DENVER — Twenty years ago, Gary Jugert found love at a music shop."I bought a ukulele at a secondhand store and back then there weren’t any books or classes so I had to teach myself how to play ukulele. It turns out it’s a very fun and exciting instrument that you can share with other people," Jugert said.He began teaching lessons and even opened up a ukulele repair shop, though he says he was not a naturally musical person."I didn't start music seriously until I was 35," he said.Still, in 2012, Jugert created the Rocky Mountain Ukulele Orchestra. It was a huge hit until the pandemic silenced its 100 or so musicians in March."We instantaneously could not meet anymore and so several of us decided, hey, what are our alternatives for getting the group together?" Jugert said. "And we tried all of the various platforms. The problem was there’s a tiny bit of a lag on Zoom classes and because we play instrumental — ensemble music — it doesn’t work without post-editing. I said, 'Well, why don’t we meet on YouTube?'"That is how this silver lining came to be. Each morning, Jugert heads to his spare bedroom where people from all over the world log on for his lessons.He said 90% of the people who log on are 55 and older, and 80% are women.He's become such a hit, he now teaches six 45-minute classes every day."I just love it," Jugert said.His students say this is about so much more than making music."It’s just such a good social outlet. I retired a year and a half ago so I don’t see my work friends anymore," said student, Jeri Sampson. "It’s been a real good social thing for me."This may not be the orchestra the musicians envisioned, but thanks to Jugert, it's become everything they need."People need something to do right now. They need quality education. Musically, it’s hard to get right now. I think with the challenges music teachers are facing in music education, why not do it?" Department of Education Secretary Betsy DeVos is rolling back another Obama-era regulation that was meant to protect students from abusive practices by for-profit schools and colleges.On Friday, DeVos said she plans to fully repeal a rule that targeted schools that failed to prepare students for "gainful employment."The regulation required for-profit colleges and certificate programs at non-profit colleges to publish information on how much student debt graduates took on and how much they were earning after leaving school. If the average debt-to-income ratio did not meet government standards, the school's federal funding would be revoked.The announcement comes?two weeks after DeVos said she would replace the "borrower defense" rule that aimed to help defrauded students seek debt relief.Together, the two rules were an important part of the Obama administration's crackdown on for-profit colleges like Corinthian and ITT Tech, which were accused of defrauding students and eventually shut down. Corinthian was fined million by the Department of Education for overstating job placement rates and was accused of preying on low-income people with high-interest loans. When ITT Tech abruptly shut down in 2016, it left 35,000 students without a degree and many of those who had completed their program found their degree was worthless because the program didn't have the correct accreditation.DeVos froze the two rules?more than a year ago so that they could be reviewed and to make sure they would actually help harmed students, she said at the time.In 2017, before DeVos was sworn into office, the Department of Education said that 800 programs serving hundreds of thousands of students failed the accountability standards because grads' loan payments were more than 30% of their discretionary income and more than 12% of their total earnings.About 98% of these programs were offered by for-profit colleges, the department said. One program offered by a non-profit school was a theater arts curriculum at Harvard that later suspended enrollment.On Friday, DeVos proposed a new rule that would require all schools — both for- and non-profit — to provide data on student outcomes."Our new approach will aid students across all sectors of higher education and improve accountability," DeVos said in a statement.But a big difference in the proposed rule is that it won't institute a new standard that schools have to meet in order to keep receiving federal funding. The public has time to comment on the proposal before a rule is finalized.Consumer groups and Democrats attacked DeVos' plan for putting the interests of for-profit colleges ahead of students."Her extreme proposal to rescind this rule is further proof that there is no line Secretary DeVos won't cross to pad the pockets of for-profit colleges — even leaving students and taxpayers to foot the bill," said Senator Patty Murray, a Democrat and ranking member of the education committee.Democrats have criticized DeVos before for hiring department officials with connections to the for-profit college industry. Last year she named Julian Schmoke, Jr, a former dean at for-profit DeVry University, to lead enforcement activities at Federal Student Aid. In 2016, DeVry settled a lawsuit with the government over a claim that it misled students with a false job placement rate.Career Education Colleges and Universities, a trade organization that represents for-profit colleges, applauded DeVos's proposed rule for aiming to "provide complete transparency on the outcomes of today's higher education programs."Senator Lamar Alexander, a Republican and chair of the education committee, called the Obama-era rule "clumsy.""This reset gives Congress an opportunity to create a more effective measure of accountability for student debt and quality of institutions," he said.The-CNN-Wire 3910

Data and images gathered by Harvard University research indicate that several hospitals in Wuhan Province, China, which was the early epicenter of the coronavirus, began seeing an increase in traffic as early as last August.The Harvard researchers stressed that the data cannot be conclusively linked to the spread of coronavirus. But the study’s authors said that the research supports its hypothesis that the virus originated before being identified last December.The researchers used satellite images from hospitals in addition to search engine data to back its study. The images showed an increase in hospital traffic while search engines showed an uptick in inquiries of coronavirus-related symptoms.The research noted that there are seasonal changes in online searches for “cough,” there was also a subsequent jump in searches for “diarrhea,” which the researchers said is a more coronavirus-specific search term. The authors said both search query terms show a large increase approximately 3 weeks preceding the large spike of confirmed COVID-19 cases.“Our retrospective analysis cannot verify if increased hospital and search engine volume is related to the SARS-CoV-2 virus,” the authors wrote. SARS-CoV-2 is the strain of the novel coronavirus. "While alternative explanations such as the 2019 Military World Games in Wuhan may explain some increases in parking lot traffic, this event opened on October 18, 2019, weeks after the initial rise in Baidu search engine traffic.“Still, further research is needed to validate the emergence of SARS-CoV-2. DENVER, Colo. - Air traffic in and out of Denver International Airport was impacted Tuesday afternoon following COVID-19-related cleaning procedures at an FAA facility on airport grounds, a DIA spokesperson confirmed to Denver7.DIA said they were in a ground stop for only a few minutes around 3:30 p.m. Tuesday. The airport was on a ground delay or traffic management up until 6 p.m., delaying inbound traffic.The stop happened due to COVID-19-related cleaning in an FAA facility on airport property after an FAA employee tested positive for the virus. Air controllers were moved into a backup room to clean the main room. Officials said the cleaning did not happen at the airport terminals or at the control tower.A DIA spokesperson estimated that nearly 200 planes were delayed and 45 were canceled during the transition.Denver7 spoke with a mother who says her son was pulled off his plane and told there would be a delay due to weather.“We all understand what happens with COVID and the shutdowns and everything, but it’s less scary knowing that’s what it was as opposed to trying to figure out, well why is the shutting down the airport and not telling us why?" said Kelly Suchey.She says DIA AND the FAA should have been more transparent about what was going on.So Far, four FAA employees have tested positive for COVID-19.This story was first reported by Robert Garrison KMGH in Denver, Colorado. 1412
