SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. He was staying at home. His family was shopping for him. A month ago, he got sick."Runny nose, body aches, fever," said his nephew, Fernando Gonzalez.Fernando says within a week, Gonzalez tested positive for COVID-19."As soon as he had trouble breathing and talking, we took him to the hospital," said Fernando.Doctors put him on a ventilator and into a medically induced coma. Weeks later, after suffering cardiac arrest, his condition deteriorated. A nurse helped his large family talk to him through Facetime calls."Told him jokes, playing music for him ... praying for him. SAN DIEGO (KGTV) - Fifty-three undocumented immigrants were arrested by the U.S. Immigration and Customs Enforcement over the last week in San Diego County.Arrests took place in Santee, Vista, Encinitas, Chula Vista, Escondido, Oceanside, Imperial Beach, and San Diego, according to ICE officials.The five-day operation targeted individuals with final orders of removal, who have re-entered illegally after being removed, who have violated federal law, or whose detainers were not honored and were located after release from jail.RELATED: ICE arrests 115 immigrants in Southern CaliforniaOfficials said of the 44 arrested, criminal histories included vandalism, hit-and-run, driving under the influence, and other drug offenses. SAN DIEGO (KGTV) — Holiday Bowl officials said Thursday that its 43rd annual football game will not be played this year.Due to the pandemic, the bowl's Board of Directors voted unanimously to cancel the December game, which has been played since 1978. The bowl’s traditional Bowl Week events had already been canceled for this year, including the Holiday Bowl Parade.Holiday Bowl CEO Mark Neville said that in addition to challenges in holding the game safely for fans, the virus had, "created a situation in that we wouldn’t be able to welcome fans, ultimately resulting in no tourism. Couple that with the financial and potential health risks of trying to play the game during this pandemic and it was clear this was the right decision for us.""This has been the most difficult decision our Board has ever had to make since our bowl game started in 1978," said Neville. "While it’s not the decision we wanted to make, it’s the right decision for our non-profit association and the community for the long term."The game has brought in an average million in economic benefit and led to more than 28,000 hotel room nights annually for the region, the board said.
