SAN DIEGO (KGTV) — A new program in San Diego County aims to keep elementary school children from falling behind during the summer months.Created by United Way of San Diego County, "Readers in the Heights" Literacy Summer Camp is a free program for families.Advocates say students who aren't reading at grade level by third grade are four times more likely not to graduate high school."This is indicative of how well they will do throughout high school, how much their earning potential will be as they mature into adults," said Ian Gordon, Chief Impact Officer. "This is really ground zero, if you will, for ensuring they do excel throughout life."In its third year now, the Readers in the Heights went from serving 40 children to now over 300. 758

SAN DIEGO (KGTV) - A Normal Heights dog owner is warning about a hidden danger at dog parks.Bosco, a 2-year-old bullypit, loves his treats and just about anything else his mouth can reach."He's a vacuum. He's eaten some weird stuff," said Mark Groveman.On Friday morning, the list of stuff got longer sometime during a 40-minute period. During that time, Groveman walked Bosco to the off-leash area at Ward Canyon Park and let him play. Eventually they walked home. Groveman put him in the house, left for work and returned home five hours later."He was laying on the bed, scared and shivering. He had wet the bed a couple times. He was arching his back in a weird way, swaying side to side. I thought he was having a stroke," said Groveman.Groveman decided to rush Bosco to the emergency vet."In the car, he was bobbing his head forward. He kept nodding off. Honestly I thought he was going to die. A lot of panic and some praying as well," said Groveman. At the vet, Bosco got a quick diagnosis."They said they are seeing it every day," said Groveman. Bosco likely ingested marijuana, which tests later confirmed. Experts say in some cases, eating marijuana for dogs can lead to seizures and in rare cases, death. Edibles and tinctures - with higher THC concentrations - are most concerning. According to the ASPCA, since the legalization of marijuana in California, dog toxicity cases have jumped 130%.In the case of Bosco, a slow heartbeat was initially a concern, but he was fortunately was back to his normal self 24 hours later."He has to run around and play, but I'm going to be a bit more aware," said Groveman. 1629

SAN DIEGO (KGTV) -- A local group called the San Diego Rapid Response Network is calling on the community to help asylum-seekers being released throughout San Diego County. On Monday, the group held a press conference explaining how they have been helping the migrants as they are released by ICE, awaiting their asylum hearing. The network is made up of several local churches, the local ACLU, and Casa Cornelia. Volunteers say they have been helping migrants by providing shelter, food, and medical services. They say they've also made travel arrangements to help the migrants get to their final destination. Volunteers tell 10News the migrants are released with no resources and sometimes late at night. The group says they felt the need to help after ICE ended their policy of connecting the migrants with a family member or a sponsor before their release. ICE tells 10News they always plan for releases during the daylight hours but say sometimes things can get delayed since it is a multi-agency effort. They told us of only one instance where the group was released after sundown. The rapid response network is hoping the community will help with monetary donations so they can continue providing their services. SAN DIEGO (KGTV) - A man from El Salvador has been granted asylum in the United States after having been sent back to Mexico to await his trial.According to his attorney, Narciso Cruz, the man is only the second person to receive asylum who had been sent back to Mexico due to the Trump administration’s Migrant Protection Protocol (MPP.)“This individual is a bit of a rarity,” said Cruz, referring to his client’s success in court.But his story is not a rarity.Marcos fled violence in El Salvador and did no want to use his full name for this story, still fearing the gang he fled in El Salvador.“They’re a terrorist group,” said Marcos.He became targeted earlier this year after he tried to help his cousin who was being recruited by the gang. After he interfered, he started receiving death threats.“They will kill you and your entire family,” he said.He traveled to the United States, crossing the border on June 25 somewhere near Tecate.He said he wandered in the desert for five days before he was eventually picked up by Border Patrol agents and taken to a holding facility. Within a day he said he was sent back across the border to Mexico where he would wait for his case to be heard.The Trump Administration implemented the MPP in January. Despite some pushback from the courts, the policy, also called “remain in Mexico,” was allowed to go forward.As of September 1, the U.S government has sent 42,000 asylum seekers to Mexico, according to the Department of Homeland Security.As for Marcos, his case is not officially done yet. The government reserved its right to appeal the court’s decision. They have until October 25 to file an appeal. 1659

  

SAN DIEGO (KGTV) - A man accused of fatally stabbing his neighbor 33 times in Rancho Pe?asquitos last week pleaded not guilty to a murder charge.Police said Howard Forrest Lowe, 54, stabbed his neighbor, Richard Munsinger, 72, repeatedly in an unprovoked attack in Munsinger's garage in the 9500 block of High Park Lane.Following the attack, police said Lowe washed his hands and made a getaway on his bike before authorities caught up to him.RELATED: Police identify victim, suspect in deadly Rancho Pe?asquitos stabbingLowe faces 26 years to life in prison if convicted.
