SAN DIEGO (KGTV) -- Police have released pictures of a man accused of shooting and killing a 27-year-old man in the Midway District in late February.Police say Ernesto Castallenos Martinez, 41, shot and killed Alexander Mazin in a parking lot behind the 24 Hour Fitness on the 3600 block of Midway Drive.Following the shooting, police were led to the intersection of 30th Street and Upas Street where an hours-long standoff took place.RELATED: Police identify Midway District shooting victim, suspect of North Park standoff?After SWAT teams entered an apartment in the area, they didn’t find Martinez. SAN DIEGO (KGTV) - One man was injured in a stabbing in Spring Valley Sunday evening, according to the San Diego Sheriff's Department.Deputies said that a man between the ages of 40 and 50 was transported to the hospital after another man stabbed him, and he is expected to survive.The call to the residence near Dale Avenue and S. SAN DIEGO (KGTV) - Mortgage brokers spent the past week calling and emailing clients around San Diego, telling people it's time to buy."Whenever I see a rate dip like that, my first reaction is to call everyone as fast as I can," says Broker Scott Davenport. "I try to get a hold of as many people that have been on that fence to jump on it as quickly as they can."The frenzy started when mortgage rates dropped .22% on March 27, to 4.06% on a 30-year fixed rate mortgage.It was the biggest single-week rate drop in more than a decade.RELATED: San Diego among top hot housing markets for 2019, Zillow reports"That could mean a savings of hundreds of dollars per month," says Davenport. "Or even hundreds of thousands of dollars over the course of a 30 year mortgage."Analysts say the drop came after the Federal Reserve said it was worried about the economy slowing down. It caused concern among investors, which led to good news for buyers."It's not gonna last," says Davenport. "You never know where the market's going to go. I expect rates to stay low through the summer, but at the same time, I don't expect them to stay low for long."Rates hit historic lows in 2012, around 3%, after the recession and housing bubble burst. Davenport says he doesn't see conditions that would create rates that low any time soon. That's why he's telling people to take advantage of the current rate near 4% now.He says anyone thinking of buying, or of refinancing a mortgage should get in touch with their broker now."Have the numbers run. It's something we do all the time," he says. "We can see if there's a benefit for a refinance with it, with the rate drop for you right now. SAN DIEGO (KGTV) — One of the first questions San Diegans had after a 6.4-magnitude earthquake hit Southern California: Where was the alert?Exactly one week ago, San Diego phones buzzed in unison for a test of California’s Earthquake Early Warning System, ShakeAlert. The system aims to help alert locals seconds before an earthquake hits to find shelter.Thursday, no alert went out when San Diego felt shaking.RELATED: 6.4-magnitude earthquake rattles July 4th for Southern CaliforniaThe San Diego County Office of Emergency Services says the alert system is still in the testing phase. Currently, the Governor's Office of Emergency Services is evaluating the data collected from the June 27 test.The state hopes to set up the system in the future in the same way Amber Alerts are sent out regionally. Before that can happen, the county says they need to make sure the system works fast enough to alert residents, the county says.Many San Diegans, however, say they didn't even receive the test message last week. For them, the county asks for feedback to work out the bugs in the system. Those individuals can fill out an online survey here .Los Angeles County residents already receive a similar alert, but many complained they weren't alerted Thursday either. Los Angeles city officials say their alert didn't go off because the earthquake wasn't recorded above a 5.0-magnitude shake within Los Angeles County. Officials said they now plan to lower that threshold.USGS seismologist Robert Graves told the Associated Press that the state's new system detected Thursday's earthquake, providing 48 seconds of warning to Caltech's seismology lab in Pasadena, and adding "there were no glitches" in the system. 1717

  

SAN DIEGO (KGTV) - On Monday, the California National Guard confirmed that its service members were recently sent to two San Diego nursing homes that needed help treating residents who were sick with COVID-19.“We supplemented their existing staff- their civilian staff- with our medical teams here in the California National Guard,” Lt. Col. Jonathan Shiroma told ABC10 and said that they were deployed at the direction of the California Department of Public Health (CDPH).The National Guard reports that 20 troops were sent to Santee's Stanford Court nursing facility for a week in October and another 20 troops were sent to El Cajon's Villa Las Palmas for two weeks in November.Lt. Col. Shiroma said teams tested patients and staff and offered other supportive care. “Within the Guard we also have many medical professionals so each of the teams were led by either a physician assistant or a registered nurse or an LPN,” he added.“If you have an outbreak, you have staff that has to quarantine and so in order to provide care you want to get people into the building to help with the residents,” Deborah Pacyna with the California Association of Health Facilities told ABC10 News.The CDPH reports that since the start of the pandemic, 50 healthcare workers have tested positive at the El Cajon facility where 91 residents have gotten the virus and 45 healthcare workers have tested positive at the Santee facility where 58 residents have contracted COVID-19.The National Guard said that it doesn't have any current missions in San Diego but it's always ready. “If something comes in the next few weeks and there’s a need in any part of the state, the California National Guard will respond appropriately,” added Lt.
