SAN DIEGO (KGTV) -- A gunman is on the loose after a Thursday morning shooting at Barrio Logan’s Chicano Park left a 19-year-old injured.San Diego police were called to the 2000 block of National Avenue, off Interstate 5, at around 1 a.m. in response to reports of dozens of shots fired.Details on what prompted the gunfire were unclear, but police confirmed a 19-year-old person was struck. The victim was taken to UC San Diego Medical Center for treatment.The victim’s condition is unknown.Police are searching for a Hispanic man in his 20s in connection with the shooting. SAN DIEGO (KGTV) - A large group of city leaders, hotel workers, homeless service providers and community members gathered Thursday outside the Hilton San Diego Gaslamp Quarter to show support for the Yes! For a Better San Diego initative.The initiative, which will appear on the March ballot, has bipartisan support and seeks to address the city's homelessness issues, street repairs and job creation with a hotel tax increase. Supporters say the initiative would generate 7 million in the first five years. According to San Diego Mayor Kevin Faulconer, the highest hotel tax increase would be in downtown San Diego at 3.2 percent, with 2.25 percent for hotels on the outskirts of downtown and 1.25 percent for hotels on the outskirts of the city.San Diego's current transient occupancy tax is 10.5 percent."It's not only about the thousands of jobs that you just heard, the infrastructure and the roads, the most important issue that is facing our city the issue of homelessness and for the first time a dedicated funding stream," said Faulconer.He said the initiative would also expand the San Diego Convention Center and create 7,000 new jobs.Some tourists tell 10News raising the hotel tax could backfire and make some visitors simply stop coming to San Diego on vacation."It probably means I'll choose somewhere else next time I travel, somewhere more affordable for me," said one tourist who did not want to be identified."I definitely think it's important to deal with the homeless population and expand your economy, but I don't think that should happen with your tourism dollars. It's easier,” says Alejandra Martinez. She’s one of the employees at the Hotel del Coronado who has opted for the hotel's cross-border HMO health plan called SIMNSA, which is licensed by the State of California.“[Are you] saving like 60 to 80%?” we ask. “Oh, yes,” she responds.Christina Carrillo is the president and CEO of SIMNSA. The plan provides for ER and urgent care visits in the U.S., but for everything else like routine medical care and prescriptions, employees must go to Mexico.The company has a network of providers across the border. The monthly savings can be significant.“From the studies that we have, a typical U.S.-based plan for a fully insured HMO product will charge over ,000.00 for a family to receive healthcare coverage. SAN DIEGO (KGTV) - A resident inside an Encanto home opened fire on an intruder Wednesday, San Diego Police said.The victim first vandalized a car in the 6800 block of Charlene Ave. in the Broadway Heights section of Encanto, according to police.Police believe the victim then used a rock to break into a home where people were inside. One person was armed and fired a shot at the intruder.The victim was taken to the hospital. He may be related to the people in the home, and may have been under the influence of alcohol or drugs, police said.Officers did not release the victim’s identity or condition. 612

SAN DIEGO (KGTV) - A San Carlos family is hoping surveillance video will help track down the man recorded making himself comfortable in their home.Along Wallsey Drive, the Meduna family got a heart-sinking scare the day before Halloween.Around 8:30 a.m, Megan Meduna and her husband both got a notification that their garage door was open.  Inside the home, a camera was recording an intruder. Meduna says the man had pried open a window screen in the front and forced open a window.  A sound heard in the video is the burglar opening the door to the garage, before he's seen shutting the window he just climbed through. As he puts on his gloves, he walks up to the camera and flips it over."It's just creepy, creepy to see someone in my house sneaking around," said Meduna.By the time police arrived, the man was gone. He got away with only a little bit of cash, but the impact was felt across a neighborhood.  Surveillance video showed him casing the area.  Minutes before the break-in, a neighbor reported seeing the man knocking at her door, then pretending to need directions when she answered the door.  At another home, a ripped screen was found near a side window and an out-of-place brick was discovered outside another window.Neighbors are now wondering if the same man could be linked to other burglaries. A few weeks ago and blocks away, 10News reported on a break-in with a similar MO that left a newlywed couple missing wedding gifts and family heirlooms.  A month ago, there was a another burglary at Meduna's home, in which electronics and jewelry were taken."Feel violated and angry.
