BIARRITZ, France (AP) — President Donald Trump is threatening to use the emergency authority granted by a powerful, but obscure federal law to make good on his tweeted "order" to U.S. businesses to cut ties in China amid a spiraling trade war between the two nations.China's announcement Friday that it was raising tariffs on billion in U.S. imports sent Trump into a rage and White House aides scrambling for a response.Trump fired off on Twitter, declaring American companies "are hereby ordered to immediately start looking for an alternative to China." He later clarified that he was threatening to make use of the International Emergency Economic Powers Act in the trade war, raising questions about the wisdom and propriety of making the 1977 act used to target rogue regimes, terrorists and drug traffickers the newest weapon in the clash between the world's largest economies.It would mark the latest grasp of authority by Trump, who has claimed widespread powers not sought by his predecessors despite his own past criticism of their use of executive powers."For all of the Fake News Reporters that don't have a clue as to what the law is relative to Presidential powers, China, etc., try looking at the Emergency Economic Powers Act of 1977," Trump tweeted late Friday. "Case closed!"The act gives presidents wide berth in regulating international commerce during times of declared national emergencies. Trump threatened to use those powers earlier this year to place tariffs on imports from Mexico in a bid to force the U.S. neighbor to do more to address illegal crossings at their shared border.It was not immediately clear how Trump could use the act to force American businesses to move their manufacturing out of China and to the U.S, and Trump's threat appeared premature — as he has not declared an emergency with respect to China.Even without the emergency threat, Trump's retaliatory action Friday — further raising tariffs on Chinese exports to the U.S. — had already sparked widespread outrage from the business community."It's impossible for businesses to plan for the future in this type of environment," David French, senior vice president for government relations at the National Retail Federation, said in a statement.The Consumer Technology Association called the escalating tariffs "the worst economic mistake since the Smoot-Hawley Tariff Act of 1930 — a decision that catapulted our country into the Great Depression."And trade association CompTIA stressed the logistical strain that would follow if companies were forced to shift operations out of China, saying it would take months for most companies."Any forced immediate action would result in chaos," CEO Todd Thibodeaux said in emailed comments.Presidents have often used the act to impose economic sanctions to further U.S. foreign policy and national security goals. Initially, the targets were foreign states or their governments, but over the years the act has been increasingly used to punish individuals, groups and non-state actors, such as terrorists.Some of the sanctions have affected U.S. businesses by prohibiting Americans from doing business with those targeted. The act also was used to block new investment in Burma in 1997.Congress has never attempted to end a national emergency invoking the law, which would require a joint resolution. Congressional lawmakers did vote earlier this year to disapprove of Trump's declared emergency along the U.S.-Mexico border, only to see Trump veto the resolution.China's Commerce Ministry issued a statement Saturday condemning Trump's threat, saying, "This kind of unilateral, bullying trade protectionism and maximum pressure go against the consensus reached by the two countries' heads of state, violate the principles of mutual respect, equality and mutual benefit, and seriously damage the multilateral trading system and normal international trade order." 3915

(AP) — Late-season rain and snow were apparently too much for a bald eagle chick in a California forest nest watched by a popular internet camera .The death of the chick named Cookie was announced Monday by the environmental advocacy group Friends of Big Bear Valley and the San Bernardino National Forest."We are very sad to say that it looks like Cookie died just a little bit ago," the environmental group said. "He was up earlier but looked weak; he also seemed less energetic yesterday. This last storm was a tough one with rain first and then snow and cold temperatures."Cookie and a sibling named Simba hatched last month in the nest near Big Bear Lake east of Los Angeles. They were named through a contest for schoolchildren.Both were determined to be in good condition last week when a trained climber removed them from the nest, determined they were males, banded them and then returned them to their home high in a tree.The U.S. Forest Service tweeted that weekend rain followed by snow brought overnight temperatures down to 26 degrees (-3 Celsius) and that hypothermia was likely the cause of death.At the current stage, eagle chicks are too big to be fully covered by their mother and only have juvenile feathers, which makes it difficult to retain heat when they become wet, the Forest Service said."Rain followed by snow is never a good combination, as it begins to ice the body," the service said.A chick that dies in a nest is typically moved off to the side or covered in new nesting material."Nature can be very tough," Friends of Big Bear Valley said on its website. "The survival rate for bald eagles is 50% in the first year. We will all be rooting for Simba to stay strong and healthy."Forecasters said this week's weather will be warmer, with temperatures closer to normal for the end of May, but there will be a chance of thunderstorms over the San Bernardino Mountains each afternoon. Broadcaster Al Michaels will not be calling Sunday's game against the Cleveland Browns and New York Giants and will be replaced by Mike Tirico due to "COVID-19 safety protocols."According to a press release, NBCUniversal said they pulled Michaels from working the game because he wasn't cleared to work "in accordance with NBCUniversal COVID-19 safety protocols."In the statement, Michaels said "feels great" and had "no symptoms." "I feel great, I have no symptoms, and my temperature this morning was 97.5. I look forward to returning to the booth as soon as possible," Michaels said.According to NBCUniversal, Cris Collinsworth and Michele Tafoya were cleared and will appear with Tirico on the broadcast.With Tirico moving to Sunday's game, Joe Davis will replace Tirico for the play-by-play for Saturday's game against the Carolina Panthers and Green Bay Packers, according to Sports Business Journal's John Ourand.Tirico, who typically hosts the pregame show "Sunday Night Football," will be replaced by Liam McHugh on "Football Night in America," according to the news release. 1092

  

Believe it or not, some people working from home are starting to miss their morning commute, so much so that they’ve started “fake commutes” and experts are applauding the decision.“At first I didn’t miss it. I thought ‘oh well my workday starts as soon as I wake up,’ which was nice at the time,” said Joshua Chickasawa.Chikasawa is an accountant who went from an hour long, 10-mile, bike ride to work each day, to work at his fingertips within minutes. However, after a few weeks that got old.“Even though I don’t have to bike to an actual destination or anything like that, I have been going on a bike ride for an hour or so,” said Chikasawa. “Sometimes, I’ll bike by the office I am supposed to be at.”He’s now getting up again at 5 a.m. and does, his “fake commute.”“It is just forcing myself to get out of bed, so I am actually going outside and having a real start to my day like I used to,” he added, “instead of just rolling to my laptop and starting the work day without having any real distance between my personal life and work.”You might be surprised how normal these fake commutes are becoming.“I have actually heard this from some of my friends and colleagues,” said Jon Jachimowicz.Jachimowicz is a professor at Harvard University.“There is this tension that we are experiencing right now where we are actually beginning to understand that even though we hate the commute in yester-year time when we actually went to the office, there was also something valuable about it,” said Jachimowicz.The professor recently published research showing one of the biggest benefits was the time the commute gave us to transition between personal life and work. Also, that the transition period in this new normal can effectively be replicated with a fake commute or new before and after work ritual.“I don’t think it actually matters what exactly it is,” said Jachimowicz. “It can be something as easy as putting on work clothes, which is what I do.”Companies are even starting to see the need for this. Microsoft recently announced it’s adding a virtual commute feature to its Teams platform to help workers transition in and out of work mode. Although, the company has not fully outlined what that will actually look like. 2235
