SAN DIEGO (KGTV) - A growing number of apps and online video games are creating new opportunities for hate groups to recruit young people with little oversight, experts say.The information comes about a month after a 19-year-old honors student allegedly shot four people inside a Poway synagogue, killing one person.Dr. Peter Simi, a Chapman University professor who has studied hate groups for more than 20 years, say they are feeling emboldened in a way not seen before. Simi pointed to the charged anti-immigration and anti-Muslim rhetoric that has become mainstream has given the groups new confidence. "We have a long history of these groups that we don't talk nearly enough about because we're in kind of the denial game," Simi said. "The last several years, the white supremacist movement is emboldened in a way that certainly goes beyond anything I've seen in 24 years."RELATED: Shooting at Poway synagogue leaves one dead, three injuredSimi said the groups will use a soft-sell method, drawing people in with subtle white supremacist ideas. They use that introduction as an avenue for further discussion before growing more explicit. The groups, which have posted fliers on San Diego college campuses, are also recruiting young people through apps and video games.For instance, a suspected hate group targeted Ben Hedgspeth's 17-year-old son through a meme app."They were coming from a particular religious background and they were trying to recruit him into their online chat space," he said. "It frustrates me to know that those people are out there approaching our children."Simi said ignoring the groups won't work and schools aren't always doing enough. To start, subscription programs like Circle and Bark can do things like filter content and set limits. Bark will also alert parents to communication such as hate speech, sex acts and depression. But there's one place safeguards still lag: Video games. Bark Chief Parenting Officer Titania Jordan said it's because people communicate verbally - via headset - on popular online games like Fortnite, Roadblocks and Minecraft. "The video gaming platforms are a black box; they are a closed system," Jordan said.RELATED: Poway synagogue suspect pleads not guilty to federal hate crime chargesJordan said predators will pretend to be young, even if they are not. She said children need to be instructed never to divulge any personally identifying information that can make them easy to locate, and then lured into a private chat. Bark also offers a free tool for parents to enter their technology and get specific instruction on how to turn on parental controls. 2767

SAN DIEGO (KGTV) -- A group of women is trying to appeal the decision by a judge to release the 'Bolder than Most' rapist, Alvin Quarles. Quarles is set to be released in Jacumba Hot Springs by Nov. 30. The women, including two of his victims, created a petition called Your Voice has Power. They are collecting signatures to be delivered to District Attorney Summer Stephan's office. Cynthia Medina and Mary Taylor were both assaulted by Quarles in the late 1980s. They are worried that he will re-offend when he's released. "He will re-offend. I fear for your daughter, your sister, your grandmother, your mother, your boyfriend, your son," said Medina. Judge David Gill ordered the 56-year-old's release at a hearing on October 12th. He will be forced to wear a GPS tracker. Quarles earned his nickname because authorities said he attacked women at knifepoint while they slept and often forced his victim's male partner to watch or participate in the sex crimes. Jacumba Hot Springs residents call the release outrageous, saying it's not the first time a sexual predator has been released into their community. "It's become the junkyard for these terrible criminals. It's like setting off a bunch of wild tigers out in the community," said Alice Keyser, a 15-year resident. Summer Stephan has gone on record saying that she disagrees with the judge's decision and that her office is looking at all options to reverse Quarles' release. If you'd like to sign the petition click here. 1572

SAN DIEGO (KGTV) -- A man died Sunday morning after California Highway Patrol says his car flipped over before slamming into a tree in National City. According to CHP, the crash happened around 3 a.m. on I-805 south near Plaza Boulevard. Officers say the vehicle was speeding when the driver lost control and flipped several times before hitting the tree. The crash was the second deadly collision on the 805 south in two days. Saturday morning, a wrong-way driver crashed into another vehicle on I-805 south near the I-8 connector. According to CHP, both drivers were taken to the hospital with life-threatening injuries. The wrong-way driver later died at the hospital. 832

SAN DIEGO (KGTV) -- A man died following a shooting in downtown San Diego Thursday evening, police said.The shooting was reported just after 9:40 p.m. near the intersection of 5th Avenue and E Street in the Gaslamp Quarter, according to San Diego police.According to police, an altercation broke out between a man and his companion and a third man. Police said during the altercation, the third man produced a handgun and shot one of the men in the upper torso. The suspected shooter and the victim's companion both fled the scene.The victim was rushed to UC San Diego Medical Center for treatment, but he later died from his injuries. Police identified him as a 22-year-old Hispanic male.While the victim's companion was found a short distance away, police are still searching for the gunman. The suspected shooter was described as a Black male with braided hair, between 20-40 years of age, and wearing a bandana or rag over his face. He was last seen wearing dark clothing and running on eastbound E Street.Police are interviewing witnesses and viewing surveillance video footage from area businesses as part of the investigation. 1141
