Texas kicked off early voting Tuesday. People stood in long lines, voting in ways they've never done before. Some lined up before daylight on sidewalks outside major sports arenas to allow for more physical distancing.Early voting started Monday in Georgia and nearly 127,000 people cast their ballot, a first day record for the state.“There were hours-long wait times in some locations and glitches that added to the challenges,” said Mike Lydon, a principal at Street Plans. “Voting rights and having access to a safe and convenient polling location is going to really drive participation.”Street Plans is an urban planning and consulting firm that deals with transportation. They got a grant over the summer to put together a physical design plan for cities to best cope with social distancing, capacity restrictions and high voter turnout.“How you can make use of streets and public spaces to alleviate some of those issues and of course add some comfort elements like tents, seats, sanitation stations periodically throughout the queue,” said Lydon.The plans cover all types of polling locations, and how to properly do drive-up, curbside, outdoor and indoor voting.There are many potential problems for election officials when situations can change quickly.“COVID being this unknown variable, you could have a spike in the next three weeks at a certain location and that might totally change what was planned for in person indoor voting to go outdoors,” said Lydon.Street Plans is also offering free consulting assistance to cities. TALLAHASSEE, Fla. — A Florida judge sided with a state teacher's union Monday in ruling that the Florida Department of Education could not require all brick and mortar schools to open by the end of the month or lose funding.Leon County Circuit Judge Charles Dodson ruled in favor of the Florida Education Association (FEA), in a lawsuit meant to stop the Education Department's order that would require all schools in the state to reopen for in-person classes by Aug. 31 or face loss of funding. The union filed their lawsuit shortly after the mandate was issued on July 6, claiming the order was in violation of the constitution's safe and secure public education guarantee.The FEA said Monday's ruling is a victory for schools all around the state of Florida."It is a pushback on reckless disregard on human life," said Randi Weingarten, the president of the American Federation of Teachers. "It is a pushback on politics overtaking safety and the science and the well being of communities."Fred Piccolo, a spokesperson for the governor's office, said the state intended to appeal the ruling."We intend to appeal this ruling and are confident in our position and in the authority of the Commissioner and the Governor to do what is best for our students," Piccolo said.The legal team for the FEA says the state can appeal, which would mean an automatic stay in the ruling given Monday. TEMPE, AZ — A train has caught fire after a derailment on a railroad bridge over Tempe Town Lake.The incident occurred around 6 a.m. local time on the south side of the lake near Mill Avenue.A spokesperson with Tempe Fire Department says the incident involves a Union Pacific train that derailed and caused a partial bridge collapse over Tempe Town Lake.About 90 firefighters from multiple departments are at the scene of the second-alarm hazardous materials response.A Union Pacific spokesperson says eight to 10 rail cars caught fire and three tank cars fell onto an empty park area below.The spokesperson says two tank cars contained cyclohexanone and one contained a rubber material. None are believed to be leaking and no tank cars were involved in the fire.One person was reportedly treated for smoke inhalation, but the train crew is not injured. No other injuries have been reported.The Phoenix region's Valley Metro says light rail trains are not crossing Tempe Town Lake at this time due to the fire. TAMPA, Fla. — University of South Florida Professor Dr. Jay Wolfson and health experts around the world are studying the latest research project on the coronavirus."This thing gives us surprises almost every week. We learn something new, and it's usually unpleasant every week," said Wolfson.The new research is from Australia's National Science Agency, and it found the virus could survive and remain infectious on surfaces like glass, steel, and paper for up to 28 days."What they are concerned about, what we are all concerned about it, is if you have some viable virus on your fingers and you touch your eyes or you touch your nose or you touch your friend's eyes or nose, there's a greater risk of it being brought into the body if there's enough of it there," said Wolfson.But Dr. Thomas Unnasch, also with USF Health, says this study was done with perfect conditions for a virus to thrive."They put the virus under different surfaces and then preserve them in the dark at ideal temperatures and humidity. So it's not too surprising that under those ideal conditions, that it would last quite a bit longer than it would under normal conditions."While experts agree COVID-19 primarily spreads from person to person through droplets in the air, there is still more to understand about how it can transfer from objects or surfaces to people."People do have a proclivity to touch their face and their eyes, so if you are in a place that's not familiar to you and you are using things that are unfamiliar to you, just be careful," said Wolfson."Your own cell phone, if you are the only one using it, that's not a big deal. But door handles, faucet handles elevator buttons things like that. Wash your hands after you do that. That's a really good idea," said Unnasch.All of the experiments in this study were done in the dark.
