SAN DIEGO (KGTV) - Marine Corps Air Station Miramar broke ground Friday on its first hangar to house the F-35, the most advanced fighter jet in the world.While the plane may be controversial, the hope is to replace aging aircraft. The new project will also include a flightline expansion."We're building new F-35 joint strike fighters and we're going to send them right here to Miramar,” President Trump said in his visit to the base Tuesday.Congressman Scott Peters and other military leaders were in attendance at the groundbreaking, thrilled about finally moving these projects forward."We're really taking care of the nation's defense," said Rep. Peters, representing the 52nd District. "One of the things when I went to the Armed Services Committee was to make sure that this facility was high on the list of priorities," he said. Harper Construction won the bid and will employ about 2000 workers.  The 160,000 square foot hangar is designed to hold up to 12 F-35s."We need to upgrade the infrastructure, the connections, the systems inside the hangers," said Col. Jason Woodworth, the Commanding Officer at MCAS Miramar.While critics have pointed to design flaws and skyrocketing costs on the new planes, the military says aging aircraft like the F/A-18 hornets are becoming tougher to maintain."Older airplanes are like that telephone on your wall you had when you were a kid with the rotary dial on it," Woodworth said. "[The] cell phone in your pocket, that's the F-35 that does it all.""3rd Marine Aircraft Wing was more excited than anybody here," said Asst. Wing Commander Michael Borgschulte with the 3rd Marine Aircraft Wing.The Marine Corps plans to replace its entire fleet of Harriers, Hornets, and Prowlers with new F-35s."The more flight hours, the more times our pilots can get in the aircraft an actually execute their mission, the more proficient they are," Borgschulte said.The Pentagon admits budget shortfalls have hurt military training, but it stopped short of blaming cutbacks for this week's F/A-18 crash in Florida that killed two navy pilots.The hangar should be done by January 2020, about the same time the F-35s are set to arrive. SAN DIEGO (KGTV) - Law enforcement agencies across San Diego County must comply with a new law designed to increase transparency of police misconduct.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Earlier this year several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively.They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.In March a judge ruled the bill applies retroactively to all personnel records of peace officers not only now but before January 1, 2019.The Judge ruled no records could be released before March 29 giving the unions time to appeal if they want. It does not appear any have appealed.Some agencies tell 10News they plan to start releasing records this week.10News is still waiting to hear from other local agencies about when they are planning to release records. 1238

SAN DIEGO (KGTV) — Local health officials said Thursday a new case of vaping-related lung injury has been reported, as county leaders prepare to consider new vaping regulations.So far in San Diego, there have been 43 confirmed cases of vaping-associated lung injury with three cases under investigation. There haven't been any local deaths, but all patients have had to be hospitalized. Those affected range in age from 17 to 70 years old, according to the county.The CDC has said that vitamin E acetate and tetrahydrocannabinol (THC) are closely linked with e-cigarette, or vaping, associated lung injury. CDC recommends people avoid using THC-containing e-cigarettes or vaping products.RELATED: San Diego woman hospitalized with vaping illness warns others“Vaping-related lung injuries continue to be reported in the region and that’s concerning,” said Wilma Wooten, county public health officer.As of Jan. 7, the CDC has reported 2,602 hospitalizations or deaths from sudden and severe lung injuries associated with vaping.The San Diego County Board of Supervisors is set to discuss several potential local actions on regulating e-cigarette devices during a Jan. 14 meeting. Those ordinances include a ban on flavored tobacco sale and distribution, device moratorium, and restricting e-cigarette smoking to outdoor areas at restaurant. The ordinances would apply to unincorporated parts of the county.“As stewards of public health; we have a responsibility to raise awareness and act in the best interest of the public to protect them,” said Supervisor Fletcher. “Right now we simply do not know enough about the chemicals being consumed and their impacts. We are acting in a similar fashion to other jurisdictions in California, we are acting with an abundance of caution.” A second meeting on the ordinances will be held on Jan. 28. If the ordinances pass, they will go into effect July 1. 1902

SAN DIEGO (KGTV) -- Marty Coyne snags the same prime spot at Campland on the Bay every Fourth of July weekend.He parks his massive RV right across from the water."Wouldn't trade it in for any other place to stay in the summer," he said Friday. "It's beautiful here, safe here, the grandkids can run free and have a great time."This year - however - the celebration is quite a bit different - due the outbreak of Covid 19.Campland on the Bay, on Mission Bay's north end, is like many hotels along San Diego's coastline. It's not totally booked.Elvin Lai, who owns the Ocean Park Inn in Pacific Beach, said he was booked in the high 60 percents at a time when the hotel is usually full. "It doesn't mean that I won't get last minute bookings but we're used to being sold out for the month of July months in advance, so it's different."On Friday at the campland, the mood was festive, but the activities were limited - the skate park and basketball courts were taped off. There won't be any bands for outdoor entertainment, and indoor dining is disallowed.Campland on the Bay also placed yellow cones on the beach to give people a clear path to the water. It's also requiring all tents to be spaced out by eight feet. Masks are required in public areas, and rangers are carrying around extra.Still, not every visitor was wearing a mask."Everybody doesn't follow it," said Barry Homer, who is staying on the grounds with his wife Cindy. "It'a always a problem everywhere in the world, for lots of reasons."Hotels and Campland are still open to last minute reservations."We anticipate it's going to be be like this no more than today and tomorrow, and then it'll go down to quiet as people go back to their normal lives," said Ahmed Aitlahcen, the campland's general manafger.The Auto Club predicts 107 million residents of the Pacific Coastal states will take trips this summer. SAN DIEGO (KGTV) -- It’s no mistake, the Marriott Marquis in Downtown San Diego is playing host to bees on the roof, and it’s all for the benefit of local business. The hive highlights a growing trend called urban beekeeping and the popularity of the practice is creating a lot of buzz. In 2012, the City of San Diego amended its municipal code to allow some residents, along with community gardens and retail farms to keep two beehives. The practice has several benefits, according to the city, including access to fresh, natural honey. The city says urban beekeeping also reduces the number of aggressive Africanized bees in the vicinity of the docile honeybee hive. Beekeeping is also known to reduce carbon footprint due to local production, however, there are some things to be aware of. The primary risk of beekeeping is getting stung. The city says if you plan to keep bees, you can count on bee stings every now and then. Before deciding to keep bees, the City of San Diego urges dialogue with neighbors.
