LOS ANGELES (CNS) - As COVID-19 cases surge, Covered California is urging uninsured residents to sign up for coverage by this Wednesday's deadline."Covered California is a critical safety net to help people get quality health care coverage during the surging pandemic and ongoing recession," said Covered California Executive Director Peter Lee. "With our first enrollment deadline coming up this week, we want to encourage anyone who needs coverage to check out their options and sign up so they can start the New Year with protection and peace of mind."Californians who want their coverage to start on Jan. 1 must sign up by Dec. 30, a deadline that was extended in response to the pandemic. However, the open enrollment period runs through Jan. 31. In either case, consumers will need to pay their first bill when enrolling.More than 1.2 million California residents are uninsured despite being eligible for financial help from Covered California or low-cost or no-cost coverage through Medi-Cal, according to Covered California."Most of the people who are uninsured either do not know they are eligible for financial assistance, or they have not checked recently to see how affordable quality coverage can be," Lee said. "No one should wait to sign up, and we are extending the deadline through Dec. 30 to give all of us more time to spread the word and make sure our family and friends have health insurance during this pandemic."Roughly nine out of 10 consumers who enroll through the Covered California marketplace receive either federal tax credits, state subsidies or both, helping to make health care more affordable. California subsidies benefit nearly 600,000 residents, including thousands who had previously been ineligible for financial help because they exceeded federal income limits.Of those eligible for subsidies, more than half are believed to be Latino, a group that has been disproportionately hard-hit by the pandemic.The average consumer receiving financial help with health insurance paid an average of 7 per month for coverage, with federal and state assistance reducing their costs by 4, according to Covered California.Covered California recently mailed masks to 1.5 million enrollees, and Lee urged every resident to use face coverings."Getting covered with a mask will help protect Californians and their families and friends; getting covered with a health plan will help protect people if they get sick," he said. "Covered California helps you get access to some of the best doctors and health care facilities in the country and provides peace of mind during these challenging times where there is so much uncertainty."The state individual mandate penalty will also return for 2021. Consumers who can afford health care coverage, but choose to go without, could pay a penalty when they file their state taxes in 2022. LOS ANGELES (CNS) - Mudslides, flooded freeways and dangerous driving conditions plagued the Southland Thursday thanks to a second straight day of rain, prompting road closures, mandatory evacuation orders in Orange County and fears that the situation could get much worse before the storm moves out. As of midday, no evacuation orders had been issued in the Malibu area, the scene of the recent Woolsey Fire that now has residents on the lookout for mud and debris flows. A mudslide during the morning commute inundated a stretch of Pacific Coast Highway near Leo Carrillo State Beach, forcing a full closure of the heavily traveled roadway clear north to Ventura County. Crews had the bulk of the mud cleared by midday, and the road was reopened. In Orange County, voluntary evacuation orders were issued Thursday morning for select neighborhoods near the Holy Fire, affecting the Trabuco Creek, Rose Canyon and Mystic Oaks/El Cariso areas. LOS ANGELES (AP) — Southern California residents faced with the loss of lives and homes in a huge wildfire also are grappling with the destruction of a vast swath of public lands that are popular destinations for hikers, horseback riders and mountain bikers.The Woolsey Fire has charred more than 83 percent of National Park Service land within the Santa Monica Mountains National Recreation Area, where officials announced Wednesday that all trails were closed."We understand that folks are curious about how their favorite park spots fared. We promise to share that ASAP," the park service tweeted, warning that the blaze was still active after burning for nearly a week.Three people have been found dead in fire zone, which spans 153 square miles (396 square kilometers).RELATED: Malibu residents frustrated by fire recoveryThe fire broke out Nov. 8 and quickly became one of the largest and most destructive in state history. Firefighters have made steady progress this week, getting it more than halfway contained, but warned many hotspots remain.A massive burn scar encompasses more than 30 square miles (80 square kilometers) within the recreation area that stretches from beaches to inland mountains straddling Los Angeles and Ventura counties. It's the largest urban national park in the nation, with more than 30 million visitors every year.Cyril Jay-Rayon, 52, watched the news with despair as flames engulfed what he called his "main playground" — a rugged area where he rode his mountain bike a few times a week. It includes the famous Backbone Trail, a 65-mile (104-kilometer) route that offers challenging terrain for bikers and hikers who are rewarded with soaring views of the Pacific Ocean."It's just devastating. Those trails are my sanity. It's where I ground myself," he said. LOS ANGELES (AP) — Lawyers for the family of a black man killed by police in a busy Southern California parking lot said Monday that an autopsy found he was shot 10 times and died from choking on his own blood.The autopsy concluded that 26-year-old Diante Yarber died of asphyxiation and that had he been given medical treatment, he would have had a chance at surviving his wounds, attorney S. Lee Merritt said at a news conference.The autopsy was conducted by a private medical examiner at Merritt's request. An autopsy by San Bernardino County authorities has not been released and it's unclear whether it's been finished.Merritt, who is planning on filing a civil rights lawsuit in the case this week, said the private autopsy found that Yarber had wounds to his chest, back and arms and that he wasn't given medical treatment for "a great deal of time.""The injuries are consistent with defensive wounds ... as he was shielding himself and trying to escape the onslaught of bullets," Merritt said.Merritt did not respond to a message seeking a copy of the autopsy report. Barstow police officers fatally shot Yarber on April 5 in a Walmart parking lot in the Mojave Desert city, about halfway between Los Angeles and Las Vegas.At the time police said Yarber reversed into a police car, then accelerated toward officers and hit a second police car, prompting officers to fire.The San Bernardino County Sheriff's Department, which is investigating the shooting, has said Barstow officers responding to a report of a suspicious vehicle believed Yarber was wanted for a crime involving a stolen car.Merritt disputes the account of the shooting by police, saying Yarber's car was barely moving. LOS ANGELES (AP) — Broadway soprano Rebecca Luker has died at 59. She was a three-time Tony-nominated actor who starred in some of the biggest Broadway hits of the past three decades. Sarah Fargo, her agent, says Luker died Wednesday. The actor went public in 2020 saying she had been diagnosed with Lou Gehrig’s disease, known as ALS. Luker was the best actress Tony nominee in 1995 playing Magnolia in “Showboat,” the best actress nominee in 2000 for playing Marian in “The Music Man” opposite Craig Bierko, and a best-featured actress nominee in 2007 as Winifred Banks in “Mary Poppins.”Tributes for Luker flooded in after news broke of her passing away.
