CHULA VISTA (KGTV)-- It was back to school--virtually--for the Sweetwater Union High School District. They are the first school district in the county to start the year.Some parents said the one issue they ran into was technical problems. Gina Chavez, a mother of three and an elementary school teacher, said two of her three kids dealt with issues getting started. She said day one was "crazy."“My daughter started the day without an advisory class and no code for her science class,” Chavez said.Her other daughter couldn’t log onto her iPad, issued by the school district. “We had to scramble. I got my work computer, was able to log her on that way. [I] had to do a trouble ticket.”Two of her children have special needs and are on IEPs, individualized education programs. There still some question about how that will be handled in a remote environment.“I still haven’t heard anything as far as how they are going to specifically address his goals. I’m still waiting and if I don’t hear by the end of the week, I will be reaching out to figure that out,” Chavez said.A district spokesperson said roughly 9,400 devices were distributed last week. The majority of students were able to hold on to their devices from last year.Regarding technical problems, spokesperson Manny Rubio acknowledged the issues, but said the “issues are being resolve fairly quickly.”“It seems as though the great majority of students were logged in and had access to their classes,” Rubio wrote in an email to ABC 10News. “We do have our IT staff as well as school site staff available to answer questions and resolve issues.”Under the distance learning model, students are block schedules with three classes per day. There will be 30 to 45 minutes of virtual face time with the student’s teacher. The remaining time will be independent study, according to the plan released by the district.“I feel like I was torn in three different directions this morning trying to help every child get where they needed to be,” Chavez said. “If I had work today… I think I would have been in tears.”Chavez said she hopes the glitches get resolved by the end of the week.The Sweetwater Union High School District is facing many challenges, including a roughly million budget shortfall.An audit of the district conducted by the independent state agency Fiscal Crisis Management Assistance Team (FCMAT) showed there was enough evidence that fraud or misappropriation of funds may have occurred within the district. 2491

CHULA VISTA, Calif. (KGTV) -- A former longtime employee of the Sweetwater Union High School District pleaded not guilty Tuesday afternoon to felony charges of embezzlement. Danya Williams, 42, is charged with embezzling more than ,000 over 18 months beginning in June of 2017. Williams worked for the district for 17 years in the accounting department and most recently human resources. According to prosecutors, she was in charge of taking money orders to pay for background checks of job applicants. She's accused of altering the money orders; making them payable to herself. Prosecutors say she deposited 800 money orders into her own personal account. "Some that weren't hired can request them back. When some of them were asked for them back, they discovered they were never deposited into an account," said Deputy District Attorney Kimball Denton. Williams resigned from the district when the allegations surfaced. She's out of jail on a ,000 bond. She could face four years in prison if convicted. She has no criminal record. "It's very disappointing and sad when people who we trust within our school communities do brazen things like this that breach that trust and we're going to be holding her accountable for her actions." "She probably ranks in the top ten of the most nervous I've ever had. She's about to have a breakdown today. She's extremely nervous, and again, she's the nicest person you'll ever meet. CHULA VISTA, Calif. -- Owners of vacant or blighted property in Chula Vista will now be able to get a tax break in exchange for growing fruits and vegetables.The plan was approved Tuesday by the county Board of Supervisors. The city is covered by an Urban Agriculture Incentive Zone which allows owners of more than 170 qualifying properties to submit plans to turn the land into community gardens or other agricultural uses.The program, created by a 2014 law, would lower property taxes based on per-acre value of the irrigated farmland.City officials say the aim of the plan is to increase green spaces, build community and educate the public about fresh food production."It's a great way to utilize parcels that maybe haven't been developed to their full potential," Supervisor Greg Cox said. "I think that's something we ought to see, frankly, in the other 16 cities in San Diego County and the unincorporated area."San Diego became the county’s first city to adopt the program in 2018 with 2,000 properties eligible for the program.Property owners must now apply with the city. The city says properties must be at least 0.1 acres, but no more than three acres and the entire property must be dedicated to agricultural use.If approved, the property owner and city would enter into a five-year agreement. 1315

(KGTV) - Chula Vista neighbors are dealing with the aftermath of a San Diego Gas and Electric equipment malfunction that triggered a power outage and caused their homes to smoke.Residents on Country Club Circle told 10News about the outage Saturday night. Electricity was restored and everything seemed fine, they said, but they woke up to sparked outlets, smoke and fire Sunday morning.“Every single room sounded like someone came in with gunshots,” said Mona Hernandez. “My girls got up screaming ‘fire’ in one of the rooms and I thought they were on fire. I feared they were actually on fire until I got to see them.”SDG&E said the equipment failure involved a transformer and affected more than 400 homes in the area.One woman said she was concerned about her air conditioning and heating working for her son.“He’s disabled. We need the heater to use. He's going to have open brain surgery next week. You people from SDG&E should have been out here.”She also said her smart television was destroyed by the outage and feels she deserves more than what SDG&E is offering to replace it.“ for a Toshiba smart TV is not very nice.”SDG&E said it has representatives assisting customers with claims. La Bella Pizza Garden is one such mom and pop shop.10News anchor Kimberly Hunt stopped by this 1950s pizza parlor, now run by Tony Raso.“I used to roll pizza and make meatballs in the 70s”, says Raso.Raso proudly displays photos of his mother and father, who opened the restaurant almost 60 years ago.“That's his delivery vehicle in the 50s. He says their customers are family too. “When I'm working up front, they come in and say my grandparents came here, we come here, our kids come here, You can't stop that, you've got to keep it going," said Michael Raso.
