010 shows the thirsty fields of a terrace in Donglan County, southwest China's Guangxi Zhuang Autonomous Region. The drought in Donglan County, one of the drought-stricken areas in Guangxi, had affected 82,300 Mu (5486 hectares) of farmland by March 17 and 81,600 people were denied easy access to drinking water. The local government and people were mobilized to fight against the drought here.The commission said the ministries of finance, agriculture, civil affairs and water resources had appropriated more than 370 million yuan (54.4 million U.S. dollars) to the provinces, autonomous region and municipality to combat the drought.The funds are generally to be used to purchase drinking water, equipments and supplies for urgent water construction projects.More than 4,000 troops of Chinese People's Armed Police Force (PAPF) in Sichuan, Guizhou, Yunnan, Guangxi and Chongqing have been mobilized to help rural residents with water supplies.The PAPF detachment in Yuxi, Yunnan Province, has supplied more than 17 tonnes of its water reserve to 176 households in the province. In Sichuan, PAPF troops used their machinery to help pump underground water.In Guangxi, the PAPF troops transported water in trucks to 13 remote villages which were home to more than 7,000 farmers and 6,000 livestock.Weather forecasts show no obvious indications of rain in the drought region in the next 10 days.

  

BEIJING, Feb. 18 (Xinhua) -- China's operational high-speed railways have exceeded 3,300 kilometers, leading the world in both length and technologies, the Ministry of Railways said on its official website Thursday.Last year China finished two high-speed railways between Wuhan-Guangzhou and Zhengzhou-Xi'an, with an operating speed of 350 km/h. Before that, China had built high-speed railways between some of its major cities, including Beijing-Tianjin, Shijiazhuang-Taiyuan, Qingdao-Jinan, Hefei-Wuhan and Hefei-Nanjing.A number of new high-speed railways are being built and will be finished in the coming few years, of which the Beijing-Shanghai line has a length of 1,318 km and a designed travel speed of 350 km/h. Construction of the line started in April 2008 and would finish in around five years. It would cut travel times between the two cities to only five hours from about 12 hours.High-speed trains wait for departure at Guangzhou south railway station in Guangzhou, capital of south China's Guangdong Province, on Jan. 30, 2010. The Asia's biggest railway station came into use on Saturday, the first day of Chinese spring festival transport rush of 2010.China's railway links had expanded to 86,000 kilometers by the end of 2009, the world's second longest only after the United States.Railway passengers topped a record 1.53 billion last year. Cargo transportation hit 3.32 billion tonnes, according to the ministry.Railway investment surged 80 percent to 600 billion yuan in 2009 boosted by the 4-trillion yuan stimulus package. The government has planned a record 823.5 billion yuan for 2010 to extend the network to 90,000 kilometers by the end of this year.
