(KGTV) - Three people were found dead Sunday at the wreckage site of a plane crash that sparked a fire on Volcan Mountain that began Thursday night, according to the San Diego County Sheriff's Department.The people have not been identified. The victims will be airlifted out of the mountain once conditions are safe, the sheriff's office said. The winds were too high on Sunday to fly to the location.Because of the wildfire that burned at the site of the crash along with difficult conditions, investigators could not reach the site until Sunday.CalFire said the fire is now 100 percent contained and burned 12 acres. Crews will still be mopping up the crash site for several days, CalFire said.About 70 firefighters spent the night into Saturday fighting back flames.Friday, San Diego Sheriff's Department (SDSO) officials said they had located the wreckage of a "possible crash site" in the area, but could not reach it due to the fire. This option allows students to watch a live lesson, but instead of video chatting with a tutor, they have to message them. Rep. Joaquin Castro, D-Texas, announced he is launching an investigation surrounding Secretary of State Mike Pompeo’s speech at the Republican National Convention. Pompeo’s speech is set to be broadcast during Tuesday’s portion of the RNC.Castro wants to probe whether the speech violates both the Hatch Act and State Department rules.The Hatch Act is intended to limit political activities by executive branch employees other than the president and vice president. While violating the Hatch Act is not criminal, there are potential civil fines for violations. The act also calls for violators of the act to be reprimanded or terminated from their positions if found in violation.But in the past, the Trump administration has not acted on violations of the Hatch Act. Most notably, the Office of the Special Counsel recommended that Trump aide Kellyanne Conway be removed from her White House post after allegedly violating the act multiple times. Pompeo is delivering his remarks during an official trip to Israel.“The Trump administration and Secretary Pompeo have shown a gross disregard not only of basic ethics, but also a blatant willingness to violate federal law for political gain. Congress has a responsibility to stand up for the rule of law and hold them accountable for this corrupt behavior,” said Castro. “It’s absolutely unacceptable that a sitting U.S. Secretary of State, America’s top diplomat, would use official taxpayer-funded business to participate in a political party convention, particularly after the State Department published guidance that explicitly prohibits such activity.”Sources told CNN that White House, State Department, RNC and Pompeo’s personal lawyers all signed off on the speech. Prosecutors rested their case Monday afternoon in the trial against former Trump campaign chairman Paul Manafort.This comes after 10 days of testimony from 27 witnesses. The defense has not indicated if it will call any witnesses to the stand.Prior to the prosecution resting, a bank official testified that the Federal Savings Bank gave Manafort million in loans and knew that he lied about his financial situation before they were approved by the bank's chairman.James Brennan, a vice president of Federal Savings Bank, said he faced so much pressure from his bank's chairman about Manafort's ability to borrow the million that he lied on a form reviewed by federal regulators and the bank's directors about the stability of the loan."If I had my recommendation ... the loan would not be made," Brennan said in court Monday.Brennan, who wrote a memorandum about a second .5 million loan the bank extended to Manafort, said he had given the loan a rating of "4." But in court Monday, he said he shouldn't have done that.A very stable, high-quality loan would get a rating of "1," and any rating less than "4" wouldn't get approved and would draw regulators' attention because of its instability, he said.When asked by prosecutors why the loan received a 4 rating, Brennan said it was because of "Mr. Calk," referring to the bank's founder, Stephen Calk."It closed because Mr. Calk wanted it to close," Brennan said, referring to one of the loans.Last week, the jury heard testimony that Calk approved the loans as he sought Manafort's help in getting a high-ranking position in the Trump administration.Brennan also said he and his colleagues documented their concerns about Manafort's personal finances.
