SACRAMENTO (AP) — California on Thursday temporarily banned insurance companies from dropping customers in areas affected by more than a dozen recent blazes, invoking a new law for the first time as homeowners in the wildfire-plagued state struggle to find coverage while carriers seek to shed risk.The order from Insurance Commissioner Ricardo Lara will last for one year, and it only covers people who live inside or next to the perimeter of 16 different wildfires that burned across the state in October. The Department of Insurance estimates the moratorium will affect 800,000 policies covering millions of people in portions of Los Angeles and Riverside counties in Southern California and Sonoma County in the northern part of the state.The move comes as regulators are aggressively trying to assist homeowners in wildfire-prone areas who say they are being pushed out of the commercial insurance market as climate change makes fires larger and more frequent.RELATED: Cal Fire: Acres burned across the state is much lower in 2019 than 2018Seven of the 10 most destructive wildfires in California history have happened in the last five years — including 2018′s Camp Fire, which destroyed roughly 19,000 buildings and killed 85 people in and around the Northern California town of Paradise. That blaze alone generated more than billion in insurance claims, according to the Department of Insurance.Since 2015, state officials say insurance companies have declined to renew nearly 350,000 policies in areas at high risk for wildfires. That data does not include information on how many people were able to find coverage elsewhere or at what price.One of those homeowners is Sean Coffey, who said he and his wife have struggled to maintain fire insurance on their home in Oakland.“The pattern repeated itself almost every year since we bought our house. We would have (coverage) for 10 months. In the fall, we would get a notice we are being dropped,” he said.RELATED: Study: Alien grasses are making more frequent US wildfiresCoffey now buys fire insurance from the California Fair Access to Insurance Requirements Plan, an insurance pool mandated by state law that is required to sell policies to people who can’t buy them through no fault of their own. He must purchase a second policy to cover risks other than fire.FAIR Plan policies in wildfire-prone areas have grown an average of 8% each year since 2016, according to the Department of Insurance. Last month, Lara ordered the FAIR Plan to begin selling comprehensive policies next year that cover more than just fire damage. FAIR Plan Association President Anneliese Jivan called that order “a misguided approach,” saying it will make all of the plans more expensive.Lara has the authority to order the moratorium under a bill he authored while in the state Senate last year that was signed into law by former Gov. Jerry Brown. The law took effect in January, and this is the first time regulators have used it.In addition to ordering the moratorium, Lara called on insurance companies to voluntarily stop dropping customers solely because of wildfire risk.RELATED: Bigger, longer blackouts could lie ahead in California“I believe everyone in the state deserves this same breathing room,” Lara said.A spokeswoman for the American Property Casualty Insurance Association did not immediately respond to a request for comment.While state officials rush to assist homeowners, a new report from California Auditor Elaine Howle said the state did not do enough to protect non-English speaking, elderly and other vulnerable residents during three of the state’s most devastating fires in recent years.The audit covered Butte County, site of 2018′s Camp fire, plus the 2017 Thomas Fire that burned more than 281,000 acres in Ventura County and 2017 fires in Sonoma County that killed 24 people. The audit found none of the three counties had assessed its residents to determine who might need extra help and whether resources were available to help such people, such as transportation, during a natural disaster.The audit also scolds the state oversight agency, the Governor’s Office of Emergency Services, for failing to assist counties in developing such plans and reviewing any plans in place.Howle says it was impossible to determine whether lives could have been saved “if the counties had planned differently or more fully implemented the best practices”her office recommends in the report.” But she noted that “inadequate plans and insufficient planning are proven contributors to failure.” 4561

That number is up 3 percent from the start of the 2006 recession.Industries, like the trucking industry, who years ago might not have given Blocksom a shot, could now do just that.“The shortage of drivers spans the entire country and virtually every trucking company in the United States," Frank Gagyi, President of the Buckeye Interimobile Trucking company in Cleveland said.And that’s where Blocksom is hoping a door will open.“I've always liked driving, so I figured that I'd like to be able to make some money driving," he said.Since his wife's been ill, he's had to sell his home, mobile trailer and other assets to cover expenses. Now he says trucking is a practical solution for income.“That would be the best way to do it," he said.And though it’s something he has to do, he’s pretty optimistic about trying something new."I believe I can do this pretty well, and it would be a nice challenge and it'd be fun,” he said.Blocksom still has to pass his commercial driver's licenses test for him to start working. His classes for that test start next month. He said the ideal shift would be local weekend trips, so he can still care for his wife.  1638

(KGTV) - A California Assemblymember wants to make horse racing safer and prevent deaths on the track.Assemblymember Ash Kalra (D-27) says it's the only way to ensure the sport's survival in the state."I think whether you're a race fan or not, everything we can do to protect the horses, while protecting the sanctity of the sport as well, is important," says Kalra.His proposal, Assembly Bill 2177, would create sweeping changes to the way horses are cared for at the tracks. Among the most notable changes, all large tracks would be required to have CT Scans on site. Kalra says this will help get more accurate diagnoses of injuries.The bill would also require tracks to have on-site pharmacies, and trainers could only give medicine from those pharmacies to the horses. Veterinarians would also be prohibited from carrying medicine to the tracks."If you mask injuries, you risk greater injury," he says. "So we want to make sure that medications are being prescribed that actually deal with specific injuries, they're not performance enhancing and they're not being used to mask an injury just to get a horse out on a track when it's not ready."The bill requires the immediate suspension of any trainer who has a horse die on the track, pending an investigation. It also gives the California Horse Racing Board the authority to suspend or revoke a trainer's license for repeat violations of medication regulations.The bill is sponsored by PETA and the animal rights group Social Compassion in Legislation. In a statement, PETA Senior Vice President Kathy Guillermo says "Horse racing shouldn't come with a death toll, and this legislation can help to make sure it doesn't."Judie Mancuso, the President of Social Compassion in Legislation told 10News that this bill can be a good compromise between the industry and people who want to see the sport eliminated."A lot of it is just common sense," says Mancuso. "If horse racing is to exist in California, there has to be zero tolerance for fatalities."Horse deaths were a major problem in California in 2019. Santa Anita saw 44 horses die at the track since December of 2018. The Del Mar race track had a handful of deaths during its Bing Crosby fall season.Kalra says Del Mar has been a leader in horse safety and the rest of the state should look to them for best practices."Del Mar is actually one of the safer tracks and that's something we want to look at," he says. "Why is it safer? We can learn a lot by what's happening at your local track and hopefully these rules and regulations will be able to encapsulate some of the good things happening in the industry as well."Officials from Del Mar declined to go on camera, but released a statement to 10News about Assembly Bill 2177. In it, they say:"The Del Mar Thoroughbred Club (DMTC) is committed to working with the legislature and equine experts to ensure the safest possible environment for California's horses and riders. In 2017, DMTC began a series of industry-leading reforms which resulted in Del Mar being ranked as the safest racetrack in North American in both 2018 and 2019. As a founding member of the national Thoroughbred Safety Coalition, DMTC continues to work with industry stakeholders to advocate for and implement the highest standards of safety and welfare for our equine and human athletes."Critics of the bill say it will ruin the industry in California, as trainers and owners who don't want to abide by the new rules will choose to race in other states instead. Kalra believes that if California adopts the new rules, the rest of the country will follow."California needs to do what's in the best interest of Californians," he says. "I think once we do that and other states see how we're doing it, they'll want to work with us and really create a standard that can be used nationally."The bill is scheduled for a hearing in the House Government Oversight Committee on March 13th. 3943

(AP) — Advocates looking for California to secede from the United States can begin collecting signatures for a longshot initiative asking voters to weigh in, Secretary of State Alex Padilla said Monday.The proposed initiative is the third so-called Calexit proposal since President Donald Trump's election. Previous efforts were withdrawn or failed to gather the required signatures.The latest would ask voters about secession in 2020. If it passed, a second election would be held a year later asking voters to affirm the decision.RELATED: #Calexit: Groups calling for California secession after Trump winMarcus Ruiz Evans, co-founder of the group Yes California, said the second vote would show that Californians are serious about secession and would strengthen the case for foreign governments to recognize the state's independence.Evans and Yes California co-founder Louis Marinelli also proposed independence initiatives in 2015 and 2017. They did not turn in signatures in 2015 and withdrew the 2017 Calexit proposal amid scrutiny of Marinelli's ties to Russia. A rival group, California Freedom Coalition, proposed a Calexit initiative but did not turn in the required signatures.Proponents have until Oct. 17 to collect nearly 366,000 signatures.Previous Calexit initiatives would have deleted a portion of the state constitution that says California is an inseparable part of the United States. SACRAMENTO, Calif. (AP) — The billionaire behind a measure to split California in three said he's giving up on the effort to reimagine the nation's most populous state after the state Supreme Court knocked it off the November ballot."The political environment for radical change is right now," venture capitalist Tim Draper wrote in a letter to the court dated Aug. 2 and made public by his opponents Thursday. "The removal of Proposition 9 from the November ballot has effectively put an end to this movement."The court struck Draper's measure in July in response to a lawsuit but didn't rule on the merits of the case, allowing Draper the opportunity to fight to put it on future ballots. He's not moving forward with the case.RELATED: State Supreme Court blocks proposal to split California into 3 states from November ballotDraper spent more than .7 million to qualify his initiative for the ballot, which requires gathering hundreds of thousands of signatures.It's not his first effort to break up California — his plan to split the state into six didn't qualify for past ballots. He's argued California has become ungovernable due to its size and diversity, politically and geographically.The latest plan would have divided California into three pieces.
