CINCINNATI (WCPO) -- Police officers who investigated an apartment building in Cincinnati, Ohio Sunday left "deeply disturbed" by what they saw there: Duct tape, shoelaces and socks that had been used to bind and gag a pair of 4-year-old twin boys in an abusive form of discipline, according to Det. Janette Vaughn."(The officers) just felt so emotionally disturbed by what they saw," Fraternal Order of Police president Sgt. Dan Hils said Monday. "It's so unique and remarkable that it took very veteran, very seasoned, inner-city police officers to say, 'Wow, this is unbelievable.'"The boys' father, 26-year-old James Howell and his 30-year-old girlfriend, Jamie Carver, both stand charged with multiple counts of child endangering and kidnapping. A third adult, 30-year-old Rowdy Warren, was charged with obstructing official business after police discovered he had also been present in the apartment where the abuse took place.The boys were moved to a foster family while their guardians stand trial, Vaughn said."It just makes you wonder what frame of mind they were in," Phil Harris, who works near the scene, said. Now, in the current economic downturn, they're hoping to increase their student to job pipeline."We really feel like our role is to identify what jobs are available right now for students that they can apply and be working while going to school. What are the future jobs that we need to be preparing students for?" asked Dr. Shanna Jackson, the President of Nashville State Community College in Tennessee. Dr. Jackson says students are battling so much right now, including choosing between having to work and going to school.Dr. Jackson is hoping an million investment in the company Handshake, to help expand job recruitment to community colleges, will help."We actually already have 70 community colleges that have already signed on to be early pilot partners with us so we're really learning from them. We’re listening to them. We’ve started an advisory group with this population so that we can continue to ascertain what are the biggest pain points. What are their biggest areas of need for these students," said Christine Cruzvergara, Handshake's VP of Higher Education and Student Success.Handshake helps connect students with employers through career fairs, job postings and other services, and previously only worked with four-year universities. Cruzvergara says they're working with state systems throughout the country to connect with technical and community colleges."It'll be a really similar experience. It’ll all be part of one network and that's actually why it's a huge benefit to community colleges. We know for some of our biggest employers that they want to recruit 2-year talent. They don't see 2-year talent as different from 4-year talent for internships and jobs, they simply have a number of different types of roles and positions that are available to all types of students," said Cruzvergara. (KGTV) - This weekend's stormy weather grounded, then destroyed a 75-foot Russian-built racing boat once sent to San Diego to race in the America's Cup.Around 7 a.m. Saturday, cellphone video show the large sailboat as it ran aground. Not long after, Lifeguard Captain Sean Casey says the waves went to work."Once it was aground, pretty quickly the mast broke off, and the boat literally broke into two pieces," said Casey.Casey says the boat had been anchored more than two miles away, near the Zuniga Jetty in Point Loma."There were high winds and rough conditions out of Point Loma. Assuming the anchor line just broke," said Casey.The boat was named Age Of Russia.According to a 1992 Los Angeles Times story, it was built in Leningrad for six million rubles. Under current conversion rates, six million rubles is valued at about ,000.A Russian group of yachtmen sent the boat to San Diego in 1992 to compete in the America's Cup, but that group was never sanctioned by race officials to compete.
