(KGTV) — Dos Desperados brewing in San Marcos was headed for a banner year until the coronavirus outbreak hit."We had all of our vats full and of course we had to shut down," said owner Steve Munson. "It's not a killer yet, We're trying to survive until the end of the year."Sales plummeted in the tasting room and distribution. Munson had to cut his staff of eight to two, even letting his own daughter go. It got even more complicated in early July, when the governor eliminated indoor service for bars and restaurants.But when Munson approached the City of San Marcos to get an outdoor permit, he says it went lightning-quick, something Munson never expected.San Marcos Mayor Rebecca Jones says it happened fast because the city already had the framework in place to streamline outdoor permits, with no fees. The city actually approved it in late May. Jones credits Innovate 78, a collaborative effort between the five cities that line the 78: San Marcos, Carlsbad, Oceanside, Escondido, and Vista. They've been working together on the economy for years."If you are not looking forward to what could happen next, you're not really planning," Jones said. "So we try to plan for the unknown, and I really believe that has come from COVID."Innovate 78 now plans to send a letter to Gov. SANTEE, Calif. (KGTV) -- A woman who escaped from the Las Colinas Detention and Reentry Facility in Santee in early April pleaded not guilty Monday. 22-year-old Destiny Guns pleaded not guilty to six charges related to the escape. Guns was the first woman ever to escape from the Santee Jail, deputies say. Guns reportedly climbed over several fences and walls during the escape. Her clothes were found in an open field near the jail and police dogs traced her to the back of a shopping center before losing her trail. Guns was first arrested on April 1 for possession of a stolen car. She was recaptured on April 11. Details on where she was spotted are still unclear. 819

(KGTV) -- Authorities are warning Americans traveling to Tijuana about people posing as police officers reportedly getting aggressive with drivers waiting to cross the San Ysidro Port of Entry. Photos from Tijuana Police show officers near the port putting a man in handcuffs. Authorities in Mexico say he’s one of 35 people arrested Sunday for being aggressive to drivers waiting to get back into the United States. The concern was raised this week as travelers are expected to head south for the holiday weekend. Marco Sotomayor, the Secretary of Public Safety in Tijuana told the San Diego Union Tribune that the city is seeing cases that are more violent and more consistent. Sotomayor goes on to say that criminals sometimes mask themselves as police officers wearing fake badges on hats and jackets, demanding money from drivers stuck in lines. "I think you very much stick out if you've never been to Mexico, and you don't know where you're going and you don't know what roads to take, I think that does make you a very easy target,” said Amanda Matti with Daytripper Tours. She says the company has been safely traveling into Mexico for 30 years. Because they travel in large groups via buses and have contacts across the border, Matti says their tour service never runs into these type of issues. "Our driver is usually local, experienced in Mexico, our tour managers are experienced, so I think they know not to target us."Matti says if you plan on going this weekend and don’t have experience, don’t go alone. SAN MARCOS (KGTV) -- A homicide investigation is underway after one person was killed in a San Marcos crash Friday afternoon.According to the San Diego County Sheriff’s Department, the crash happened around 4:15 p.m. on West San Marcos Boulevard and South Rancho Santa Fe Road.When deputies arrived, they found an unidentified woman in the back seat with trauma to her body. She was pronounced dead at the scene and the driver of the vehicle was detained.The department’s homicide unit responded and has taken over the investigation, the department said Saturday.The names of the driver and victim haven’t been released at this time and the details surrounding the crash remain unclear. 694
