BEIJING, Oct. 20 (Xinhua) -- Lu Zhengcao, the last one of New China's first 57 generals, was cremated here Tuesday. Lu died of illness on Oct. 13 at the age of 106. Chinese President Hu Jintao, former president Jiang Zemin, and other senior leaders including Wu Bangguo, Wen Jiabao, Jia Qinglin, Li Changchun, He Guoqiang and Zhou Yongkang attended the cremation ceremony, which was held Tuesday morning at the hall of the Beijing Babaoshan Cemetery.     In 1955, the People's Republic of China (PRC) first adopted the military ranks and 55 senior officers were granted generals. Two more joined them in 1956 and 1958 respectively. They witnessed the development of the People's Liberation Army (PLA) and the founding of the PRC in 1949.     Born in Haicheng of northeastern Liaoning Province, Lu joined the Communist Party of China (CPC) in 1937 and fought in China's war of resistance against Japanese invasion from 1937 to 1945 and the civil war against the Kuomintang (KMT) army from 1945 to 1949. PARIS, Nov. 24 (Xinhua) -- The preparation for the 2010 Shanghai Expo has proceeded into exhibits arrangements and service operation as site constructions are mostly completed, China's representatives of Executive Committee of the Shanghai Expo announced here Tuesday in its last report of progress in the 146thGeneral Assembly of the Bureau of International Exhibition (BIE).     With less than six months ahead of the 2010 Shanghai Expo, all preparation on construction and operation are underway smoothly as scheduled, said Yang Xiong, the deputy director of the executive committee for Shanghai Expo and vice mayor of Shanghai.     Transportation infrastructures inside and outside the Expo site will basically finished by the year end and put into use by the end of next March. Supporting public utilities such as medical treatment, drinking water and communication are also steadily in progress, the report said.     Five permanent structures, namely China Pavilion, Performance Center, Expo Center Theme Pavilion and Expo Boulevard will be completed by the year ends. Twenty-six out of the 42 self-built pavilions of foreign participants have completed their structure and 37 out of 42 rented pavilions were accomplished. All the 11 joint pavilions have been completed by now.     By Dec. 1, over 3,400 rooms in apartments in the Expo Village and service apartments in the surrounding areas will be put into service, and the number will reach 6,700 at the end of the year and 7,100 by the end of next March, the report said.     "As major parts of the construction work has finished, we have shifted our focus to operation, such as service, exhibits arrangement and further design and organization of events and forums," Yang told Xinhua.     During the grand cultural events, about 20,000 sessions of various performances will be staged. To date, 200 countries and international organizations have submitted application for National Day and Honor Day events, totaling 633 performances.     The Expo is not only a carnival for China, but also a showcase for worldwide extraordinary culture and innovations. BEIJING, Nov. 17 (Xinhua) -- Chinese President Hu Jintao made five proposals on promoting Sino-U.S. relations and tackling delicate issues of common concern while meeting with visiting U.S. President Barack Obama in Beijing Tuesday.     Obama, who is in Beijing for a four-day state visit to China, agreed with Hu on the proposals, reiterating that the United States does not seek to contain China's rise and that he welcomes China as a "strong, prosperous and successful member of the community of nations."     FURTHER STRATEGIC MUTUAL TRUST     Hu called on the two countries to continue to increase strategic mutual trust with prerequisite of respect for each other's core interests and major concerns.     He hailed Obama's statement that the United States sticks to the one-China policy and hoped that the United States would "properly handle" the Taiwan issue and forbid "Tibet independence" and "East Turkistan" forces from using U.S. territory to cover their anti-China separatist activities.     In Hu's words, China and the United States should not be opponents, but partners that trust each other and cooperate sincerely.     "The development of China is an opportunity for all nations, including the United States," Hu said. "It is not a challenge, let alone a threat."     MAINTAIN EXCHANGES AT ALL LEVELS     Hu said China and the United States should maintain different levels of communication and consultation on major issues in a timely manner through different channels, including exchange of visits, talks and meetings on multilateral occasions.     The two countries should further substantiate the results of the first round of Sino-U.S. Strategic Economic Dialogue and start soon to prepare for the second round of talks in Beijing next summer, Hu said, calling the dialogue an important platform to enhance exchanges and cooperation between the two countries.     STEP UP MACRO CONTROL     It is "necessary" for China and the United States to step up cooperation on coordinating macro economic and financial policies, pushing forward reforms in the international financial system and improving global economic governance structure, Hu said.     He also raised the issue of trade frictions, voicing hope that the United States would loosen restrictions on its export of hi-tech products to China as soon as possible, while recognizing China's market economy status and facilitating expansion of trade and investment cooperation.     "Under the current circumstances," Hu said, "the two countries should more resolutely oppose and resist trade protectionism in any form."     ADVANCE EXCHANGES, COOPERATION IN VARIOUS AREAS     The other areas proposed by Hu for further cooperation between China and the United States include infrastructure, climate change and clean energy, and exchange of students.     He said China is willing to work with the United States on space exploration and construction of high-speed railways.     The two sides should take the launch of the joint clean energy research center as a turning point and deepen cooperation on energy saving, emissions reduction, renewable energy and treatment of environmental pollution, Hu said.     China is also willing to increase counter-terrorism cooperation with the United Stats on a basis of mutual benefit and hold dialogues with the United States on issues of human rights and religions based on the principle of equality, mutual respect and non-interference with each other's internal affairs, said Hu.     WORK TOGETHER TO MEET GLOBAL, REGIONAL CHALLENGES     Hu proposed that the two countries should continue to work together on global and regional hot issues in light of the benefit gained in recent years by cooperating on climate change, nuclear non-proliferation, crackdown on transnational crimes, disaster relief and prevention and treatment of contagious diseases.

BEIJING, Dec. 27 (Xinhua) -- The State Council, China's cabinet, released a review of its legislative work in 2009 on Sunday, which gave a brief account of the role legislation has played in helping people improve their livelihoods and develop society generally.     The State Council tabled five bills for deliberation by the Standing Committee of China's top legislature and formulated 22 administrative regulations in 2009.     To safeguard people's safety and promote fitness campaign, the State Council has mapped out regulations for the implementation of China's food safety law, migrant population family planning, national fitness and lottery management, it said.     To promote legislation regarding environment protectional, energy-saving and reduction of greenhouse gas emissions, the State Council formulated regulations on recycling discarded home appliances and electronic devices, regulations on prevention of marine pollution from ships as well as safe transportation and monitoring of radioactive objects.     The State Council also submitted laws to the NPC Standing Committee to advance the development of relevant sectors. Among them were draft laws regarding diplomatic personnel, the people's armed police force, a draft revision to the Law on Guarding State Secrets, and a draft revision of China's Organic Law of Villagers' Committees.     To encourage public participation in lawmaking and improve the quality of laws, the Legislative Affairs Office of the State Council sought public submissions on 22 draft administrative regulations.     Among those laws and regulations, the draft regulation for the implementation of the Food Safety Law has attracted more than 10,000 public submissions.     The State Council has cancelled or standardized administrative charges and helped cut the expenses of enterprises amid the global economic downturn, said the review.     The State Council attached great importance to strengthening and improving macro-control policies and established legislative programs to facilitate economic development, it said.     To ensure the safety of transportation of natural resources, the State Council submitted a draft law on the protection of China's pipelines for oil and natural gas; it also formulated a regulation on the management of civil airport to standardize the construction and management of such projects.     Through enhanced supervision on administrative power, stepped-up efforts on settling administrative disputes and standardized enforcement of administrative law, the State Council helped maintain social harmony and stability, according to the review.     More than 33 percent of the cases involving administrative review were rectified, it said.     In a bid to provide guidance for local government, the office has mapped out a five-year plan on the construction of a government information network, which it says will offer strong technological support and information service for government legislative work.     More efforts have been made in studying theories and upgrading its international cooperation, said the review. In one case, for example, the office held a seminar on pension laws with German Federal Ministry of Justice from April 27 to 28 this year.
