BEIJING, Dec. 15 (Xinhua) -- China's National Meteorological Center alerted central and southeast China to a blizzard on Wednesday as a bitter cold front kept expanding southward, enveloping China in snow and record-low temperatures.Snows have now covered most of southern China. Even the subtropical Guangdong Province and Guangxi Zhuang Autonomous Region will see temperatures drops up to 10 degrees centigrade, according to a statement from the center.The ongoing Asian Para Games in Guangzhou, capital city of Guangdong, were affected by the weather. Forecasts say snowstorms will continue to ravage most of Jiangxi until Friday.With the average temperature having dropped from about 9 to 1.7 degrees centigrade, most parts of central China's Hunan province are being pounded by rain, snow and hail storms.The weather has also begun to disrupt traffic.Flights leaving an airport in Jiangxi were canceled as snows affected visibility of pilots. The rush will start around Jan. 19, 2011.Meanwhile, many northern Chinese cities, that have already been swept by the cold front, reported the coldest temperature in a decade for this period.In an extreme case, temperatures in Hulunbuir City in north China's Inner Mongolia Autonomous Region dropped to minus 46 degrees centigrade. Beijing also reported a record low temperature on this date in the past 10 years.Further, ice sheets have been seen off the coast of the Bohai Sea and Yellow Sea in east China as the northern part of the seas have begun to freeze.

BEIJING, Nov. 20 (Xinhua) -- China Petroleum and Chemical Corporation (Sinopec), China's largest oil refiner, said Friday it has suspended diesel exports to relieve shortages in the domestic market.Sinopec also said it is seeking to import 200,000 tonnes of diesel.PetroChina Co., China's largest oil producer, plans to import 200,000 tonnes of diesel. Some 35,000 tonnes of it has already arrived.Insiders said China's diesel output in the first nine months soared, prompting the two oil giants to expand exports.Sinopec attributed recent hikes in the domestic price of diesel to hoarding, seasonal factors, transport factors and energy-saving measures."The fundamental reason for the diesel shortage is the industry monopoly. Oil refiners are not keen to increase production because profit margins in the sector are relatively low," said Qi Fang, director of the Hebei Provincial Petroleum Industry Chamber of Commerce."The two oil giants operate on a planned-economy basis, resulting in an unbalanced supply-and-demand situation. Supply and demand can easily outstrip each other as government planning cannot keep pace with changes in the market," Qi said.Statistics from the General Administration of Customs show China exported 360,000 tonnes of diesel in October - only slightly lower than the 368,100 tonnes it exported in September - even as diesel shortages worsened.Diesel imports in October rose to 400,000 tonnes, up from 250,000 tonnes in September.

BEIJING, Nov. 18 (Xinhua) -- China Thursday expressed the hope that the pricing difference on natural gas imported from Russia would be narrowed through joint efforts from both sides.Gu Jun, deputy director-general of the National Energy Administration's international department, made the remarks at a news briefing on Premier Wen Jiabao's upcoming visit to Russia and Tajikistan.Though companies from both sides had made many efforts in this regard, a certain difference still existed in the pricing of natural gas imported from Russia, Gu said, calling for additional sincerity to be demonstrated on the pricing talks by the two sides.Talks on this issue will be also a part of Chinese Vice Premier Wang Qishan's upcoming visit to Russia, she said.In 2009, Russia inked a framework agreement with China on annually supplying at most 70 billion cubic meters of natural gas to China, but they still did not reach an agreement on the supplying price.Chinese Premier Wen Jiabao will pay official visits to Russia and Tajikistan from Nov. 22 to 25 at the invitation of Russian Prime Minister Vladimir Putin and Tajikistan Prime Minister Akil Akilov.During the visits, Premier Wen Jiabao will attend the 15th Chinese-Russian prime ministers meeting and the ninth prime ministers meeting of the Shanghai Cooperation Organization.

BEIJING, Dec. 16 (Xinhua) -- Chinese Vice Premier Li Keqiang has urged more efforts to maintain steady and rapid economic growth and accelerate the transformation of the economic development pattern over the next five years.Li made the remarks Wednesday at a seminar on goals and policies of China's key 12th Five-year (2011-2015) Plan, according to a statement by the State Council, or China's Cabinet, on Thursday.At the seminar, the State Council solicited advice from senior officials of Tianjin Municipality, Jilin, Jiangsu, Henan, Yunnan and Gansu provinces, on the draft of the guidelines of the five-year plan.After listening to suggestions from provincial-level officials, Vice Premier Li said it is imperative for local governments to accelerate the transformation of the economic development pattern, while maintaining steady and rapid economic growth in the long term to benefit all Chinese people.As for the work next year, Li said local governments should more actively and prudently handle the relationship between keeping steady and rapid economic development, restructuring the economy and managing inflation expectations."More efforts should be provided to stabilize prices next year," he told the seminar.When planning goals and strategies for the development over the next five years, Li said, major indicators, such as the economic growth rates, should be defined "reasonably" and binding targets should be emphasized.Over the next five years, China will open wider to the outside world, expand its domestic consumption, push the reform of the income distribution system, create more jobs and improve its basic public service and social security system, he said.Li noted that local governments should work hard to allow residents' income growth to keep pace with the economic growth rate, and assure that laborers' wage hikes reflect productivity increases.
