"We have offered condolences to the victims on many occasions."What China has in mind in approaching the incident, in which 46 South Korean sailors died after their warship sank in March, is maintaining peace and stability on the Korean Peninsula, he said.China attaches importance to the joint investigation conducted by South Korea and other countries and the reactions of various parties, and will take its position on the basis of truth and facts, he added.China appealed for calm on the part of the concerned parties so as to avoid a further escalation of tension and even conflict, he said.The Chinese premier said China understands the current difficult situation President Lee Myung-bak and the South Korean government are facing.China will seek information from various sources and seriously study it before making clear its stand in "a fair and objective manner," he said."We will adopt an impartial position," he said. China also maintains that any approach on it must serve the fundamental interest of maintaining peace and stability on the Korean Peninsula, he added.Wen said Japan is an important country in Northeast Asia and a close neighbor of China and South Korea. BEIJING, April 5 (Xinhua) -- The Communist Party of China (CPC) has set up more than 60,000 new grassroots party organizations nationwide while rectifying some 50,000 slack branches during an 18-month campaign to boost party building.The campaign of studying and implementing the Scientific Outlook on Development, launched in September 2008, has covered all the 75 million Party members in more than 370 branches across the country.The Scientific Outlook on Development, set forth by General Secretary of the CPC Central Committee and President Hu Jintao in 2003, emphasizes the well-being of the people and a comprehensive, coordinated and sustainable approach to development.Statistics show that during the campaign, more than 1.4 million items of outdated bylaws were abolished in units and departments nationwide. In addition, some 2.1 million new ones were issued and 2.5 million were amended. The bylaws cleanup covered science and technology development, environmental protection, people's livelihood, anti-corruption among other aspects.In the non-public sector, 12,000 new CPC branches were set up during the campaign, and another 24,000 are in the pipeline. HONG KONG, April 16 (Xinhua) -- A volunteer from Hong Kong who lost his life on Wednesday when rescuing others in the earthquake- hit Qinghai province of China, has been recommended for a gold medal for bravery at home, local authority said on Friday.Wong Fu-wing, a 46-year-old volunteer, escaped from the earthquake on Wednesday morning but returned to rescue the trapped orphans and teachers in the orphanage where he worked in Yushu county of Qinghai province. He was critically injured by falling debris in a powerful aftershock.Tsang Tak-sing, Secretary for Home Affairs Bureau of Hong Kong Special Administrative Region (HKSAR) government, said on Friday that Wong has been recommended for the Medal for Bravery of Hong Kong.The Medal for Bravery (Gold), created in 1997, is the first rank in the Order of the Medal for Bravery, awarded for acts of gallantry of the greatest possible heroism or of the most conspicuous courage in circumstances of extreme danger.Chief Secretary Hengry Tang Ying-yen said Thursday that Wong's selfless sacrifice deserved the highest respect and expressed condolences to his family.Wong's family members departed from Hong Kong to the disaster zone of Qinghai province on Thursday to collect his remains.
