SAN DIEGO (KGTV) – A suspicious backpack prompted a bomb squad response downtown Tuesday afternoon. According to San Diego Fire-Rescue, the incident unfolded around 3:30 p.m. just outside the federal building on the 800 block of Front Street. Authorities say a security guard at the building saw a man acting suspiciously before tossing a military backpack into a planter. After using special equipment to examine the bag, the bomb squad found only personal items inside the bag. SAN DIEGO (KGTV) -- A San Diego-based financial investment advisor is being accused of running a Ponzi scheme targeting mostly elderly victims who planning for retirement, and taking more than million, according to bankruptcy court records.Sharon and David Vega said they started working with Christopher Dougherty about 17 years ago. A few years ago, Sharon Vega said that he recommended to take money “out of the TD Ameritrade and place it in private placement in farm subsidy accounts.”The Vegas trusted him and placed approximately ,000 in these new accounts. They said they continued to receive statements showing how their money was doing, but they started to see red flags. Sharon Vega said when checks bounced, Dougherty gave various excuses.She showed Team 10 one bounced check where Dougherty claimed “there was a mix-up at the bank.” They decided to sever ties and asked for their money back.“He said no problem, he would start on it right away,” Sharon Vega said. However, she said that did not happen. She showed Team 10 several text messages from Dougherty late August into early September promising their money. One message said the transfer was “already in motion. Should see it shortly.”“We have not received any funds back. He filed bankruptcy and he’s trying to have ours discharged with many other people’s,” Vega said. She said the ,000 was money they had been saving to try and help their grandchildren with college.In bankruptcy court documents, the United States Trustee wrote Dougherty’s “deception is the basis of a Ponzi scheme.”“[Their] practice of using new investment money to pay existing investors dividends and principal gave the false impression that the payments received by investors came from earnings and profits or from a return of their principal,” the documents said. “It’s devastating,” said Jerry, another former client of Dougherty. He and his wife declined to use their last name.Jerry and his wife Diane told Team 10 they invested more than million with Dougherty over the years. At first, it was with traditional accounts. They said he later convinced them to invest in an Alpine farm. They thought they were diversifying their retirement money, but what they know now is everything they saved for is gone and what happened to their funds is unclear. Like Sharon and David Vega, they said Dougherty kept sending them statements.“We rely upon our children now,” Jerry said. “We can’t even afford a burial plot.”In 2011, Dougherty was charged for stealing money from a youth baseball league. He was ultimately sentenced to three years summary probation, according to the District Attorney’s Office. SAN DIEGO (KGTV) - A Syrian refugee who took his Uber passenger across the U.S.-Mexico border into Tijuana was detained last week by Customs and Border Protection officers.Hussam Abdul Noor immigrated to San Diego one year ago and was in the process of applying for a green card to stay in the United States, according to his former coworker Wally Ghamraoui.Noor supported his wife and two children by working at a gas station in El Cajon. He had refugee employment authorization document. Two weeks ago, Noor began working as an Uber driver, Uber confirmed. Noor wanted the job because the pay was better, said Ghamraoui.RELATED: ICE releases UC San Diego student detained at border Last Wednesday, Noor took an Uber passenger across the border into Mexico. An Uber spokesperson said the passenger must have requested the trip because it is not possible to order a ride across the U.S.-Mexico border through the Uber app.Noor's wife woke up at 3 a.m. and noticed he wasn't home. "He sent her a What'sApp message that don't be afraid, I got held up at the border and I should be back home soon," family friend Nibras Maleh translated.When Noor tried to drive back into the U.S., he was detained at the border by customs officers. "I'm concerned," Ghamraoui said, tearing up, "I hope they don't deport him, he need to fix, to learn something from his mistake."Attorney Lilia Velasquez works in immigration law and said anyone with Noor’s immigration status is not allowed to leave the United States during the legal process. SAN DIEGO (KGTV) - After releasing a new study showing the link between free, unstructured play and increased brain development, doctors may now start prescribing playtime for young children.The study, titled "The Power of Play" by the American Academy of Pediatrics, says free, unstructured play, "is brain building, a central part of healthy child development, a key to executive function skills, and a buffer against the negative impacts of stress. Furthermore, play builds the bond between parent and child."The study blames an increase in strict scheduling, more screen time and parents' safety concerns as reasons why play time has dropped by as much as 25% over the last 30 years.The AAP is now advising its member-pediatricians to prescribe playtime to kids when they come in for wellness exams and check-ups."The benefits of play cannot really be overstated in terms of mitigating stress, improving academic skills and helping to build the safe, stable and nurturing relationships that buffer against toxic stress and build social-emotional resilience," says Michael Yogman, MD, FAAP, lead author of the AAP report.Local child development experts in San Diego agree, saying free play gives kids life-long skills."That's exactly what children need, especially in pre-school," says Andrea Wilson, the Manager at Rady Children's Hospital's Alexa's Playful Learning Academy for Young Children."That's the opportunity for them to turn-take, build empathy, use their communication skills, learn to be team players."Wilson's school emphasizes unstructured play in its classes. SAN DIEGO (KGTV) — An apparent SDG&E scam reported by a North County couple turned out to be an actual warning to evacuate, just not for them.The power company is calling a recent interaction with a Poway family a "misunderstanding," after the family believed they had been scammed by someone posing as the company.The Chavez family told 10News this week they received a phone call from someone saying they worked for SDG&E, telling them they needed to evacuate their home while work was being using a helicopter.The message said, “it requires a helicopter. The helicopter is required from the FAA to have certain properties, like yourself, evacuate the home.”ORIGINAL STORY: Family urging San Diegans to be aware of a possible new SDG&E scamAfter calling SDG&E to confirm, they were told there was no work going on in their area. The family believed they had been scammed. But it turns out, the phone call was true — for a different neighborhood.According to SDG&E, FAA does require residents to leave their homes when work is being done in their area requiring a helicopter and special construction.However, when the Chavez family called SDG&E, they didn't use the number the original caller provided.
