SHANGHAI, Nov. 15 (Xinhua) -- U.S. President Barack Obama arrived in China's economic hub Shanghai on Sunday night, starting a state visit to China.     Air Force One touched down at the Shanghai Pudong International Airport in heavy rain at about 23:10.     This is Obama's first state visit to China since he assumed the presidency in January. He is also the first U.S. president who paid a state visit to China within one year in office.     This year marks the 30th anniversary of diplomatic ties between the People's Republic of China and the United States.     U.S. Secretary of State Hillary Clinton, Permanent Representative to the United Nations Susan Rice and National Security Advisor James Jones also arrived in Shanghai Sunday night. U.S. President Barack Obama arrives in Shanghai on Nov. 15, 2009 to begin his first state visit to ChinaPresident Obama will meet with local officials on Monday and have a dialogue with Chinese youth, during which he is supposed to answer questions from netizens via Xinhuanet, a news website of the Xinhua News Agency on Monday.     He will leave Shanghai Monday afternoon for Beijing, where he will hold talks with Chinese President Hu Jintao and meet with other Chinese leaders.     Leaders of the two countries are expected to discuss bilateral ties and major international and regional issues of common concern, according to diplomatic sources. BEIJING, Oct. 22 (Xinhua) -- China's anti-graft chief He Guoqiang Thursday hailed an online interview program on rectifying officials and government agencies' misconduct.     He, secretary of the Central Commission for Discipline Inspection of the Communist Party of China, said the program by the People's Daily Online has made full use of the Internet media to answer people's questions and help solve their problems.     The program will undoubtedly help promote the government's efforts in rectifying misconduct of officials and government agencies.     The program started on July 16 to encourage people's participation in the government's rectifying campaign.     Officials in charge of the rectification work are invited to answer netizens' questions, which cover a wide range of hot topics including farmers' benefits, education, medical treatment, transportation, food and drug safety among others.     Netizens can also disclose misconduct of government agency staff during the online interview, and authorities will start investigations, according to the State Council's rectification office.     Currently rectification offices in 31 provinces, autonomous regions and municipalities have set up their official Web sites.

TAIPEI, Oct. 21 (Xinhua) -- Taiwan leader Ma Ying-jeou vowed Wednesday that he will push forward the reform of the Kuomintang (KMT) "at full speed" four days after he took the position of the party's chairman.     He said his aim of running for the chairman was to guarantee closer cooperation between the party and the administrative authorities to make the administrative work more effective.     Ma made the remarks Wednesday at the first conference for the Central Standing Committee of the KMT since he took the position.     Ma stressed that it is now a key period to strengthen the relations between the party and the administrative authorities as the island's economy is showing signs of revival.     During the conference, the party approved a decision to remove two officials from their newly-elected positions as the members of the KMT Central Standing Committee for being involved in vote-buying.

BEIJING, Dec. 18 (Xinhua) -- Chinese President Hu Jintao recently called for the whole nation to make further advancement in reform of the cadre and personnel system.     Vice President Xi Jinping, also a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the indications on the issue as well, noting that more achievement should be made in building a scientific cadre's selection and appointment system.     The CPC central committee has approved the outline of deepening the reform of cadre and personnel system (2010-2020) and it has been formally released. MANILA, Nov. 19 (Xinhua) -- China's top political adviser, Jia Qinglin, and Philippines Senate President Juan Ponce Enrile pledged to boost cooperation between the Chinese People's Political Consultative Conference (CPPCC) and the Philippine Senate when they met here Thursday.     Jia, chairman of the CPPCC National Committee, said China-Philipines ties had witnessed healthy development since the two countries established diplomatic ties in 1975.     "China and the Philippines share broad common interests," Jia said, highlighting the enhanced mutual political trust, booming economic and trade ties, frequent humanitarian and cultural exchanges and close coordination on international and regional issues. He will also visit Peru, Ecuador and Brazil.
