BEIJING, June 6 (Xinhua) -- The Communist Party of China (CPC) Central Committee and the State Council, China's Cabinet, on Sunday jointly issued the country's Medium and Long-term Talent Development Plan (2010-2020), which sets a blueprint for creating a highly skilled national work force.The plan says as part of China's modernization process, people's education must be improved. China has to transform itself from being labor-rich to talent-intensive.The plan aims to increase the ratio of citizens with a higher education background in the work force from 9.2 percent in 2008 to 20 percent by 2020.The plan lists six major categories of "talent" that the government will help cultivate, ranging from political leaders, entrepreneurs to high-tech researchers and professional social workers.By 2020, more than 85 percent of government officials will have four years of college education, it says.The government will conduct large-scale training programs to encourage more college graduates to work in China's rural areas to help local farmers live a better life, the plan says.In terms of professional social workers, the plan says the government will put measures in place to train about 3 million social workers by 2020.

The Mongolian side reiterated its firm adherence to the one-China policy and strong support to China on the questions of Taiwan and Tibet.In Myanmar, Wen said China respects the Myanmar government and people for their choice of a development path in line with this country's conditions, and wishes Myanmar stability, unity and development. BEIJING, May 20 (Xinhua) -- As the curtain is about to rise on the upcoming second round of the China-U.S. Strategic and Economic Dialogue (S&ED), to be held in Beijing on May 24-25, the world's attention will again focus on the Chinese capital.Chinese Vice Foreign Minister Cui Tiankai said Thursday that in order to achieve positive results from the dialogue, China will strengthen communications, enhance mutual trust and deepen cooperation with the United States.Analysts say this round of talks is of special significance because it signals a new consensus reached by the two sides after overcoming certain obstacles in their relationship.MOVING TOWARDS THE SAME DIRECTIONThe history of Sino-U.S. relations is full of twists and turns, so every step forward and every turn for the better is precious.The second S&ED will be another positive turn for both nations after they overcame a number of complicated problems in their relations.After Barack Obama took over the White House last year, Sino-U.S. relations got off to a good start. Under a consensus reached by President Hu Jintao and Obama in London in April last year, the first S&ED was successfully held in Washington in July of that year and achieved fruitful results.However, from the end of 2009 to the beginning of 2010, Sino-U.S. relations had been seriously interrupted and bilateral cooperation greatly affected by a series of events, including the U.S. arms sales to Taiwan and U.S. leaders' meeting with the ** Lama.At that time, many outside observers doubted whether Washington would be able to cease those interruptive actions and pave the way for achieving positive results at the second S&ED.In April, Hu met Obama in Washington while attending the Nuclear Security Summit. During that meeting, Hu put forward a five-point proposal for developing Sino-U.S. relations, and called for "respecting each other's core interests and major concerns and ensuring healthy and stable development of Sino-U.S. relations."Obama responded positively to the proposal, promising to build a stronger U.S.-China relationship, respect China's core interests, and carefully handle sensitive issues.The meeting was widely believed as a successful one that was significant to the development of Sino-U.S. relations."The recent improvement in Sino-U.S. relations is of course related to China's firm insistence on its right positions," said Zhou Shijian, a senior fellow at the Sino-U.S. Relations Research Center of Qinghua University.In recent days, U.S. Ambassador to China Jon Huntsman also said frankly in Washington that due to certain decisions such as the arms sales to Taiwan made by the Obama administration earlier this year, the U.S.-China relationship went through many difficulties and challenges for several months. But that difficult period has gone, and the bilateral relations have entered a new phase.UNIQUE SIGNIFICANCE OF A UNIQUE MECHANISMIn a recent interview with Xinhua, Taiya Smith, the former lead negotiator for the U.S.-China Strategic Economic Dialogue at the U.S. Treasury Department, likened the two countries to two giant ships in the sea.She said when the two ships sail toward each other, they need to know the other's course. The S&ED is a unique mechanism to serve that purpose.Under the mechanism, the two countries are able to hold serious discussions once a year on strategic, comprehensive and long-term issues of mutual interest so that they will be able to deepen mutual understanding, enhance mutual trust and promote cooperation.Many analysts agree that this round of dialogue will be significant both for bilateral relations and the world situation as a whole.

  

BEIJING, April 27 (Xinhua) -- Suspected criminals found innocent or those whose cases prosecutors drop after excessive long periods of detention should be compensated by the state, according to a law amendment discussed by lawmakers Monday.The draft amendments to the State Compensation Law were submitted for their fourth reading to a four-day session of the National People's Congress (NPC) Standing Committee, or the top legislature.According to the Criminal Procedure Law, police can detain those committing crimes or suspected of crimes. The first plenary of the 14th session of the Standing Committee of the 11th National People's Congress (NPC), is held in Beijing, capital of China, on April 26, 2010.The Criminal Procedure Law says police should limit detention to three days and bring cases to prosecutors within those three days.The period could be prolonged by one to four days "in special cases," and to a maximum of 30 days for extremely serious crimes.Members of the NPC Standing Committee say the draft amendments should explicitly stipulate that those who have been detained illegally are entitled to compensation. Those who have been detained beyond the legally permitted period should be entitled to state compensation, the members said.Hong Hu, vice chairman of the NPC Law Committee, briefed lawmakers on the draft amendments.According to the NPC, the amendments aim to better defend people's rights from being violated by the State.It is hoped the amendments will enhance protection of detainees' rights.The current law took effect in 1995.State laws or amendments usually go through at least three readings before being adopted by China's top legislature.Top legislator Wu Bangguo presided over the session which opened Monday.

  

BEIJING, April 22 (Xinhua) -- The Chinese government announced a string of emergency measures Wednesday to provide convenient financial services for people in the quake-hit Qinghai Province and to support reconstruction.The People's Bank of China, the central bank, would lower the deposit reserve ratio for financial institutions in the quake area by 1 percentage point from Wednesday to help increase lending, said a statement posted on the website of the central bank.It would also reduce its rediscount rate for local Rural Credit Cooperatives by 1 percentage point to ease their financial burden.The rediscount rate is the interest rate charged to banks and deposit institutions when they borrow money from the central bank.The return of loans extended before the earthquake was not imperative until June 30, 2011. Residents and companies would be exempted from bad credit records if they could return their loans before the deadline, the central bank said.The statement urged local banks to resume business as soon as possible to meet rising demand for financial services.They should set up temporary outlets in tents, extend office hours and take measures to ensure adequate cash supplies so that residents could deposit and withdraw money conveniently.The measures were jointly introduced by the People's Bank of China, the China Banking Regulatory Commission, the China Insurance Regulatory Commission and the China Securities Regulatory Commission.The 7.1-magnitude quake struck the Tibetan Autonomous Prefecture of Yushu on April 14, leaving 2,183 people dead, 84 missing, and 12,135 injured as of Wednesday.
