SAN DIEGO (KGTV) - A new program is helping San Diegans get back into the classroom without the fear of crippling student loans. Offered through the San Diego Workforce Partnership and UC San Diego Extension, the program costs nothing upfront.It's called an Income Share Agreement (ISA); tuition is covered, and students agree to pay a small proportion of their income for a set period of time after graduating.The programs include front-end web development, Java programming, business intelligence, or digital marketing; each costs ,500.Adam Taylor is part of the first cohort of students. The Marine Corps veteran is still working to pay back student loans from several years ago but wanted to further his education to increase his salary."It seemed like a little more security in taking a chance and investing in yourself, as opposed to the school loans where they really don't care if you get a job or not," said Taylor, who's studying digital marketing. The program is possible thanks to million in grant funding, with Strada Education Network providing an initial .2 million. Strada granted the money to the Workforce to increase access and diversity in tech through ISAs.The program succeeds if students succeed. Those who get a job and pay back into the program will support future students. SAN DIEGO (KGTV) - A La Jolla High School student was arrested Friday for threatening a school shooting this week.San Diego Police were made aware of a social media threat Thursday, however, police said the 15-year-old student made the threat Wednesday "to conduct a shooting at the school."The student was contacted Friday, SDPD said. Police searched the student's home but did not find any firearms. Police did not say if they believed the threat to be credible, but that it warranted investigation.Police said the student has been placed in Juvenile Hall."This is absolutely an example of how ‘See something, Say something’ is supposed to work," said SDPD Chief Michael Marquez. "Students warned administrators a threat had been made, and school leaders notified all parents of this report. Multiple parents then spoke with their students and uncovered potential evidence of a threat. In the end, it was this evidence which allowed police to take swift action this morning."Police said the student was already serving a suspension for a separate incident. SAN DIEGO (KGTV) - A man fired as many as five shots at a parked car in San Ysidro Wednesday morning, San Diego Police said.The shooting happened at 7 a.m. at an apartment complex near West San Ysidro Boulevard and Dairy Mart Road, according to officers.No one was hurt by the gunfire.Police said the man surrendered peacefully when they arrived at the scene. SAN DIEGO (KGTV) - A Red Flag warning has been issued for parts of San Diego County ahead of a Santa Ana wind event expected to move in Thursday. The red flag warning goes into effect from 5 a.m. Thursday to 5 p.m. Friday for San Diego County’s inland valleys and mountains, the National Weather Service said. East to northeast winds 25 to 35 miles per hour with gusts up to 50 miles per hour are forecast. Winds will be the strongest below the Cajon Pass and in the Santa Ana Mountains, according to the agency. Lowest daytime humidity will reach 5 to 10 percent with poor overnight recovery. SAN DIEGO (KGTV) — A man wielding a metal chain was shot and killed by a two-year veteran of the San Diego Police Department this week, the department announced Saturday.SDPD said 48-year-old Vaugh Harrison Denham, of San Diego, was shot and killed by Officer Corey Pitts after Denham refused to obey officers' orders to drop a machete he had reportedly used to attack someone Wednesday.Police said they arrived at a violent disturbance call involving a "machete-style" weapon in the 4000 block of Boston Ave. just after 5 p.m. Police found a 57-year-old victim with injuries that suggested he'd been attacked with an "edged weapon."ORIGINAL STORY: Police investigating fatal officer-involved shooting in SouthcrestThe victim was taken to a nearby hospital with non-life threatening injuries.At the scene, police tried to contact Denham around the corner from the initial scene. He was uncooperative with officers, police said, and a Taser was deployed after the confrontation escalated.Witness statements indicated Denham approached officers with a metal chain and refused verbal commands to stop by officers.
