BEIJING, Feb. 9 (Xinhua) -- China's Ministry of Agriculture on Wednesday urged more measures be taken to minimize the impact of a drought due to the possibility that the winter drought may continue into spring.The country's winter wheat producing regions have suffered severe drought since October last year, and the possibility of spring drought is surfacing, Minister of Agriculture Han Changfu said in a statement posted on the ministry's website.Spring drought following the winter one will be a significant threat to summer grain production, he said.As of Wednesday, the drought had affected about 115.95 million mu (7.73 million hectares) of winter wheat in the country's eight key producing provinces, which account for 42.4 percent of the total winter wheat growing areas in the regions, the statement said.China's main wheat growing regions include the provinces of Shandong, Henan, Hubei, Anhui, Shanxi, Shaanxi, Gansu and Jiangsu.Han urged agricultural authorities to be "fully aware of the extreme significance" of a summer harvest this year and strengthen their efforts to assure a successful harvest.Summer grain and oil production is crucial to easing inflation pressures and stabilizing grain output for the entire year, he said. "To have a summer harvest, the current pressing job is to protect winter wheat from drought," he said.There are currently positive factors for a summer harvest, including an adequacy of water for spring irrigation, according to Han.He ordered local agricultural officials to work to stabilize spring planting areas and ensure that the areas for grain planting will be equal to that of last year.Local agricultural officials were also asked to strengthen supervision over market supplies of agricultural materials to keep prices stable.Also on Wednesday, the State Council, or the nation's cabinet, pledged to boost grain production by raising minimum purchase prices of grain, subsidizing the purchase of anti-drought technologies and adding funding for farm irrigation.

NEW DELHI, March 5 (Xinhua) -- Doctors in India have claimed to have successfully performed a rare robotic heart surgery on a 23- year-old person at a hospital in the southern Indian city of Chennai, local media reported Saturday.Dr. R. Ravi Kumar, the Director of the Institute of Cardiovascular Disease at the Chettinad Health City, said the robotically assisted procedure involved replacing both the mitral and the aortal valve simultaneously.The surgery carried out on D. Vijayakanth, an auto driver from Vellore, was done by a three armed robot, took four hours and cost 225,000 rupees (4,500 U.S. dollars)."The best part about using a robot in cardiac surgery is that the patient's heart need not be opened and the surgery can be done using a small 4cm incision. This is not possible with normal surgeries without a robot," Dr Ravi Kumar was quoted by local daily The Times of India as saying.Robotic surgery, which is fairly new in the country, can be used for a gamut of medical procedures, said Dr Ravi Kumar."It requires a lot of precision and intense training because though the robotic hands do the surgery, it has to be controlled by a trained surgeon. One of the biggest disadvantages is the lack of sensory perception which is there when the surgeon actually does the surgery himself," he said.

BEIJING, Jan. 22 (Xinhua) -- The Chinese central government in Beijing pledged Saturday that it would work to ensure smooth and safe traveling for the public as many return home to reunite with families during the Spring Festival.It is expected that some 700 million people are to travel during a 40-day Spring Festival travel period that began Wednesday, but heavy snow and icy rain, which has continued since the new year began, has disrupted traffic and cut water and power supplies to some regions in south and southwest China.The lingering freezing weather also poses great challenges to transportation and railway authorities, as they work to avoid another travel disaster, as was seen in early 2008 when unprecedented heavy snow and freezing rain inundated the south of the country, bringing traffic to a standstill at the peak holiday season.Due to this, the Ministry of Public Security announced on Saturday that it had drawn upon the experiences gained from the 2008 weather disaster, and has ordered local bureaus to begin planning precautionary measures to combat the freezing weather.It also issued orders to local departments beginning in late December to step up snow clearance and make sure expressways and key trunk lines are not closed by snow."More police will be deployed to maintain traffic order and security, and to reduce offences such as drunk driving, speeding, passenger overloading of cars and trucks, and driving while fatigued," Huang Ming, Vice Minister of Public Security, said in a press conference held in Beijing.Meanwhile, over 8,300 service stops would be established across the country in order to provide necessities such as water and medical help to drivers and migrant works returning home for the festival.China's meteorological authority forecast Saturday that snowy weather will weaken in most regions over the next three days, but the eastern areas in southwest China will continue to see more rain and snow.On Sunday, the weather forecast anticipated that moderate snow would hit some regions in Inner Mongolia, Guangxi, and Hainan, as the southwestern province of Guizhou will see more icy rain.Local authorities said nearly 10 million have been affected in Hunan after a blizzard that started Monday, which also forced the evacuation of 73,000 people. About 15 power lines were shut down and 132 roads were closed because of snow and icy rain in Guangxi.As the freezing weather makes travel on roads more difficult, railway stations are seeing surges in passenger numbers.An official with the Ministry of Railways (MOR) said nearly 4.8 million passengers took trains on Jan. 19, the first day of the travel peak season this year, up 11.9 percent compared to the corresponding day last year. The next day, over 4.9 million passengers traveled on railways, up 17.5 percent. CANBERRA, May 10 (Xinhua) -- Technology may have a harmful effect on children's development and creativity, Australia's report found on Tuesday.The Pilot Pen Australia Creativity Report found that children could be depending too much on technology such as computers.Written by psychologist Kimberley O'Brien, the report suggested that students are becoming scared of handwritten tasks as there is no spelling or grammar check tool to pick up their mistakes as they go along."Children who develop this kind of dependency on computer software are less likely to write using a pen and paper given that they will feel a vulnerability to failure," the report said.It said using software that immediately tells children to correct errors like spelling and grammar could disrupts their thought patterns and stunts their ideas, and children who hand write are able to produce almost twice as many ideas as those using computer technology to write a creative story.The report studied 300 Year five and six children, and found handwritten essays were completed significantly faster and contained a higher standard of sentence structure, grammar, punctuation, cohesion, ideas development and organization than those completed using keyboards.A further study found students in Years two, four and six produced up to twice as many ideas writing on pen and paper as those on computers.O'Brien said the results were due to computers putting extra pressure on writers to edit as they go rather than get their ideas down first and edit minor mistakes later.O'Brien said children were most likely to develop their handwriting skills between the ages of eight and 10, and she urged all teachers and parents to ensure their children met community standards for legible handwriting.However, she said that computers are a good support tool, and they should not replace handwriting entirely.

BAIKONUR, Kazakhstan, April 5 (Xinhua) -- Russia launched a spacecraft with three astronauts on board from the Kazakh Baikonur space center early on Tuesday, Xinhua correspondents reported from the site.The Soyuz TMA-21 spacecraft atop a Soyuz-FG carrier rocket blasted off at 02:18 a.m. Moscow time (2218 GMT April 4), sending to the International Space Station (ISS) Russian cosmonauts Alexander Samokutyaev and Andrei Borisenko and U.S. astronaut Ronald Garn.The Russian Soyuz TMA-21 spacecraft, named after the first cosmonaut Yuri Gagarin, carrying the International Space Station (ISS) crew of U.S. astronaut Ronald Garan, Russian cosmonauts Alexandr Samokutyaev and Andrey Borisenko, blasts off at the Baikonur cosmodrome, April 5, 2011.The Soyuz TMA-21, named after the first cosmonaut Yuri Gagarin, was scheduled to dock with the ISS at 03:18 a.m. Moscow time (2318 GMT April 6) on Thursday.According to the Russian Federal Space Agency (Roscosmos), the three new crew members are expected to spend 170 days in the ISS. During the period, they will receive two U.S. space shuttles and three Russian Progress cargo ships, conduct a spacewalk and carry out over 40 experiments.The launch is dedicated to the 50th anniversary of the first flight into space in 1961 carried out by Gagarin.
