CHULA VISTA, Calif., (KGTV) — More and more San Diegans are rushing to get tested for COVID-19, but the wait times at some South Bay locations are hours long.Cars wrapped around the South Chula Vista Library as hundreds of people are waited to be tested for the coronavirus."Testing is just something that we all need to be doing regularly right now," Nancy Maldonado, CEO of the Chicano Federation, said.Recently, the lines and wait times at the county's free testing sites have been getting longer, especially in the South Bay. Maldonado says this area is home to many Hispanic or Latino San Diegans who have front line jobs, with greater exposure to the virus."The other reason is the multi-generational housing, and the lack of housing here in San Diego," Maldonado explained.At its peak, Hispanic and Latinos made up 63% of the County's infection rate, despite only being 34% of the population. Most recent statistics show that number dropped to 57.7%."It's still high, and it's still alarming, but we have seen that number start to come down," Maldonado said.It's thanks to community organizations like the Chicano Foundation and the San Diego Latino Health Coalition that take away the stigma of testing. They offer resources for those who test positive, support for families, and even quarantine locations."There are resources available, so they don't have to stay within that household," Maldonado said.But there are still some obstacles. There have been reports of many people going to Aquatica, not knowing about the "appointment only" system. The city is covered by an Urban Agriculture Incentive Zone which allows owners of more than 170 qualifying properties to submit plans to turn the land into community gardens or other agricultural uses.The program, created by a 2014 law, would lower property taxes based on per-acre value of the irrigated farmland.City officials say the aim of the plan is to increase green spaces, build community and educate the public about fresh food production."It's a great way to utilize parcels that maybe haven't been developed to their full potential," Supervisor Greg Cox said. "I think that's something we ought to see, frankly, in the other 16 cities in San Diego County and the unincorporated area."San Diego became the county’s first city to adopt the program in 2018 with 2,000 properties eligible for the program.Property owners must now apply with the city. CHULA VISTA, Calif. (KGTV) — Four students at Montgomery High School were arrested Halloween Day during a state-mandated lockdown drill at school. The arrest is causing controversy, and many are now questioning the decision to carry out real arrests during a drill. It was a short 15-minute drill. No one in, no one out. “The whole school was on lockdown and everyone was in their classes. And we had to stay inside because cops came,” student Ernesto Miranda said. Police presence during a lock down is protocol. However, this time, four students were taken away in cuffs. Some are now criticizing San Diego Police officers’ unusual arrest strategy, accusing the department of suing the drill as a ruse to arrest the students under investigation. “It shouldn’t be, like use the lockdown as an excuse to OK, bust down these kids,” student Derek Uribe said. 10News spoke to Sweetwater Union High School District spokesman, Manny Rubio, who told us over the phone, this is the first time the district has ever agreed to cooperate in this kind of arrest. Montgomery High School’s state-mandated lockdown drill was planned for Tuesday, Nov. 13. But on Oct. 29, Rubio said SDPD requested the district to move the drill up sooner, because they urgently needed to make an arrest on campus. The school agreed. They immediately notified students and parents that there would be a drill sometime that week, before noon. Two days later, Rubio said the school carried out the drill. During the 15-minute drill, school stage brought each student in question into the office, where they were arrested by San Diego Police. Rubio said the school made sure to minimize the effects onto the 1,800 students and 100 staff, making the arrests away from classrooms. "I want to be a cop so I think it's smart to not make it a big deal and come in and everything. Just [during] a lockdown drill,” Miranda said. The police department, the school district, nor the District Attorney’s office would specify the exact charges the students face.
