SAN DIEGO (KGTV) -- A woman was arrested late Wednesday night after a crash off Interstate 805 that left her car engulfed in flames.The incident occurred at around 11 p.m. in an area off southbound I-805, near Clairemont Mesa Boulevard.ABC 10News learned the woman was involved in a two-vehicle wreck that then caused her Nissan 350Z to burst into flames.The driver was able to get out of the vehicle without major injuries; the driver of the other car was not injured.It took responding fire crews over 20 minutes to knock down the blaze.The Nissan’s driver was treated at the scene before she was arrested on unspecified charges. 639

SAN DIEGO (KGTV) -- A tortoise no longer on the loose is still waiting for its rightful owner in East County.The tortoise, believed to be an older male, was found Thursday by Heartland Paramedics.It was roaming the streets of El Cajon and is now staying at the El Cajon Animal Shelter.Workers there say this is not a situation they often face.“Not in the City of El Cajon," said Shelter Manager Jill Jones. "Perhaps in outer-lying counties, they have a little more tortoise traffic, but we generally do not."A family who saw the original 10News story believed the tortoise was their beloved pet Frankie who went missing a week ago. However, upon arrival at the shelter, they quickly realized this tortoise was much larger.If you believe the tortoise is yours, you can go to the shelter during regular business hours. SAN DIEGO (KGTV) -- A training issue led to more than a dozen voters throughout San Diego County receiving the wrong ballot. According to Registrar of Voters Michael Vu, the issue affected fewer than 30 voters at satellite locations throughout the county. Luckily, the Registrar of Voters was able to quickly catch and correct the issue. SAN DIEGO (KGTV) -- All evacuation orders and warnings have been lifted following a brush fire that erupted in San Diego's Talmadge neighborhood Tuesday afternoon. The fire started after 1 p.m. on Fairmont Avenue and Aldine Drive near Central Elementary School. The fire could be seen burning up a canyon in the area as smoke billowed into nearby neighborhoods. At times, flames came within 200 feet of homes. Evacuations were briefly ordered for Norma Drive, Constance Drive and Natalie Drive. The Hoover High School football field had been set up as a temporary shelter.RELATED: Check today's forecastThe fire also knocked out power to thousands in the area, but electricity was restored around 5 p.m. The fire sparked amid elevated fire weather concerns. Gusty offshore winds are expected in the mountains and foothills through Wednesday with afternoon humidity between 15 and 25 percent. SAN DIEGO (KGTV) -- An online petition is growing among San Diego State University students who feel they should be partially reimbursed for tuition and other campus fees because of the pandemic. SDSU senior Kelsey Santin created the petition on Change.org Monday night. Since then, the petition has received over 3,000 signatures. Santin argues that since the way of learning has changed, so should the amount they have to pay. She also says they're paying for campus fees for services they aren't able to access on campus. SDSU started the school year with limited in-person classes and returned to all online learning after hundreds of students tested positive for COVID-19.ABC 10News reached out to SDSU for comment and a spokesperson referred us to the CSU System. A spokesperson from CSU says the money for tuition covers instruction, which students are still receiving online. Campus-based mandatory fees for things like the health center and advising are still available in a virtual format. Other mandatory fees, the spokesperson says, are fees that fund facilities that are often of a result of student referendums voted and approved by students, for things like construction or renovation of a facility.
